Functional Responsibilities
Under the direct supervision of the SUBATRA Project Manager and the technical guidance of the ICT Specialist in the Philippine Country Office, the ICT Analyst is responsible for the efficient and effective implementation and support of the ICT-related activities identified in the SUBATRA programme.
1. Preparation of solutions:
- Work with the SUBATRA technical assistance teams and stakeholders at the BTA to understand business and technical needs and requirements of the BTA and future BARMM government.
- Specify functional requirements (e.g., technical and security) and non-functional requirements for information system and ICT infrastructure solutions.
- Prepare documentation such as needs analyses, and designs and plans for information system and ICT infrastructure solutions that result into terms of references and other bid documents.
- Support the bidding process by conducting technical evaluations.
2. Implementation of solutions
- Accompany, control, and manage implementation of information system and ICT infrastructure solutions provided by contractors and suppliers.
- Ensure proper contract management for information system and ICT infrastructure solution projects.
- Assist with the co-ordination of acceptance and other user testing activities, change management and user training.
- Prepare documentation related to contract and implementation control and management.
3. Others
- Update project plans, draft progress and other ICT-related reports.
- Complete time-bound deliverables as identified in the SUBATRA work plan.
- Perform other duties as may be reasonably required and in line with the identified outputs of the SUBATRA programme and the incumbent’s scope of services above.
- Contribute to the identification and assessment of risks and issues. Implement mitigation measures in accordance with the Risk Management Strategy.
- Contribute to the identification and sharing of the Programme’s lessons learned and best practices.
Education/Experience/Language requirements

Advanced university degree (Master’s degree or equivalent), preferably in System Analysis, Information Systems, Computer Science, or related disciplines, is required.

First-level university degree (Bachelor’s or equivalent) in combination with two (2) years' relevant experience may be accepted in lieu of the advanced university degree (Master’s degree or equivalent)

Minimum one (1) year experience (or more based on academic credentials) in ICT system analysis, needs analysis, solutions and systems architecture, and/or related fields is required.

Good understanding of preparation, implementation, and deployment of information systems (e.g., document management) is desirable.

Experience with ICT infrastructure designs and implementations (i.e., data centres, networks, servers and storage, workstations, and peripherals) is an asset.

Experience with deployment of shared services (e.g., directory services, messaging platforms, database management systems, security solutions) is an asset.

Working knowledge of cloud solutions to support deployment of information systems is desirable.

Working knowledge and skills in project management are desirable.

Proficiency in the usage of computers and G Suite application as well as web-based management systems is desirable
- Full working knowledge of English is required.
