Mission and objectives

The United Nations Population Fund, UNFPA, is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. UNFPA expands the possibilities for women and young people to lead healthy and productive lives.

Context

Among women aged 20-24, 51 percent in Bangladesh, 33 percent in Nepal, 28 percent in Afghanistan, 27 percent in India and 18 percent in Pakistan were married before 18. Rates of child marriage have declined in the region particularly for girls under the age of 15. India, for instance, has seen a steady decline in the prevalence of child marriage, from 47.4 per cent in 2005 to 23.3 per cent in 2021, which has led to a 50% decline in child marriage in South Asia . However, the number of girls married as children in South Asia remains very high. While there have been significant efforts to date to address child marriage in the region and globally, the decline in child marriage over time is likely to be largely a result of economic growth and changing social norms, rather than policy or programmatic interventions. South Asia is home to initiatives to combat child marriage, ranging from interventions aimed at empowering and educating girls, to providing cash transfers to encourage parents to delay marriage. The Kathmandu Call for Action to End Child Marriage was adopted in 2014 by the members of the South Asia Initiative to End Violence Against Children in a meeting of SAARC member states and partner organizations, signaling significant support from government representatives and multilateral organizations on the issue. In 2014, SAIEVAC adopted the first Regional Action Plan to End Child Marriage in South Asia (2015-2018), which was subsequently extended for a period of five years covering the period 2019-2023. Since 2016, UNFPA Asia-Pacific Regional Office has been managing the regional programme in South Asia, jointly with UNICEF Regional Office for South Asia, covering Bangladesh, Nepal and India which are responsible for the programme at country level. The programme has achieved significant success as the second phase of the programme concludes by the end of the year. The proposed campaign on the International Day of the Girl Child will focus on showcasing the achievements of the program and raising awareness to address harmful gender and social norms contributing to child marriage, utilizing gender-transformative approaches.
