The Financial Action Task Force (FATF) is an autonomous intergovernmental international body responsible for developing and promoting policies for combating money laundering, terrorist financing and the financing of weapons of mass destruction. The FATF has 37 countries and two regional organisations as members, along with nine FATF-style regional bodies (FSRBs), which together comprise a Global Network of over 200 countries and jurisdictions.
The FATF Secretariat is looking for a Senior Policy Analyst and Advisor to lead and advise on to its work on anti-money laundering and combating terrorist financing (AML/CFT) issues. Key areas of work include assessments of AML/CFT measures of countries against the revised FATF Recommendations, development of FATF policy papers and the provision of substantive and strategic advice. S/he will report to the FATF Executive Secretary.

Main Responsibilities
Strategic Planning
Assist the Executive Secretary and Deputy Executive Secretary in strategic planning, management and budget decisions, including on politically sensitive AML/CFT issues.
Manage staff working on projects under his/her supervision, providing intellectual and technical leadership and contribute to their professional development.
Identify and consider emerging issues in AML/CFT requiring the FATF’s attention and articulate possible recommendations in the fights against ML/CFT.
Provide support and advice to the Executive secretary and the FATF President on FATF strategic priorities and engagements with external stakeholders.
Activley contribute to the preparation of FATF strategic priorities and FATF ministerials.
Collaborate effectively within the FATF Secretariat and promote good teamwork.
Managementgs and representation
Manage and co-ordinate the FATF Secretariat’s support of a portion of the FATF’s workstreams within its Work Programme.
Coordinate cross cutting/horizontal FATF projects developing synergies between FATF secretariat’s teams
Present FATF’s work at the Plenary and relevant Working Group meetings of the FATF, as well as at international events, such as conferences, seminars and workshops. Oversee the drafting of substantive briefings for the FATF Executive Secretary and other FATF officials for their participation in high level events.
Actively promote FATF policy/strategic interests, and deliver high quality presentations on the FATF standards, assessment processes, and other work of the FATF (e.g. guidance and best practices papers).
Support and develop relationships with stakeholders, including delegations to the FATF and observers as well as key strategic external stakeholders. Identify issues that may impact FATF policy/strategic interests.
Assessment of countries
Lead and co-ordinate the assessment of countries in support of the FATF’s mutual evaluation programme by closely evaluating government’s AML/CFT laws, regulations and policies – as well as their implementation – to ensure compliance with the FATF Standards.
Oversee the preparation of evaluation reports analysing technical compliance with the FATF standards and the effectiveness of implementation. Monitor country progress and help countries understand what compliance with the FATF standards requires.
Conduct analysis of money laundering methods and trends and undertake background research to support the ongoing work.
Policy development
Co-ordinate and provide substantial support for the development of policy in the FATF.
Oversee the drafting of best practice papers and guidance papers on the implementation of the FATF standards.
Provide strategic advice to the Executive Secretary and the Deputy Executive Secretary on priority policy work.
Ideal Candidate Profile
Academic Background
Advanced university degree in law, public policy, finance or international relations.
Professional Background
At least eight years of experience in analytical activities in AML/CFT related field(s) in an international setting.
Substantial experience in drafting national legislation and regulation and high quality analytical and policy documents, with a proven ability to present data and arguments in a clear and concise way.
Demonstrated analytical skills, as well as the ability to organise and to summarise complex material, encompassing empirical data.
Substantial experience in establishing and developing professional contacts and in interacting with national delegations, government officials, other international organisations and stakeholders.
Proven leadership and management experience in policy contexts, demonstrated capacity to lead and manage teams to foster effective collaboration across broader working groups.
Experience in the use of project management tools and techniques would be a definite advantage.
Languages
Fluency in one of the two OECD official languages (English and French) and a knowledge of the other, with a commitment to reach a good working level.
Knowledge of other languages (particularly Spanish or Arabic) would be an asset.

Contract Duration
Two-year fixed term appointment, with the possibility of renewal.
· Monthly base salary starting from 9 567 EUR, plus allowances based on eligibility, exempt of French income tax.

Selection Process
For retained candidates, written tests/video-recorded interviews are foreseen in November and panel interviews are planned for in December.
Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65.
