Background
JSI R&T India Foundation (JSI Foundation) is a not for profit company, registered in 2014 under Section 8 of the Companies Act 2013. The mission of the JSI Foundation is to improve the health and well-being of vulnerable communities through innovative, evidence informed and replicable strategies in partnership with government, private sector and civil society.
Affiliated to JSI India, we work closely with the Ministry of Health and Family Welfare, Ministry of Women and Child Development, as well as state counterparts, Niti Aayog, leading CSR companies, international donors and UN organizations. We implement innovative, context specific and comprehensive Public Health programs in India, particularly in the areas of reproductive, maternal, newborn and child health (RMNCH), family planning (FP), immunization, HIV/AIDS, tuberculosis, non-communicable diseases, nutrition, supply chain management, monitoring & evaluation and health system strengthening. The JSI Foundation is implementing comprehensive health and nutrition projects funded by the Global Fund and Nayara Energy.
Project Overview:
JSI R&T India Foundation is supporting the implementation of the Supply Chain Management Strengthening (SCMS) Project for HIV/AIDS and TB drugs, which aims to strengthen the technical capacity of the National AIDS Control Organization (NACO), Central TB Division (CTD), State AIDS Control Societies (SACS) and State TB Cells (STC) to design, manage and monitor supply chains for improved access and availability of high-quality ARVs, TB drugs, diagnostics and other commodities across India. The Project is led by Plan International (India), the Principal Recipient (PR) for the HIV and TB Supply Chain grant under the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for India to support NACO’s response to AIDS epidemic and Central TB Division (CTD) towards TB elimination. JSI R&T India Foundation as SubRecipient (SR) is mandated to provide technical assistance for improvement of the supply chains of ARV, TB drugs, diagnostics and other commodities under NACP and NTEP at regional and state level. The project also leverages the private sector for the distribution of ARV, TB drugs, diagnostics and other commodities to ensure the availability and accessibility of drugs and commodities of both the programs across their facilities.
Job Summary
Capacity Development Consultant will be working closely with the national team of Plan India and JSI Foundation and be responsible for supporting in the roll out of Training of Trainer Program and documentation of training activities for strengthening supply chain capacity of the NACP and NTEP. While trainings are an important mode of knowledge and skills/competency enhancement, the Capacity
Development Consultant is expected to work closely with the project team to implement innovative and holistic capacity development approaches, document outputs and change in knowledge, skills and competencies across a large cadre of Supply Chain staff at state, district and sub- district levels.
Responsibilities:
The Capacity Development Consultant will provide domain expertise on capacity building related actions for the SCMS project. The Capacity Development Consultant will work in close coordination with the Deputy Project Director, Sr. Project Manager, and Sr. Supply Chain Manager of SCMS project and will be responsible for the following major activities:
- Organize multiple rounds of training of trainers (TOTs) program at the regional level on the newly developed SOPs under the NTEP.
- Support in development of training materials and coordinate logistic preparations for the TOT program.
- Develop a plan and calendar for cascade of trainings through the trained pool of trainers (Supply Chain Champions).
- Undertake documentation of training programs and prepare a consolidated training report, identifying key learnings and best practices.
- Facilitate a mechanism for cross-learning between different supply chain officials between NACP and NTEP.
- Ensure the monitoring and evaluation and learning (MEL) for NACP and NTEP program and provide all key indicators related to the capacity building of staff at national, regional and state level
- Participate in the review meetings with Plan India team and share the update on the capacity building.
- Any other tasks assigned by activity manager and Principal Recipient
The ideal candidate for the position will have the following qualification, skills and competencies:
- Master’s Degree in Sociology/Social Work Rural Management/Public Health/Health Management/Health Systems Administration. Any degree/diploma in Supply Chain Management will be an advantage.
- Around 3- 5 years’ experience of working in the Development Sector under donor funded programs at national/state level, particularly in public health, preferably in the area of TB/HIV/Supply Chain Management.
- Demonstrated experience of conducting needs assessment, development of comprehensive capacity development plans for a diverse group of stakeholders, planning, organizing, facilitation of sessions, evaluating and documenting training programs and other capacity building initiatives.
- Highly skilled in writing reports, technical documents, training manuals and development of training- learning materials.
