Mission and objectives

The United Nations Resident Coordinator Office supports the work of the UN Resident Coordinator. The UN Resident Coordinator leads the UN Country Team in consultations with the Government to define and agree on the UN strategic response to the Government’s development priorities. This response is captured in the UN Sustainable Development Cooperation Framework (UNDCF). The UNDCF is a results framework that describes the collective vision and response of the UN system to national development priorities. The UNDCF describes how the UN Country Team will contribute to the achievement of development results based on a common country analysis and the UN comparative advantage. Currently, the UN framework of work for Viet Nam is under the One Strategic Plan 2017-2021. The office coordinates activities related to common programming including Agenda 2030, joint programmes, joint programming activities and development coordination work. This is done in conformity with the objectives and priorities of the Government, and the mandates and objectives of the United Nations agencies. Communications and Advocacy

Context

Currently, the UN Country Team in Viet Nam is implementing the UN Sustainable Development Cooperation Framework (CF) for 2022- 2026. With the “Delivering as One” (DaO) initiative in Viet Nam started in early 2006, the UN in Viet Nam sets the objective of achieving a more strategic and more effective contribution to the attainment of national development priorities under the national leadership. The strategic intent of DaO is to “improve the effective-ness of the UN system to contribute to national development priorities and move towards providing high-quality policy advice and advocacy, focusing on the UN’s normative role”. The CF 2022 – 2026 is built on a number of key UN principles including a commitment to leave no one behind, gender equality and women’s empowerment, resilience, human-rights, and accountability. Given the interconnected and dynamic nature of the SDGs, the CF expands partnerships between the UN, Government, development partners, private sector actors, civil society, INGOs/NGOs and other groups, including youth groups. The CF identified 4 outcomes: Inclusive Social Development; Climate Change Response, Disaster Resilience & Environment Sustainability; Shared Prosperity through Economic Transformation; and Governance and Access to Justice. The Junior Officer in the RCO will be primarily engaged with the Thematic Group on Youth while coordinating closely with the remaining Thematic Groups and the four Results Groups. As a member of the RCO, the Youth UNV is expected to support the UNRC and the UNCT in their engagement with the youth in the direction of mainstreaming youth in CF implementation. The UNV will also support day-to-day coordination among UN agencies, especially to-wards the implementation of the UN Strategy on Youth. The UNV will act as the liaison be-tween Government focal points with relation to the UN´s work on Youth, national and local youth organizations and networks, and the UN agencies. The UNV will play a key role in putting together contributions of the UN in Viet Nam to the Summit of the Future, scheduled for September 2024.

Task description

The objective of this assignment of a Junior Officer is to support the UN Resident Coordinator (UNRC) and the UNCT in youth engagement, especially through the Thematic Group on Youth (TGY). The Junior Officer will also contribute to the implementation of the CF for 2022-2026, assisting the UN in Viet Nam in delivering as One UN, especially in the context of the United Nations development system reform, and enhancing synergies and impacts of UN support in the area of youth engagement. Under the overall guidance of the UNRC, through the direct supervision of the Head of the UN Resident Coordinator's Office, the UN Volunteer will undertake the following tasks: • Support and contribute to the oversight and coordination of youth-related work of the UN in Viet Nam in alignment with national action plans, the CF for 2022-2026, and other relevant frameworks. • Provide integrated coordination support to the UNRC and UNCT, especially the The-matic Group on Youth (TGY). • Advise the UN Resident Coordinator on matters related to youth in Viet Nam as ap-propriate. • Play a central role putting together contributions of the UN in Viet Nam to the Summit of the Future, scheduled for September 2024. • Support the coordination of a coherent and integrated youth response by the UN in Viet Nam, facilitating joint situation analysis and problem analysis, fostering joint plan-ning/programming, and multi-disciplinary approaches towards collective outcomes. • Contribute to coordination and information-sharing support for donors, line-ministries, and other stakeholders in Viet Nam, facilitating engagement with youth-serving and youth-led organizations and networks. • Support the development of communications- and public-information campaigns re-lated to youth in Viet Nam • Maintain relationships with youth-led and youth-focused organizations in Viet Nam and identify potential new strategic actors and build partnerships with them to promote youth issues. • Document and promote innovative approaches and success stories of young people in Viet Nam • Develop web-stories and social media content on UN youth activities and youth issues specific to Viet Nam. • Support the establishment and maintenance of contacts in the international youth advocacy field in Viet Nam and amongst UN institutions that lead to joint youth initiatives. • Perform other tasks as required.
