EUROCONTROL is an intergovernmental organisation with 41 Member and 2 Comprehensive Agreement States. We are committed to building, together with our partners, a Single European Sky that will deliver the air traffic management (ATM) performance required for the twenty-first century and beyond.
Over 1,950 highly qualified professionals spread over four European countries work at EUROCONTROL, deploying their expertise to address ATM challenges. Our expertise is unrivalled, covering both operational and technical elements, advising on both civil and military aspects of ATM, and bringing all actors together to achieve common goals.
To achieve our business goals, we’re organised into a number of entities which are described below.
Network Management Directorate (NMD)
The EUROCONTROL Network Manager keeps the network operating as smoothly and efficiently as possible, working closely to support industry actors by providing services, functions, deliverables and training. NMD delivers ATM performance for the pan-European network in the areas of safety, capacity, environment/flight efficiency and cost-effectiveness.
NMD's main activities are: network communication, navigation and surveillance, network operations management, network strategy & development, network technical systems, performance forecasts & relations, and air traffic management training.
Directorate European Civil-Military Aviation (DECMA)
DECMA strategically positions the Agency within the European aviation landscape, contributes to European R&D, manages high-level relations with European & global partners including military-military & civil-military coordination, and supports States, with the overall objective of contributing to the achievement of SES objectives.
DECMA's Aviation Cooperation and Strategies division drives the Agency’s aviation strategies, leads Master Plan and architecture activities, manages high-level relations with European & global aviation partners, supports pan-European stakeholders, and tackles emerging business areas (digitalisation, cyber, drones, etc.).
DECMA's Research to Deployment division manages all Agency research & deployment activities in coordination with other Directorates. Its R&D work is mainly organised through SESAR, covering as well participation in H2020 projects, and engagement in international research coordination and consultation groups. RTD also manages and develops the Agency’s simulation environment.
DECMA's Civil-Military Coordination division is responsible for all matters related to ensuring appropriate military-military and civil-military ATM/CNS/SEC coordination and cooperation.
Maastricht Upper Area Control Centre (MUAC)
MUAC is an international non-profit air navigation service provider, operated by EUROCONTROL on behalf of four States – Belgium, Germany, Luxembourg and the Netherlands.
MUAC provides safe, cost-effective air traffic services in the upper airspace above 24,500 feet of Benelux and north-west Germany, controlling some 1.8 million flights per year in some of the world's most dense and complex airspace.
To manage this busy and complex airspace, MUAC is organised on a multinational, cross-border basis. It is a working example of how European cooperation, both at a civil and military level, can result in safety, capacity and efficiency benefits for all.
Directorate Central Route Charges Office, Finance and central IT (DCFI)
CFI serves States and ANSPs through its Central Route Charges Office and internally provides financial management including business planning and risk, and corporate information technology.
CFI's Central Route Charge Office delivers high quality pan-European route charges services as well as other navigation charge services on request, meeting the needs of States, ANSPs and airspace users by delivering quality, cost-effective services.
CFI’s Agency Finance Services establishes and maintains the corporate processes that ensure the Agency has the appropriate financial resources to undertake its tasks and functions including business planning and risk management.
CFI’s Central Information & Communication Technology Service manages the lifecycle of shared Agency IT services regarding infrastructure, office automation and corporate applications.
Human Resources and Services (HRS)
HRS partners the business to meet the Agency's HR, finance, planning and logistical needs, as well as supporting staff and pensioners on operational HR and finance matters.
HRS's activities comprise: staff planning & talent management, compensation & benefits, health & wellbeing, HR business partnering, corporate security, facilities & logistics and prevention & protection at work.
Office of the Director General (DG)
The DG Office comprises the DG's Private Office and a number of key strategic corporate/institutional functions: such as communications, internal audit, legal, language services and the secretariat.
