| Overview of position |
Makkah city is one of the 2 holy cities of Islam in the Kingdom of Saudi Arabia (KSA), the other being Madinah city. The 2 holy sites attract millions of Hajj & Umrah pilgrims every year. Indeed, the Hajj & Umrah pilgrimages are the backbone of Makkah’s economy. However, the total population of Makkah city over the Hajj period reaches almost 5 million, almost doubling the population density & severely straining infrastructure & services. Nonetheless, a key goal of the Saudi Vision 2030 the Kingdom’s long term development blueprint launched in 2016 which aims to cut Saudi Arabia’s dependence on oil, while promoting new sectors, from manufacturing & financial services to culture & tourism is to provide quality services to 30 million Umrah visitors every year by 2030.
The Royal Commission for Makkah City & holy sites (RCMC) was established by royal decree as a result of KSA’s commitment to improve the pilgrimage experience within the Kingdom. Its mandate is to improve services in Makkah city & the holy sites in a manner that is commensurate with their sanctity, with the overall aim of enhancing, strengthening & evolving the city of Makkah for the benefit of all. The RCMC’s vision for the city of Makkah is of a polycentric, liveable, cultural touristic, resilient & sustainable city for 2070. The focus of this project is however RCMC’s spatial development framework & masterplan for the whole city & the detailed master plan for the central area, both of which for the target year of 2040. Work on these plans is expected to commence in the 2nd half of 2023.
The RCMC seeks to be an effective contributor to the achievement of specific objectives of Vision 2030 & to realize the goal of providing quality services to 30 million visitors preforming Umrah by 2030. 1 of its main priories is thus to address the consequent infrastructure & services delivery challenges, including those related to land, planning & upgrading of public utilities, services, facilities & amenities.
The RCMC is the main beneficiary of the support to the Royal Commission for Mecca City & holy sites (RCMC) project, through which our cleint jointly with UN-HABITAT will provide technical assistance, quality control, advisory services & capacity development support over a period of 24 months to strengthen the capacity of the RCMC to deliver on its mandate, fulfil its responsibilities & achieve its vision for Makkah city while also contributing to the realization of the Saudi Vision 2030 goal of increasing the Kingdom’s capacity to welcome 30 million Umrah visitors every year.

| Role objectives |
Scope of work:
Assist in the evaluation of key micro & macro economic factors for creating a sustainable local economic base for Makkah city.
Assist with the various city benchmarking exercises & help in adapting to the current international economic trends for urban & regional growth regarding financial sustainability & social development.
Advise on formulation of financing / lending structures for various real estate asset classes or urban projects.
Other relevant tasks or responsibilities may be assigned.
Duties & responsibilities:
Assist in the forecasting of various city growth factors & interpreting the analysis in the sectoral growth scenarios.
Quantify the impact of growth scenarios in terms of development demands & socio economics on both at the public & private level.
Assist or lead assignments related to the various sectoral evaluations i.e., residential, retail, hospitality, office, industrial, healthcare, education etc.
Ensure the quality of deliverables by the engaged consultants meets the expectations of the RCMC.
Support the masterplan department & liaise with consultants on any other assigned tasks related to urban economics & urban development.

| Project reporting |
The Economic Planning Specialist will work under the overall guidance of the Urban & Local Development Portfolio Management of our client based in their Saudi Arabia office & will coordinate with relevant stakeholders in addition to their Saudi Arabia team & consultants appointed by our client throughout the process. Regular meetings with the national Partner Coordinator & the RCMC Project Manager will be required to give updates on a twice monthly reporting basis.

| Key competencies |
Master’s Degree in Urban Development or Economics or closely related fields an MBA is preferred but a PhD is an advantage.
Mininmum of 10 years of relevant work experience in urban development with a Master’s Degree.
15+ years of relevant professional experience, including long term strategic development, urban economics, urban development, urban investment etc.
Strong analytical & quantitative skills knowledge of statistical & econometric techniques & economic analysis.
Strong interpersonal skills & a demonstrated history of teamwork.
Excellent oral, written communication & presentation skills in English.

This assignment will be primarily based in Jeddah, Saudi Arabia but may be handled remotely for limited periods in coordination with RCMC.
Our client will cover 1 round ticket to / from the duty station.
If unforeseen travel outside the consultant’s duty station city is requested by our client & not required by the Terms of References (ToR), such travel shall be covered by our client in line with applicable rules & regulations & upon prior written agreement. In such cases, the consultant shall receive living allowances not exceeding the United Nations (UN) Daily Subsistence Allowance (DSA) rate for such other location(s).
A written approval from our client & relevant authorities will be required to facilitate the consultant's travel to any locations than stated on this ToR on official missions where necessary.
