These positions are located in the United Nations Peacekeeping Operations, Special Political Missions, Service Centers and Offices as applicable. The Transport Officer usually reports to a Transport Officer P4 or Chief of Unit.
Responsibilities
Within delegated authority, the Transport Officer will carry out the following duties:
Note: Depending on the size of the Mission, the duties and responsibilities of the Transport Officer may apply to entire Mission area of operation or be limited to a specific geographic area (or sector) within the Mission.
Fleet Management / Surface Transport Duties
• Manages the provision of the vehicle fleet and surface transport support within a field mission, which includes the United Nations Owned Equipment (UNOE), Contingent Owned Equipment (COE), and commercial Transportation Services.
• Participates in the development and implementation of the Vehicle Establishment Program in accordance with the decisions of the Mission’s Vehicle Establishment Committee and the
current Department of Peace Operations/ Department of Operational Support policies and guidelines on the acquisition, receipt, distribution, maintenance, utilization and disposal of the surface transport vehicle fleet.
• Participates in the development and implementation of the mission Vehicle Acquisition Plan, the Mission Vehicle Maintenance Plan and the Mission Vehicle Recovery Plan in order to ensure that a field mission’s vehicle fleet is optimized to meet operational requirements.
• Participates in the development and implementation of the Road Safety Programs for a field mission.
• Oversees the implementation of the driving Test Program in a field mission and monitors that UN driving permits are issued to relevant mission staff in order to ensure that all vehicle users have minimum driving skills and understand host country road rules and regulations.
• Develops and implements a cost-effective plan for the provision and resupply of surface transport capabilities in a field mission, determining the appropriate means of transport, which may include outsourcing of certain activities and services.
• Monitors inventory control and supervises the physical annual checks of vehicles and surface transport equipment, including spare parts, to ensure accuracy of the inventory holdings.
• Develops and implements standard operating procedures for surface transport operations in a field mission.
• Determines technical specifications for goods and services, reviews responses to solicitations and conducts technical evaluations to ensure that submitted proposals or bids meet technical requirements.
• Coordinates the requisition process with relevant acquisition management and procurement entities within the Mission.
• Oversees relevant contracts for the provision of goods and services and evaluates vendors’ performances, in coordination with the contracts management unit and/or the procurement Section.
• Ensures that UN vehicles are used in accordance with the UN regulations and rules, policies and guidance.
• Ensures that vehicles usage data are correctly recorded and ensures the accuracy and validity of equipment data recorded in the management information systems.
• Participates in collaboration with insurance specialists, in resolving problems related to insurance policies for vehicle fleet and surface transport equipment.
• Ensures the compliance with the UN policies on the workplace safety and environmental protection.
• Liaises with the UN agencies, non-government organizations, intergovernmental agencies and suppliers for the provision of surface transport support.
Vehicle Fleet Inventory and Asset Management Duties
• Monitors distribution of non-expandable transport assets.
• Ensures physical inventory of non-expandable transport assets is conducted in accordance with the established procedures and deadlines.
• Manages Vehicle Fleet demand planning processes.
• Ensures that records are maintained for non-expandable transport assets, including records in relevant databases (including Umoja ERP system).
• Prepares fleet and asset management-related KPIs and BI reports. .
• Coordinates the Mission Vehicle Establishment Committee (VEC) meetings.
• Implements the Vehicle Replacement and rotation Policy.
• Ensures that vehicle write-off cases are processed in accordance with the established procedures and deadlines.
• Provides technical expertise on Contingent Owned Equipment (COE) and safety inspections.
• Provides inputs for statistical reports on transport fleet utilization and composition.
• Ensures the constant availability of vehicles for temporary assignment in support of one- off and emergency tasks as directed by a Chief of Unit/ Section, Transport.
• Ensures that monthly Trip tickets and Fleet Management and Vehicle Tracking System (FMVTS) statistics of the mission vehicle fleet are processed in accordance with the established procedures and guidelines.
• Ensures sufficient stock of light and heavy vehicle spare parts and issues required items to workshop mechanics and motor transport officers.
• Monitors ERP (Umoja) transactions , prepares financial and budget summaries, writes reports and submits them to a Transport Officer or a Chief Transport Officer in accordance with the established procedures and deadlines.
• Determines generic technical specifications, estimates quantity (number of units), drafts proposals for requisition for spare parts, tools and equipment in accordance with the UN procurement procedures.
Transport Dispatch Duties
• Ensures that routine transportation requirements are identified within the area of responsibility.
• Analyses transportation requests and supervises route planning.
• Establishes service timetables and driver rosters.
• Prepares and disseminate information regarding transport services and transport facilities available to customers.
• Ensures maximum utilization and effective use of vehicle fleet and driver resources.
• Ensures the provision of regular shuttle bus services along established routes.
• Ensures the provision of adhoc transportation services to meet all requirements including staff and equipment movement for operation duty purposes.
• Ensures that the mechanical conditions of all vehicles are verified and daily maintenance of shuttle buses are performed.
• Monitors the periodic maintenance and repair of the vehicles to ensure the reliability of the transportation service.
• Ensures that files and documentation related to assigned duties are maintained, and prepare reports for supervisor.
• Monitors monthly mileage and fuel consumption reports for UN-owned vehicles.
• Ensures that the database to monitor the mission personnel in possession of UN driving permits is maintained and accurate.
Maintenance Workshop Duties
• Supervises the maintenance and repair of UN-owned vehicles in accordance with the vehicle manufactures' standards for automotive electrical systems, including Fleet Management and Vehicle Tracking System (FMVTS), air conditioning system, suspension system, braking system (including ABS system) and body work and painting.
• Supervises the diagnostic and fault finding, quality control assurance, road testing and vehicle recovery.
• Analyses reasons for technical faults and prepares relevant reports.
Develop reports to document workshop performance, vehicle warranties, vendor support and other workshop related activities.
• Ensure that Fleet Management and Vehicle Tracking System (FMVTS) is functional, accurate and up to date.
• Liaises with manufacturer representatives for after sales warranty and technical fault claims.
• Identify requirements for spare parts, hand tools and workshop floor equipment.
General Duties
• Participates in the development of Transport Unit's/ Sections Staffing Table.
• Coordinates the individual work plans for subordinates staff members.
• Manages the allocation and rotation of appropriate work assignments.
• Supervises the personnel and evaluates staff performance.
• Supervises the preparation of performance reports and responses to internal and external audit observations.
• Participates in development of the Transport Unit's/ Sections annual budget proposals.
• Ensures that quality control/ quality assurance procedures are implemented and that plans and work processes comply with the established regulatory framework.
• Participates in various field mission administrative bodies such as the Local Committee on Contracts, the Vehicle Establishment Committee, the Tender Opening Committee, the Local Property Survey Board, the Advisory Committee on Road Safety, and the Board of Inquiry, as appropriate.
• Develop and implement Transport Units/ Sections training plan; Coordinate with UNHQ on training course, workshops and other related training activities.
• Perform other related duties as required.

High school diploma or equivalent is required.
Job - Specific Qualification
A valid driving license is required.
Technical or vocational certification in mechanical engineering, transportation or related field is desirable.
At least ten (10) years of progressively responsible experience in motor vehicle transport operations management, general maintenance of fleet or related field is required. The minimum years of relevant experience are reduced to 5 years for candidates who possess a first level University degree.
A minimum of three (3) years of supervisory experience in a position directly related to the coordination and management of ground transportation operations in the international environment is desirable.
Experience in international operations in a post conflict environment is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
