Purpose of this consultancy

To facilitate building of data management capacity in countries through both guiding the formulation of questions for the mobile assessment tool currently under design by the capacity building team, and providing of direct country support.

Background

The WHO Regional Office for the Western Pacific (WPRO) is promoting the creation of a culture of data use to foster and enable a more strategic use of data for regular programmatic reviews and improved decision making for better health services and better health outcomes across the Western pacific Region.

To this end and in collaboration with a range of partners and technical expert groups WPRO has developed a Data Management Competency Framework (publication link), which is officially published in May 2023, in response to the need for a comprehensive, practical tool that would enable field practitioners across the member states. Multiple countries are requesting technical support on the customized implementation of the framework and developing national sustainable capacity building plan. Meanwhile, an online application-based competency assessment tool (CAT) is currently being created to provide such a proficiency measurement and competency assessment capability.

Planned Timelines (indicative)

End date:April 15, 2024

Deliverables

The consultant will work under the supervision of the HII Coordinator (delegated as appropriate to the CAT working group team leader) and with other key technical personnel, as nominated, to enable, and facilitate the following:

Output 1: Support the team in developing the online application tools for competency gap measurement by users

Deliverables 1.1 Draft the question list based on the WHO data management competency framework to evaluate the skill and knowledge gap.

Deliverables 1.2 Guide IT colleagues to transfer the list to the online tool for better user experiences.

Output 2: Support the team to provide tailored technical support on capacity building and WHO framework implementation for health information workforce in the Member States in the Region

Deliverables 2.1 Develop the national sustainable capacity-building plan for Papua New Guinea.

Deliverable 2.2Design the pilot study and gap assessment in China and Tonga.

Method to carry out the activity

The consultant will join the CAT development team with both technical advisory and direct input roles. This is primarily an offsite consultancy assignment, but the consultant will be expected to be able to travel to provide short-term support for Member States and attend weekly HII team meetings in addition to the routine development team progress review meetings as they are scheduled.

Qualifications, experience, skills, and languages

Educational qualification(s)

·Essential: A master’s degree in any of the major public health management disciplines

·Desired: A further qualification in data literacy and capacity building for health information workforce

Work experience

·Essential: At least 7 years’ experience in capacity building on data management at international, national and provincial levels.

·Desired: have worked with WHO and other UN agencies, Previous experience of working in the WPR region considered an advantage.

Technical competencies

·Deep technical knowledge of the full set of data management competencies

·Proven capability in drafting technical data management related (test) questions for assessing data management capacity

·Demonstrable critical thinking, analytical rigor, and attention to detail

Interpersonal skills / language competence and regional experience

·The ability and personal flexibility to adapt and integrate quickly to an established team environment

·Advanced written and spoken competency in English

Work location

·Offsite / remotely from place of residence with occasional travel to provide support to countries in the Region
