UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential.UNICEF is guided by the Convention on the Rights of the Child and strives to establish children's rights as enduring ethical principles and international standards of behaviour towards children.The United Nations Children's Fund (UNICEF) has been present in Brazil since 1950, supporting the most important changes in the area of childhood and adolescence in the country. UNICEF participated in major immunization and breastfeeding campaigns; the mobilization that resulted in the approval of article 227 of the Federal Constitution and the drafting of the Child and Adolescent Statute; the movement for universal access to education; programs to combat child labor; among other great advances in guaranteeing the rights of Brazilian girls and boys.In recent decades, Brazil has promoted a strong process of inclusion of children and adolescents in public policies. However, a significant portion of the population remains excluded. Therefore, in its cooperation program with the Brazilian government for the period 2017-2021, UNICEF focuses its efforts on the most vulnerable and excluded girls and boys, with a special focus on children and adolescents who are victims of extreme forms of violence .These children and adolescents in situations of greater vulnerability are spread throughout Brazil, but they are more concentrated in the Amazon, in the semiarid and in large urban centers. Through the UNICEF Seal, UNICEF promotes commitments to guarantee the rights of children and adolescents in the Semiarid and in the Brazilian Legal Amazon. In large cities, UNICEF works with a focus on reducing intra-municipal inequalities, through the Platform of Urban Centers (PCU).
Context
The United Nations Children Fund (UNICEF) is present within 9 offices across Brazil. Monitoring and Evaluation is part of the Social Policy, M&E and South-South Cooperation area of UNICEF Brazil, with the Chief Social Policy, Monitoring Evaluation and South-South Cooperation, an M&E Specialist and an M&E Officer based in Brasilia, and three other M&E Officers located in São Paulo (serving the South East Territory), in Belém (serving the Amazon Territory) and Recife (serving the Semiarid Territory), and one Humanitarian Performance Monitoring officer based in Brasilia, to support UNICEF’s response to the Venezuelan Migrant Crisis. UNICEF is finishing its (extended) 2017-2023 Country Programme in Brazil and preparing for the new Programme to start in 2024. Both the current and new programmes have important research, monitoring, evaluation and advocacy components, to which the Monitoring and Evaluation Unit contributes significantly with data and evidence. This assignment will contribute to the M&E function in the São Paulo office and the Southeast territory, contributing to their main programme delivery strategy (Agenda Cidade UNICEF) and other advocacy and programmatic efforts as required to strengthen their capacity to respond adequately to the needs of UNICEF and the country. The UN Volunteer will integrate the Programme Section of the São Paulo Zone Office and the national Social Policy, Monitoring and Evaluation, and South-South Cooperation area, and will work closely with all other programme sections, particularly the Rio de Janeiro Zone Office and Child Protection.
Task description
Within the delegated authority and under the supervision of the Chief of UNICEF São Paulo Field Office or his/her designated mandated representative(s), and in close collaboration with the Monitoring and Evaluation Specialist, the UNV Monitoring and Evaluation Officer will undertake the following functions: Evidence generation and situation monitoring and assessment Provide leadership and technical support to ensure the zone offices have timely and accurate evidence and measurement of relevant conditions, including monitoring of socio-economic trends and the country’s wider policy, economic and institutional context, to facilitate and inform the planning and implementation of programmes or policies within Country Programme context, particularly in relation to actions in the Southeast territory, the implementation of the #AgendaCidadeUNICEF initiative, and the child protection programme. • The UNV officer will provide technical leadership for the partnerships for evidence generation in southeast territory • The UNV officer will provide technical support to São Paulo and Rio de Janeiro zone offices with timely data and evidence related to programme implementation • The UNV officer will provide technical support to the child protection section with timely data and evidence related to the programme implementation Program Performance Monitoring Provide technical support to ensure that the CO and ZOs have quality information to assess progress towards expected results established in annual work plans. This outcome involves: 1. Compiling monitoring and evaluation information/data, and making them available to program/planning sections; 2. Contributing to the preparation of reports, and drawing on monitoring and analysis of key management indicators; and 3. Assisting in the preparation of reports on systemic issues, good practices or any other analysis or data related to program implementation and/or evaluation. • The UNV officer will lead the compilation of indicators and results for #AgendaCidadeUNICEF in Rio de Janeiro and São Paulo • The UNV officer will provide ongoing technical support and quality assurance to the design and monitoring of Program of Cooperation Agreements (PCAs), particularly the ones implemented by the São Paulo and Rio de Janeiro ZO • Review and support production of programmes, communication, and fundraising materials, such as reports, presentations, proposals, briefings, budgets, terms of reference and others, particularly the ones related to São Paulo and Rio de Janeiro ZOs M&E Capacity Building undertaken and advocacy, networking, and partnership building Provide technical support to ensure that the monitoring and evaluation and other relevant capacities of staff and partners – government and civil society – are strengthened enabling them to increasingly engage in and lead processes for children. Establish operative partnerships with critical partners in government, civil society and academia to effectively support the correct and compelling use of data and evidence on the situation of children and coverage and impact of child focused services, particularly within the contexts of São Paulo and Rio de Janeiro and in the area of child protection and violence against children. • The UNV officer will support with technical expertise the work of Adolescent Homicide Prevention Committees in São Paulo and Rio de Janeiro • The UNV officer will maintain dialogue with high level public managers in the State and Municipal governments in São Paulo to ensure the prompt access to data and to foster evidence-based policy decisions and implementation • The UNV officer will participate in planning and monitoring meetings with UNICEF and partners, and will represent UNICEF at public events and forums as needed, particularly in São Paulo Evaluation Provide technical support to ensure that a well-prioritized and strategic selection of evaluations at programme or Country Office strategy level is managed in order that each evaluation is designed and carried out with quality process and products and that evaluation results are useful to the intended audience. • The UNV officer will support national M&E team with evaluation implementation as requested
