The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political Missions, Agencies, Funds and Programmes of the UN system worldwide.



The Telecommunications Officer will work in the UNGSC team in Brindisi, Italy and report to the Chief of the Service and Information Security Management Section. The position is included in the Digital Security and Assurance Unit (DSAU) of the Service for Geospatial, Information Technology and Telecommunication (SGITT) of the Global Service Centre.

The Telecommunications Officer wil manage the Digital Security and Assurance unit and ensure that substantive work programs and programmed activities are carried out in a timely fashion. They will develop strategies and oversee the design and implementation of major information security service delivery initiatives; manages/oversees multiple, concurrent, and often disparate tasks for projects; lead activities related to ISO 27001 certification. The incumbent will also lead and direct a team of digital security and assurance personnel; they may oversee activities for a discrete work section or equivalent; plan and allocate work assignments; coach, mentor, and evaluate staff; participate in recruitment and selection of new staff and in the development of training programs.

Amongst other responsabilities, the  Telecommunications Officer will Identify the need for new systems and services (or modifications to existing systems and services) or respond to requests from customers, develop the Units' budgets, manage procurements, as well as  managing information assets with respect to deployment, usage and redeployment. Additionally, they will be in charge of providing emergency communications capabilities in support of staff security, including providing a focal point for inter-agency emergency field security communications liaison.

Essential Criteria to Apply

Education: Advanced university degree (Master's degree or equivalent) in telecommunications engineering, information systems, or related field is required. A first-level university degree in combination with additional 2 years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:

  • A minimum of 7 years of progressively responsible experience in telecommunications, information systems, or related area is required. Of the above 7 years of experience, at least four years of management experience is required.
  • Experience in managing information security systems is required.
  • Experience in carrying out administrative functions of a Unit/Section, which would include preparation of budget/cost estimates, reporting on budget/program performance, procurement of goods and services along with contract management, and the recruitment of staff, is desirable.
  • Experience in managing and coordinating ISO 27001 ISMS certification audits is desirable.

    Four (4) years working in a UN field operation – or similar multi-lateral or non-governmental organization – in a conflict or post-conflict setting is desirable

Languages: French and English are the working languages of the UN Secretariat. For this job opening, fluency in English (both oral and written) is required.

Position Specific Skills:

  • CISSP (Certified Information Systems Security Professional) certification is desirable.
  • ITIL 4.0 Managing Professional certification is desirable.
