Organization Profile:

Harishchandrapur Pally Unnayan Samity (HCPPUS) was established in 2006 and has 18 years of experience working with the marginalized people of Malda and adjoining districts of the state of West Bengal. The organization's administrative office is situated in village Ronthol, post-office.-Boroi, Police station-Harishchandrapur, DistrictMalda, State-West Bengal, Pin-732140, India. This is a state-level not-for-profit, non-political organization predominantly focused on wholistic community development and addressing the issues of rural Bengal. The organization tried to extend its assistance in every small and big matter like education, health, environment, sports, skill building, and empowerment. With vast empirical grassroots experiences, we focus on rural communities, especially children, women, and non-formal workers, to bring socio-economic change. Our intervention is based on the philosophy that a community has its potentialities and resources, and we only can acknowledge and reconstruct those. The organization also believes in a bottom-up approach where the organization works as a catalyst to empower the community and ensure sustainable development.

HCPPUS works with innovative approaches like understanding grassroots issues, diagnosing the problems, applying preventive measures, curative services, and systemic change, and adopting a holistic end-to-end strategy. Our approach is community-centric, and our strategy is to strengthen the system through holistic intervention. The organization's prime objective is to create opportunities for the vulnerable community without discrimination, ensuring the means to lead a life with dignity. To spread awareness among the stakeholders on various issues and provide need-based skill enhancement training. To come up with various poverty alleviation programs and ensure sustainable economic growth.


Job Summary
Under the guidance of the Director, the Project Manager-(ISA)- JJM ( Jal Jeevan Mission) will work closely with project teams, and the concerned government department and will be responsible for coordinating the project activities in the intervention districts in line with the project work plan and Gantt Chart to ensure that all targets are achieved. S/he will be the focal point of contact for the partner, and will actively engage with the project stakeholders including, partner organizations at ground zero engaged in the project, and solicit their support in implementing identified project activities. The position will supervise and support the Block Coordinators and other field staff for the timely accomplishment of the project deliverables.

Responsibilities
• Work closely with the Director to finalize the implementation model and intervention package, based on the scope of work.
• Be responsible for onboarding the project team: Block Coordinators, Community Mobilisers, and Surveyors, and facilitate their orientation on the project and their roles and responsibilities.
• Implement IEC activities as per the department standards.
• Establish rapport and introduce the project and staff to the district administration, and solicit their buy-in and support through regular updates on the project's progress.
• Plan and oversee the implementation of the program activities in the districts, as per the project work plan in close coordination with the department.
• Establish project reporting, monitoring and supervision mechanisms in close coordination with the department and Director.
• Ensure adherence to Key Performance Indicators.
• Develop a plan for the capacity development of frontline workers in consultation with the Director
• Roll out capacity-building activities in close coordination with District and Block Coordinators
• Develop a framework for strengthening VWSCs/ PRIs? Other stakeholders in consultation with the Director
• Work closely with the department and team to strengthen supply chain and Behavior Change interventions.
• Oversee the rollout of BCI and supply chain strengthening interventions
• Advocacy and liaison with district officials and other stakeholders.
• Be responsible for data management of the project and preparing quality monthly/quarterly/annual progress reports, in close coordination with District Coordinators for sharing with the donor.
• Establish a mechanism of regular meetings with field teams.
• Responsible for managing the team, and ensuring timely accomplishment of the project deliverables and results.
• Document success stories and best practices in close coordination with the field team.
• Support partner/donor in dissemination of project learnings
• Perform or assume other duties as assigned by the supervisor.

Scope of Work ( JJM Project)

Planning and Mobilising Phase
• Team formation and other administrative arrangements by the ISA
• Re-verification and firming of the baseline data for household tap connections:-
• Collection of household-level data regarding FHTCs.
• Entry of the data in digital format as per JJM/government guidelines incoordination and support from District(DWSM) /Block Officials
• Work closely with the District to strengthen VWSC/GP Body/Pani Samiti and drinking water user groups as required
• Community mobilization for taking up tap connections Make home visits, corner meetings, campaigns, demonstrations, etc. to create willingness for tap connections.
• Ensure availability of the material and skilled technicians for taking up tap connections and listing of available service providers (material and skilled technicians)
• Capacity building of Gram Panchayat and VWSC/GP Body/Pani Samiti functionaries for involvement in the planning phase.
• Support the VWSCs/GP for:-
• Community mobilization for participation in decision-making, willingness for FHTCs, monitoring
• of works, involvement of women by using various IEC tools like meetings, FGD, awareness drives, door-to-door visits, postering, fixing of banners, etc..
• Need assessment of FHTCs and motivate communities to have FHTCs
• Facilitated the process of land acquisition for water supply schemes
• Organizing meetings of sub-committee
• Opening bank account of VWSC/ GP Body/Pani Samiti
• Determination of community contribution and its deposition in the bank account as per the instruction from WSSO, GoR and associated GR ( If any)
• Ensuring equitable distribution
• Ensure water quality testing using Field Test Kits (FTKs), periodic testing at laboratories
• & disseminate the same among the community and undertake the sanitary inspection.

A. Implementation Phase
• Support to PHED/DWSM in supervising the construction of in-village infrastructure, source strengthening, grey water reuse, water conservation measures, etc.
• Preparation of Village Action Plan by involving GP Officials/VWSC members and conducted PRA exercise for the development of Resource Mapping
• Facilitating solutions in Gram Sabha and acceptance of village scheme (VAP)
• Approval of VAP through participatory approach in GP General Meeting and using a standard template with VAP of the proposed scheme
• Determination of community contribution and its deposition in the bank account as per the instruction from PHED in time bound manner as decided by the Department.
• Mobilization of community contribution, O&M account as per the instruction from PHED, GoWB and associated Government of India orders
• People’s familiarization with the objectives of JJM in coordination with PHE Divisional or Sub Divisional office
• Conduct various capacity-building programs for PRIs to enable them to carry out the assigned responsibilities of JJM implementation in an effective and sustainable manner
• Design and implement specific IEC tools based on the ground learning and support the GP in its implementation
• Build awareness on various aspects of water such as water quality, water-borne disease, water saving and judicious use of water, water storage and handling, drinking water source augmentation/ sustainability aspects, etc.
• Support during third-party inspection, measurement and certification before payment to the executing agency
• Reporting and feedback to the district about progress and issues if any
• Ensure whether the connections are being taken appropriately (using saddle piece and ferrule etc.)
• Assist the community in water conservation campaigns initiated by PHE Department.
• Geo-tagging existing and new assets. ( if any)

B. P o s t Implementation Phase (O&M )
• Motivate GP officials to take care of minor repairing of PWSS from the 15th CFC grant
• Geo-tagging of assets ( if any)
• Facilitate the process of handing over of scheme
• Provide assistance for recording water supply scheme assets details in GP registers
• Provide assistance to GP / VWSC for conducting review meetings and undertaking social audit
• Identification and documentation of best practices regarding various components of JJM implementation
• Facilitate the process of Third Party Assessment (TPA)

Qualifications and Skills
• Post Graduate in Rural Management/ Social Science/Social Work/Public Health or any related field.
• Minimum 5 years of experience of working at national or state in the development sector with leading civil society organizations, particularly on Water, JJM, WASH,etc.
• Advantage would be-Strong understanding of the project JJM.
• Good Communication skills in English and Bengali with a good understanding of MS Office, MIS, etc.
• Strong skills in documentation, report writing, and preparing PowerPoint presentations.
• Well-versed in developing project management plans and implementation strategies.
• Understanding of the functioning of VWSCs, PRI, PRA, and IEC and field level functionaries (ASHA, AWW, ANM).
• Understanding of Water and WASH situation and challenges of the region.
• Experience of working in teams and with diverse stakeholders.
