Job Description

1.Background of the project

The International Rescue Committee (IRC) leading international non-governmental organization (NGO) in enhancing women's protection and social and economic empowerment in Afghanistan and globally. The IRC helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover and gain control of their future. The IRC's multi-disciplinary global and in-country technical teams bring decades of expertise in fostering equitable partnerships for women's protection and empowerment. The IRC has an exceptional capacity to build the technical and organizational capacity of civil society organizations to deliver services in multiple sectors including healthcare, economic growth, education, women's protection and empowerment, and research and learning. The IRC is committed to the partners to build their capacity in all sectors, so now IRC is hiring a Monitoring, Evaluation, Accountability, and Learning (MEAL) consultant to strengthen the capacity of its Partners on Monitoring, evaluation, accountability, and learning systems/processes/policies.

2.Scope of work

IRC is seeking a dynamic and experienced MEAL professional consultant who will deliver proper training to address all the gaps in the Monitoring, Evaluation, Accountability, and Learning system of the partners. This should include a survey/pretest to assess the partners’ staff skills and knowledge to provide them with the required training to enhance their capacity.

3.Deliverables:

The consultant shall provide the IRC Afghanistan with the following deliverables:

3.1Assessment of the Partners: conduct an assessment to identify the gaps.

3.2Develop need-based training packages: this should be based on the assessment findings and partners' needs.

3.3Conduct training sessions: the training should be in a participatory manner.

3.4Provision of training handouts: at the end of the training session and training handouts should be shared with all participants.

3.5Final report of the training: at the end of the training a final report will be needed in English.

3.6The training may include, but are not limited to the following:

  • Design logic models that later become the foundations of MEAL in projects. These tools include the Theory of Change, Results Frameworks, and Logical Frameworks (log frames).
  • Plan for MEAL using practical tools that include Performance Management Plans, Indicator Performance Tracking Tables, Summary Evaluation Tables, etc.
  • Collect MEAL data by using well-designed qualitative and quantitative data collection tools, appropriate sampling methods, and recommended data management practices.
  • Analyze MEAL data by using quantitative (descriptive and inferential) statistics and qualitative methods to analyze, interpret and visualize MEAL data.
  • Use MEAL data to inform project decisions, communicate with stakeholders and practice adaptive management.

3.7Final report in the English language including the lessons learned and recommendations.


Qualifications

4.Requirements:

The consultant should have the following background:

  • At least 5 years of experience with an international organization in project Monitoring, Evaluation, Accountability and Learning preferably in Emergency, Economic Recovery and Development (Business startup, Agriculture and livestock) programming.
  • Previous experience in conducting MEAL training for other organizations in Afghanistan.
  • Strong analytical skills and ability to clearly explain and present to the training participants.
  • Experience, knowledge and clear understanding of the Afghanistan context.
  • High-level English, Dari and Pashto language proficiency (speaking, reading, writing) are required.
