The Aspire to Innovate (a2i) Programme builds on the Government of Bangladesh’s efforts to introduce a citizen-centric culture of innovation in civil service to improve service delivery and make services more inclusive, affordable, reliable and easier to access. This project will provide support to establish institutional mechanisms and improve accountability to accelerate SDG achievements in Bangladesh.

This project will have three components:

  1. Institutionalizing Public Service Innovation and Improving Accountability 
  2. Catalyzing Digital Financial Services and Fintech Innovations 
  3. Incubating Private Sector-enabled Public Service Innovation 

‘Aspire to Innovate (a2i) Programme’ is looking to recruit a Programme Analyst (HD Media) who will be responsible to lead Human Development Media. The main objective of HD Media is to develop and disseminate professional quality AV contents for every possible traditional and new media targeting development spanning the spectrum of skill development, public awareness and sensitization, learning (both child and adult) etc. As a media platform it would utilize every possible medium of communication, e.g. public –private TV/radio channels, community radios, internet radios, folk media, Mobile,  WebTV, YouTube, Facebook, twitter, blog, etc, to achieve the goals of human development through innovative 360⁰ communication strategy.

The a2i project is funded by the Government of Bangladesh, UNDP and is implemented by ICT Division and Cabinet Division.

Under the direct supervision of the Programme Advisor the incumbent will perform below mentioned duties and responsibilities. 

  • Develop Strategic communication & promotion plan of Human Development Media, including major campaign plans, initiatives and activities.  
  • Develop audio-visuals on various components/initiatives/campaigns and ensure timely dissemination for internal and external stakeholders through traditional and new media
  • Ensure execution and measurement of awareness-raising campaigns to sensitize citizens.
  • Develop, brand and execute new media platform, like OTT platform by curating quality contents to ensure positive behaviour change among youth. 
  • Maintain partnership with Ministries and Government Directorates, Development Agencies, Private Sector to publicize National Campaigns reaching maximum citizens. 
  • Build the capacity of internal and external stakeholders
  • Maintain close contact with UNDP Communications team to ensure UNDP branding and also to make sure all the contents are cross posted 
Duties and Responsibilities

Under the direct supervision of the Programme Advisor of a2i, the incumbent will perform above-mentioned activities and the Programme Advisor will be responsible for service evaluation of the Project Analyst (HD Media). 

Develop Strategic communication & promotion plan of Human Development Media
  • Creating strategic Branding Plan by engaging stakeholders from various sectors to promote SDGs and National Visions. 
  • Contribute to programme formulations integrating advocacy and communication strategies into all aspects of Human Development Media.
  • Develop Concept and design the programme for radios and ensure the podcast on state owned channel. Manage the production and distribution of informational and promotional materials including success story, audio-visual content, TV / radio advertisements / commercials / infomercials, edutainment.

Develop and disseminate audio-visuals on various components/initiatives/campaigns 

  • Develop audio-visuals on various components/initiatives/campaigns catering to target audience. 
  • Ensure dissemination of Digital Contents in both - state owned and private TV channels, social media sites and new media platforms. 

Execution and measurement of awareness-raising campaigns to sensitize citizens.   

  • Execute campaign activities according to the strategic plan delivering to target audience. 
  • Measuring engagement of all communication/campaign efforts for valuable insights.
  • Development of idea and content for the official Facebook page of a2i/HDMedia and other new media tools such as: Twitter, Google Inc. etc. 
  • Organize the promotional event/content/ campaigns in social media for engaging the audiences. 
  • Work with internal and external resources to facilitate responses to posts across the web.

Develop, brand and execute new media platform: 

  • Initiate platforms like OTT (Over the Top) which can offer popular and engaging contents 
  • Create a platform for citizen-led education and skill-sharing
  • Brand and populate the infortainment OTT (over-the-top) platform to cater to mass citizens

Maintain partnership & Ensure Maximum reach

  • Design & develop campaign goals & objective.
  • Ensure strategic collaboration with all stakeholders to achieve the best outcomes.
  • Evaluate the effectiveness of the campaign and redesign according to the organizational policy and guidelines.

Build the capacity of internal and external stakeholders 

  • Organize trainings/workshops for staff members, partners and other stakeholder on Human Development Media.
  • Identify the best and synthesis of best practices and lessons learned directly linked to programme country goals and activities.
  • Sound contributions to knowledge networks and communities of practices. 
  • Youth facilitation and organize, guide promotional event for involving young media personnel for creative production and modification.
  • Conduct sensitization workshop for national, divisional and district level journalists on various issues of the programme.

Required Skills and Experience

Education:
  • Master or Bachelors in Mass Communication, Film and media studies 
Experience:
  • 4 years of relevant experience in Strategic communication & campaign area with a Bachelor's degree or 2 years of experience with a Master's degree
  • Experience working in a large communications team 
  • Experience in creating contents for social media and managing different social media platforms; i.e- Facebook, YouTube, Twitter, LinkedIn, TikTok
  • Experience in developing and executing social media campaigns 
  • Hands on experience in producing multimedia contents for TV channels
  • Knowledge on cutting edge technologies for communications 
  • Experience in working with Government, UN agencies of or any other Development organization 
  • Experience in crisis communication management 
  • Experience in managing team .
  • Experience in strategic communications 

Required Languages:

  • Fluency in written and spoken English and Bangla
