The USAID-funded Enhance Activity in Thailand, implemented by Tetra Tech International Development (International Development Jobs - Tetra Tech), is currently accepting expressions of interest for a Procurement and Administration Specialist. This position will be located in the main office in Bangkok.

Position Description/Summary: The Procurement and Administration Specialist will lead the procurement and administration function in support of the implementation of USAID Enhance Activity. The Specialist will be responsible for implementing all Tetra Tech procurement Standard Operating Procedures to ensure compliance with Tetra Tech and donors’ procurement policies. They will lead the development and implementation of the annual procurement plans and ensure procurement of goods and services as well as assets management are in compliance with Tetra Tech and donor’s procurement policies and procedures. The Specialist will also supervise Administrative Assistant and oversee administrative, operational, and logistics, and support for USAID Enhance Activity. The Procurement and Administration Specialist will report directly to the Director of Administration and Finance. This is a five-year assignment ending in September 2027.

Responsibilities:

* Lead the development and implementation of the annual procurement plans in coordination with USAID Enhance technical and finance teams. Ensure that the annual budget is properly allocated for procurement of goods and services for USAID Enhance Activity, including procurement under in-kind grants.

* Work with purchase requesters to develop comprehensive purchase specifications, review and process purchase requests in accordance with Tetra Tech and donor’s guidelines.

* Lead the bidding process, including the request for quotation process, request for proposal process, price competition analysis, and facilitating procurement committee functioning.

* Conduct negotiations with suppliers that are transparent and documented.

* Ensure the completion of delivery and all the required documents for payment including accruals.

* Maintain accurate procurement data and records and ensure on-time delivery and procurement reporting.

* Prepare, review, and utilize procurement contracts, including Blanket Purchase Agreement and Service Agreements to ensure favorable procurement terms and conditions are met.

* Monitor contract implementation to ensure supplier’s adherence to contract terms and conditions.

* Conduct procurement due diligence, including supplier background checks and implement any other fraud prevention methods.

* Ensure complete documents and procurement process is in accordance with the procurement threshold as well as Home Office review and approval requirements.

* Ensure procurement of goods and services are adherence to local laws, Tetra Tech policies, USAID regulations, and USAID Contract.

* Work with the Accountant on payment terms and conditions and payment for purchasing of goods and services.

* Keep track of purchase requests and procurement orders and complete receiving reports and procurement checklist.

* Ensure that all assets are controlled and managed properly in accordance with Tetra Tech assets management policies and procedures including the donor-specific policies.

* Maintain, update and submit non-expendable property reports on time.

* Support development of consultancy services and sub-contracts.

* Provide guidance to staff on procurement process, guidelines, policies and procedures.

* Supervise Administrative Assistant and oversee administrative, operational, logistics, and support for USAID Enhance Activity.

Qualifications:

* Bachelor’s degree in logistics, business administration, or relevant field.

* Minimum of 5 years of progressively responsible experience in procurement, contract management, administration, or related area is required.

* Strong knowledge of USAID regulations in procurement, administration and logistics is preferred.

* Knowledge of Excel, as well as an understanding of Word processing, and PowerPoint.

* Excellent analytical and organizational skills.

* Ability to manage multiple priorities and work under pressure with minimal supervision.

* Ability to meet deadlines with strong attention to consistency, detail, and quality.

* Interpersonal and negotiation skills will be an added advantage.

* Able to work effectively with diverse actors (e.g. project’s technical team, project leadership, suppliers, home office, and USAID).

* Fluent Thai and working knowledge of English.
