KEY ACCOUNTABILITIES (not all-inclusive)
As per the continuation with the implementation of organizational alignment process, under the supervision of Deputy Country Director, the HR Consultant will deliver a professional, client-focused HR services, partnering with managers at all levels to implement HR solutions in line with WFP corporate priorities. The HR Consultant is expected to share knowledge of best practice for implementation and improvement of CO HR processes and build capacity of CO HR team.
- Contribute to building and managing talent within WFP, working with managers to understand their needs and planning/implementing solutions to recruit, retain, manage and develop a high calibre workforce to deliver business objectives. Manage and ensure effective recruitment are completed timely and quality.
- Support CO management on organizational design activities to define and organize structures and jobs and allocate people to the right places to improve efficiency.
- Plan and deliver an onboarding process which ensures new employees have a positive experience of WFP and are successfully integrated into their new role and the organisation.
- Manage capability building, working with managers to understand individual skills and business requirements, and delivering development solutions which equip people with the skills and knowledge required to meet current and future challenges.
- Ensure the effective management of the employment relationship between WFP and its staff, determining conditions of service, contracts and appropriate entitlements, and resolving more complex employee relations issues.
- Motivate and guide HR staff, providing coaching, training and guidance to ensure appropriate development and enable high performance.
- Collate and analyze data for the preparation of accurate and timely reporting, conduct analysis, identifying trends and potential issues, and proposing solutions to stakeholders.
- Maintain, share knowledge of best practice and apply them to improve the current CO process; Support the development and implementation of new/improved HR policies, systems and procedures to ensure they are reflective of legislation.
- Participate in the development of country specific plans and processes and lead the delivery of HR operational activities or projects to meet local objectives and support WFP strategic goals, ensuring alignment with wider WFP policies.
- Provide advice to managers and employees on complex issues, understanding their needs and ensuring that HR policies, procedures, processes, systems and tools are available and correctly applied to support them.

STANDARD MINIMUM QUALIFICATIONS
Education: Minimum bachelor’s degree in Human Resources Management, Public or Business Administration, Industrial Psychology or other relevant fields. Advance university degree in the relevant areas would be advantage.
Experience:
- At least 3 years of professional experience in Human Resources with an interest in international humanitarian development.
- Experience of developing, implementing and managing best practice HR policies and systems
- Experience in conducting reviews of aspects HR Services functioning (i.e. support in recruitment, interviews, training support etc) to ensure continually improved and optimal functioning.
- Experience in managing small teams of staff
- Experience in project management support in the implementation of change initiatives and programme design including capacity development, talent acquisition, etc would be desirable.
Knowledge& Skills:
- Sound theorical understanding of HR concepts and principle with a broad knowledge of best practices, techniques and process.
- Excellent communication skills
- Good knowledge of common business principles and processes and the ability to quickly assimilate UN/WFP processes and systems.
- Ability to build and maintain effective working relationships with human resources counterparts, managers and staff within HQ/ RB/ Country Office.
- Ability to analyze data, draw conclusions and recommend a course for action.
Languages: Excellent written and spoken English. Proficiency in Russian is desirable.
