Title: Senior Program Manager
Reports to: MCC Representative(s)

Job Synopsis: This position works closely with the Representative(s) (REP), the Financial and Administrative Officer, and Project Coordinators in overseeing MCC's work with partners, programs, and personnel. The candidate will work in a challenging environment to enable MCC to support local partners' programs in the areas of Peace, Relief and Food Security, Community Development, Health, and Sanitation.

- Minimum Education Level: master’s degree in project management, finance, law, business, administration, social sciences, or related field.
- Minimum Experience: At least three to five years of experience working with international NGO’s. Financial Management, Program, Monitoring and Evaluation, Supervisory Skills,
- Language: Excellent oral and written communication skills in French and English
- Relational Skills: Adaptability, analytical thinking, planning, and organizing, ability, Teamwork, Communication,
- Computer Literacy: Mastery of MS Outlook, Teams, Word, and Excel; strong capacity to navigate the internet and locate resources. Ability to navigate and use MCC-specific databases for the purpose of planning, monitoring, evaluation, and recording.
- Communication: Self-awareness, Cross-cultural/multicultural awareness, ability to listen, to model open communication, and to foster goodwill among others.
- Strong understanding of faith communities and their role in building justice and peace; an appreciation of interfaith differences.
Role and responsibilities
Programmatic Function (75%)
- Conduct capacity and risk assessment of local partners and enforce dialogue with partners on (strategic) relation between MCC/BF and local partners.
- Conduct regular visits to project sites to build relationships, and continuously support and monitor the progress of projects funded by MCC and donors.
- Coordinate and track project indicators, expenditure and other grant essential information.
- Review partner reports for accuracy and quality and ensure organizational accountability and transparency. The process of reviewing may involve substantial editing to produce a quality document. The repots will then be submitted to the Reps for approval.
- Facilitate or participate in strategic planning processes for partners: developing goals, objectives, and activities.
- Assist project coordinators with proposals, budgets, and work plan preparations.
- Provide technical assistance to partners, including convening and leading workshops or meetings when asked by Reps.
- Identify program needs of partners and offer (or recommend sources for) adequate skills or knowledge that are needed.
- Identify and share with MCC and partners new trends, processes, and tools in area of Monitoring and Evaluation.
Financial Management (10%)
- Ensure project quality adherence, contractual compliance, and timely reporting.
- In collaboration with the Finance Manager, ensure responsibility for project expenditure, financial accountability, and planning requirements, and provide a high level of support to program processes and procedures.
- Monitor the overall financial integrity of MCC/BF funded projects through grant management, monitoring, and evaluation.
- Provide capacity building to partners to strengthen the organizational practices that result in successful financial and operational audit scores and take lead in the implementation of audit recommendations as per the findings.
Administrative Functions (15%)
- Fill in for REP as needed and requested by REP; typically, during their leave or during REP transitions.
- Respond to and manage any government requests for reporting on projects/partners (e.g., DSONG)
- Maintain legal NGO status and documents as required by law (e.g., constitution, authorizations, etc.)
- Respond to timely requests from partners on behalf of REP when REPs are out of country, on vacation, or otherwise unavailable.
- Write and submit official documents such as MCC’s annual report and plan in consultation with REP.
- Maintain and update MCC’s Security Manual and Employee guidebooks in French and English.
- Assist the Rep in all security matters: meet regularly with the International Program Safety & Security Specialist, provide staff with country security updates; assist the Rep in ensuring the implementation of communication chain, oversee security assessments, conduct analysis, and ensure that appropriate security protocols are up to date and implemented; Assist in monitoring and reviewing security from INSO and inform MCC team members as needed.
- Tag-team with REP in representing MCC to the larger INGO and government entities.
- Model non-violent peacemaking in the workplace and community through respectful interactions with others
- Work together with the REP to plan the annual MCC retreat for program staff.
- Coordinate weekly and monthly staff devotions and team meetings. During these meetings, take notes and prepare action points for team members.
- Organize meeting logistics and coordinate the annual Partner Gathering.
- Work with REP to plan team-building activities and team dinners. Able to coordinate the smooth running of the MCC office when REP is out of the country for longer periods of time.
