B.Project Background
The Deutsche Gesellschaft für Internationale Zusammmenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation services for sustainable development and is an enterprise owned by the German Government. Promoting agroecology as a crucial pathway for food systems transformation is currently at the top of the world agenda. The German Federal Ministry for Economic Cooperation and Development (BMZ) has increased its commitment to promoting agroecological approaches at all levels since the 2019 Bundestag resolution "Achieving Sustainable Development Goals- Recognizing and Supporting Potential from Agroecology." In India, agroecological approaches, especially the Natural Farming approach, are gaining importance in addressing national and global challenges and are being promoted nationally, for example, through the National Mission for Natural Farming (NMNF) and by various state governments. On 2 May 2022, the Government of India and Germany signed a Joint Declaration of Intent (JDI) on a Lighthouse “Agroecology and Sustainable Management of Natural Resources” with the objective to support transformation of agriculture and food systems towards more sustainability.
The Indo-German Cooperation Project “Support to Agroecological Transformation Processes in India (SuATI)” is implemented jointly by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). It aims to strengthen ongoing agroecological transformation processes of agriculture and food systems on central and state level. Main partners are the Ministry of Agriculture and Farmers Welfare (MoA&FW), the Ministry of Rural Development (MoRD) and the National Bank for Agriculture and Rural Development (NABARD). Next to technical interventions on national and state levels, SuATI supports the Indo-German Lighthouse Agroecological and Sustainable Management of Natural Resources as anchor project, including bilateral and multistakeholder dialogue processes, knowledge management and communication under the initiative.
The Global Project “Transformation of Food Systems” (TES) aims to strengthen Transformative multi-stakeholder initiatives (TI) aimed at transforming food systems towards healthier diets within planetary boundaries. The TI consists of different actors who want to make a joint contribution to the transformation of food systems. They should include as broad a spectrum of actors as possible, e.g., from civil society, the private sector, academia, the media, partner governments. The actors bring in their respective resources to jointly develop and implement solutions. They can work together in different formats, such as networks, councils, dialogue forums. The TES project supports TIs in Zambia, Malawi and India.
C.Responsibilities
The Advisor will be based out of New Delhi. S/he will divide her/his time in equal parts between SuATI and TES projects. Under strategic guidance of the SuATI project manager, s/he supports multistakeholder processes and partnerships on Agroecology and Food Systems. S/he will be responsible for:
- Support development and institutionalization of multistakeholder platforms and partnerships on Agroecology and Food Systems.
- Support knowledge management and communication on the AE Lighthouse and TES.

Handling the implementation of flexible funds under the Lighthouse in coordination with Indian government partners and BMZ.
D.Core Scope of Tasks
Support the Indo-German Lighthouse Initiative on Agroecology and Sustainable Natural Resource Management
- Support the strategic dialogue under the Lighthouse, including the set-up of a high-level working group, with Indian and German government partners. Support regular information flows between both sides.
- Conceptualise and organise event formats under the Lighthouse with a wide variety of stakeholders from civil society, academia, government, and private sector, including their follow-up and documentation, and represent the Lighthouse at high-level public events.
- Coordinate implementation of small-scale projects through a flexible funding mechanism under the Lighthouse, including administration of national and international short-term consultancy contracts and grant agreements.
- Foster exchange networks and manage partnerships with other implementation organisations under the Lighthouse, namely the development bank KfW and IFAD.
- Ensure synergy and complementarity of Lighthouse activities with the overall Indo-German technical and financial cooperation portfolio, as well as the overarching Indo-German Partnership for Green and Sustainable Development.
- Support in results-based monitoring and knowledge management under the Lighthouse, including monitoring of aggregated impacts.
- In close cooperation with the SuATI PR & Communication specialist, develop and implement communication and PR products that communicate the Lighthouse narrative, progress and impacts and raise awareness and interest of the public and private sector regarding agroecology.
Support the Global Project Transformation of Food Systems
- Support the set-up of a Transformative Initiative in India including process advise on institutional structure, membership, activities and facilitation of collective action.
- Provide senior advisory services to enhance leadership and facilitation capacities of the TI for an inclusive process for food systems transformation in India with engagement of a wide range of stakeholders.
- Support the content-related and logistical preparation of high-level events and meetings together with the TI.
- Administer and manage grants and consultancy contracts in the area of food systems transformation and capacity building for the transformative initiative.
- Support the contribution and presentation of the TI in high-level national and international events, including South-South exchange format.
- Support processes of knowledge sharing within the TI, between the TI and the GIZ project portfolio in India as well as with the TIs in Zambia and Malawi.
Other duties/additional tasks
- Support in other coordination and project management tasks as and when required.
- Support the internal capacity building and knowledge exchange on agroecology and food systems within the GIZ projects in India.
E.Required Qualifications, Experience and Competencies
- Post-graduate degree in the field of agricultural or nutritional sciences.
- At least 8 years of relevant work experience post qualification.
- At least 4 years of relevant work experience in the development sector.
- Previous work experience with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmBH is an advantage.
- Long-term professional experience in working on sustainable food systems, including significant experience in international agriculture, food and nutritional policy discourses.
- Professional experiences in working with multi-stakeholder processes and partnerships in the agriculture and food sector.
- Demonstrable excellent advisory, facilitation and presentation skills, very quick comprehension, and a very good strategic understanding of policy formulation, negotiation, and implementation processes within the field of food systems, agriculture, food and nutrition security.
- Very good knowledge of international processes in the field of food systems, agricultural and food policy, proven experience in organizational development, public sector reform and change management.
- Excellent communication and advisory skills, political sensitivity, and ability to work effectively in a multicultural and multidisciplinary team.
- Very good organizational skills as well as prioritization capabilities in a fast paced, dynamic environment, experience in the organization of strategic outreach events as well as ability to work in structured ways of working with a pronounced service orientation toward government partners.
- Ability to translate technical content into easily understandable messages for diverse audiences.

- Social skills: Working in changing teams in changing roles. Excellent cooperation with internal and external partners.
