Duration: 2 weeks to 11 months

ORGANIZATIONAL CONTEXT

Assisting more than 100 million people in over 80 countries each year, the World Food Programme (WFP) is the leading humanitarian food security organisation - saving and changing lives, delivering food assistance in emergencies, and working with communities to improve nutrition and build resilience. To achieve its mandate, WFP must ensure that it reaches the right people and that it manages its relationship with those individuals and their communities in a responsible, accountable, and effective manner. 

WFP seeks to build a roster of professionals who are ready to be deployed at regional or country level to provide technical advice or lead on implementing protection and AAP portfolios, in line with the WFP Protection an Accountability to Affected People Policy. This includes in many contexts, mainstreaming of disability inclusion (DI) and Protection from Sexual Exploitation and Abuse (PSEA). Multiple positions are expected to be available.  

The selected candidates at the end of the recruitment process will be part of a standby roster and will be expected to be mobilized for deployment to WFP operations. The selected candidates will be contacted for mobilization when the need arises. The individual contracts and Terms of References will be developed by the hiring unit at either HQ, the Regional Bureau or the Country Office.  

The hiring team will reach out to the selected candidates on a regular basis to update their availabilities and profiles.

JOB PURPOSE

The Protection and AAP Officer is responsible for coordinating and providing technical support for the country office’s efforts to mainstream protection in its operations in line with WFP’s Protection and Accountability Policy and guided by the Protection and AAP Handbook. This may also include specific focus on cross cutting topics such as disability inclusion and/or PSEA. 

The Protection and AAP Officer will liaise with RB and HQ to keep them updated on main developments and request support when needed.

KEY ACCOUNTABILITIES (not all-inclusive)

Assessment and Analysis: 

  • Design and implement protection risk analysis, context analysis and risks assessment, mainstreaming key cross cutting topics like DI, gender, PSEA, etc.; 

  • Lead on report production to formulating recommendations to WFP programmes; 

  • Coordinate with Research, Assessment and Monitoring (RAM) to integrate protection and AAP in planned vulnerability and food security assessments, targeting and prioritization exercises, etc. 

Programme support to advocate and mainstream protection:  

 

  • Provide strategic and technical support and advocate for the mainstreaming of protection and related topics e.g. DI, PSEA, etc. across WFP operations in the country; 

  • Advise the country office and cooperating partners on implementation of mitigating measures in operations and appropriate adjustments to ensure inclusion of most vulnerable and at-risk people; 

  • Lead the design and implementation of community engagement approaches including accessible information provision, inclusive community consultation, etc.; 

  • Support the establishment and functioning of accessible community feedback mechanisms and the analysis of community data to inform programme design and adjustments;

  • Roll-out/utilise existing corporate tools as well as where needed develop new tools for protection mainstreaming in specific activity areas (e.g. DI, PSEA).

Capacity strengthening:  

 

  • Develop and implement a capacity building strategy on protection, AAP, disability inclusion, PSEA and/or community engagement for cooperating partners and WFP staff;  

  • Provide mentoring and support to protection focal points and critical staff including country office PSEA Focal Points; 

  • Document lessons learned and best practices in protection and AAP, and related topics such as DI and/or PSEA; 

  • Disseminate WFP corporate guidance and tools on Protection and AAP, and related topics such as DI and/or PSEA. 

Partnerships and interagency collaboration on protection:

 

  • Represent WFP in interagency fora on protection, including child protection,  GBV, PSEA and disability inclusion (where related fora exist); 

  • Promote partnership with and cross-learning from cooperating partners on mainstreaming protection in food security activities;  

  • Liaise with protection partners for protection assessments, referral procedures and pathways, community engagement efforts, capacity strengthening, etc. 

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree preferably in social sciences, public administration, international law, public health, international relations/development/affairs, logistics, supply chain management, business administration or other related fields of study, or First University degree with additional years of relevant work experience and/or advanced training/courses. 

Experience: At least 6 years of relevant experience, including at the field level, in humanitarian protection, Accountability to Affected Populations (AAP), Community Feedback Mechanisms (CFM), Community Engagement, Human Rights, or related areas of work. 

Language: Strong written and oral English skills (proficiency/level C), working knowledge in a second UN language (Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable. 

Knowledge and Skills (required):

 

  • Written clarity, including ability to analyse complex concepts and synthetize information is required; 

  • Experience in leading a small to medium-sized teams in an emergency context and/or hardship context is required; 

  • Hands on experience in developing an analysis plan and carrying out qualitative and mixed-method data collection, analysis and reporting that supports decision making at the design, adaptation or targeting phase of the programme cycle 

  • Experience in capacity building activities for Protection and AAP incl. assessment and analysis for different audiences is required 

Knowledge and Skills (desirable):

  • Experiences with WFP programmes, CBT, field operation or equivalent is desirable; 

  • Familiarity with WFP’s programmatic approaches and cross-cutting priorities (Gender, Disability Inclusion, Indigenous Peoples, among other topics) is desirable; 

  • Experience in emergency operations is desirable; 

  • Required competencies:  teamwork, action management, innovation, flexibility, partnerships, client orientation, strong analytical and writing skills, ability to work independently, interacting with technical and non-technical internal and external stakeholders including decision-makers.
