ABOUT THE LEARNING AND MIGRATION PROGRAM
The Learning and Migration Program (LAMP) works with children at risk of distress seasonal migration by facilitating their access to seasonal hostels, quality education opportunities, while also training school teachers, and empowering communities on the Right to Education Act (2009). Technical partnerships with State Governments have provided the opportunity to replicate similar models across other migration affected states. Since its inception in 2006, LAMP has impacted 940,566 children at risk of distress seasonal migration through access to quality education opportunities; steered 3,269 villages across 17 States and Union Territories across India to eliminate obstacles to quality education.
Key Responsibilities:
The incumbent will be responsible for the financial management across projects and working closely with the program teams and ensure the tracking and analyzing of project expenditures and ensuring financial management of grants across projects.
Programme Development (Budget) & Financial Planning:
- Provide technical assistance to program staff to support the preparation of proposal budgets, annual project and sub-award budgets and budget re-purposing (based on need) and ensuring relevant approvals are being obtained from all stakeholders.
- Prepare and review the budget narratives for proposal budgets and ensure all budgets accurately cover the personnel and operating costs in the program.
- For current and new portfolio projects prepare project budgets and budget modifications if any.
- Create and maintain LAMP portfolio budget tracker for continuous monitoring and tracking.
Finance Management:
- Collate/Analyze and report on actual and planned monthly expenditure, interpret and communicate with field managers, advise of variance against approved budget and make recommendations for corrective action.
- Coordinate, supervise, and provide all financial statements/reports to various bilateral, and multilateral donors and internal team members to ensure compliance with contractual and legal requirements.
- Carefully track and report project expenses, burn rates, and cash received from donors on a monthly basis. Alert finance and program supervisors when there are any financial risks for projects. Working closely with “Head of Operations” to keep updated the finance & operations team regarding the financial budget & reports for smooth functioning at the operational level.
- Ensure budgets and other financial information are regularly updated and represented in financial and project management systems (GMS / ERP / Any other official platform or procedure) and the google smart sheet.
- Provide technical assistance to program staff to support the preparation of proposal budgets, annual project and sub-award budgets and budget re-purposing (based on need) and ensuring relevant approvals are being obtained
- Ensure all project expenses are being verified as per the project terms and booked under relevant approved budget heads. Prepare/ support preparation of the budget revision in consultation with the respective team members.
- Perform project variance analysis and provide updated projections to support internal management and/or donor requirements.
- Coordinate with cross-functional teams in various matters and ensure financial data is provided based on need.
- Ensure clearance of staff bills as per timelines defined in an SOP.
- Ensure the program ledger is being updated by the 10th of every month and monthly expenses being tracked through the google smart sheet being maintained.
- Training on Financial planning and management for regional and state teams.
Procurement & Asset Management:
- Review and provide technical and financial clearance of all LAMP project/ program procurements. Create a DAF tracker and train team members/ SPOCs to update and manage for timely completion of procurements as per the requirement/ availability of budgets.
- Prepare/ maintain asset tracker for all the projects/ teams within LAMP portfolio.
- Review and confirm status updates to the Head of Operations and Program Director on regular/ period basis for better management.
Compliance:
- Assist in responding to audit requests from donors and managing the close-out processes and ensuring there are no gaps in the utilization of funds.
- Conduct field travel to the project offices as necessary to review the financial procedures and assist managers in their needs.
- Verify the documents as per SOP for procurement-related, service-related agreements, rental agreements related to DAF further processing including approvals from concerned authorities and renewals as applicable.
- Conduct Partner financial and due diligence review
- Undertake period field visits and audits to ensure adherence to organisational policies and requisites. This is both for the direct and partner implemented projects of LAMP.
Others:
- Additional responsibility as assigned/ to be assigned by the supervisor, beyond the current scope of responsibilities.

QUALIFICATION REQUIRED:
Post Graduate in Commerce / MBA (Finance) / CA (Inter) with at least 2 – 4 years of experience in accounting or finance, preferably in NGO, a foundation with exposure to budgeting, accounting, financial management, grants, monitoring, and reporting.
Other: Salary commensurate with experience. Initially, the fixed-term contract shall be issued for one year, which shall be renewed yearly thereafter.
