With long term interventions in the Indian states of Gujarat, Maharashtra, Rajasthan, and Jharkhand, it is reaching out to over 600,000 lives through multi-sectoral programmes. The Position
 
RAF Global is currently seeking to recruit a Director Finance to lead its overall country level finance management functions in India. The broad functions includes.
  • Strategic development of financial management and resources including reviewing and developing robust internal financial planning and controls.
  • Maintain robust and effective finance systems at par with the best in the non-profit industry.
  • Provide an effective financial management service at par with the best in the non-profit industry.
  • Finance and Accounts management, functional deliveries, financial process efficiencies, financial sustainability.
  • Statutory Compliance, donor reporting, audits, adhering to the country laws, and regulations as applicable.
  • Act as the interface between RAF Global and its donors on financial matters to ensure Foundation’s financial reporting is accurate, relevant and at par with the best in not-for-profit industry.
  • Develop effective checks and balances for effective utilisation of resources and decision making.
Key Responsibilities
 
A.Financial Policy, Systems & Accounting
  • Design & implement systems, policies & procedures to facilitate financial control in close consultation with senior management.
  • Ensure the Foundation account is management proficiently and in compliance with the statutory requirements.
  • Payroll processing function involving computation of salaries, attendance, leave, fixed & variable entitlements and generation of salary slips for employees.
  • Manage daily accounting, petty cash and finance functions including timely & accurately recording of transactions, cash management, banking, payroll, cost allocations and payables.
  •  Ensure cost centre wise cost and fund allocation for different funding projects according to the approved budget of grantor.
  • Oversee day to day accounting, ensure proper authorization thereof and process payments.
  • Ensure that FCRA and non-FCRA fund are kept separate and accounted for accurately and appropriately.
  • Tracking of bank balance and reconciliation on monthly basis for all bank accounts of RAF Global
  • Use the Tally Prime ERP system and manage implementation of system upgrades.
  • Handling internal and external audit of the RAF Global and need to implement if any suggestion in the report given by CA.
  • Ensure that all financial transactions are processed accurately, in a timely manner, and in accordance with generally accepted accounting principles.
B.Financial Planning and Management
  • Involvement in process of preparing annual budgets for the organisation and for the funding projects.
  • Provide accounting services for use in planning and controlling the work of RAF Global in India, this includes financial accounting, management accounting, forecasting, budgeting, and control systems.
  • Plan and manage the cash flow for RAF Global in India, to include monthly / quarterly cash flow forecast for fund, and circulate this to the COO, senior management, and donor agency as appropriate.
  • Financial reports to management including financial information, cash requirements, project & grant reporting in a timely and accurate manner.
  • Generate, review, analyse, and communicate financial data that reflects actual financial performance against budgets.
  • Responsible for maintaining adequate funds in the various accounts and preparing fund request in timely manner.
  • Provide useful financial insights to help make informed and objective decisions about formulating and executing strategy and provide guidance and analysis to executive and operational management to improve results.
C.Grants and Donation Management
  • Ensure review of cost proposals and programme budgets of organisation and for grantees / grantors as applicable.
  • Conduct due diligence for new partner organisation and provide support to new NGO’s for completing this process.
  • Maintain a monthly / quarterly record of programme performance finance against budget in collaboration with Regional Head and grantors / grantees.
  • Ensure all grants / donations received are properly accounted as per accounting standards and disbursement are done accurately according to budget and grant agreement.
  • Ensure timely submission of certified financial reports to Donors, Funding Agencies, and Corporates (CSR Fund) for the designated projects.
D.Statutory, Legal, and other compliances
  • Handling statutory and internal audit for the organisation and ensure finalisation of Annual accounts and Income tax filling.
  • Ensure filing of statutory returns on time i.e Income Tax, PF, TDS, ROC, FCRA and other statutory returns as per law and regulations in India
  • Ensuring separate books of accounts maintained for Foreign Contribution Regulation Act (FCRA) purpose.
  • FCRA registration, renewal, reporting, and update FC on web domain.
  • Handling and preparing income tax assessment documents and submission to the same to Income tax authority.
E.Key relationships
  • Maintain good professional relationship with bankers, Auditors, lawyers, designated Company Secretary, and another professional adviser.
  • Represent RAF Global with guidance from senior management with FCRA, IT, PT, Registrar of Companies, and other relevant organisations as and when applicable.
  • Maintain regular liaison with the donors for financial perspective.
  • Work closely with the COO, Regional Head, Programme Managers, Area Managers etc. as part of a mutually supportive team. Advise the likely financial consequences of all proposed courses of action.
EDUCATION AND PROFESSIONAL QUALIFICATIONS:
  • Masters’s Degree in Accounting, Finance or MBA Finance. CA will be preferred.
  • 10+ years’ financial management experience in a not-for-profit company or trust
  • 5+ years’ experience in a team leadership role
  • Proficiency with Microsoft Office applications including Excel, Word, PowerPoint
  • Proficiency with Tally software
  • Excellent verbal and business correspondence skills
