Summary of the Terms of Reference

HIAS Kenya is seeking a consultant(s) to conduct the baseline study/evaluation for a 3-year program dubbed ‘Enhancing protection and resilience for vulnerable refugees, including LGBTQI+ persons, and the host community in Nairobi’ supported by the Bureau of Population, Refugees, and Migration (BPRM).

About the Project

With funding from the Bureau of Population, Refugees, and Migration (BPRM), HIAS is implementing the program titled, ‘Enhancing protection and resilience for vulnerable refugees, including LGBTQI+ persons, and the host community in Nairobi’ and will be implemented over a three-year period (September 2023-September 2026). The program’s goal is to enhance the protection, resilience, and self-reliance of vulnerable refugees, including LGBTQI+ persons, and the host community in Nairobi. The project aims to achieve the following objectives:

Objective 1: Livelihoods – To enhance the economic inclusion and self-reliance of vulnerable refugees, including LGBTQI+ persons through holistic market-based livelihood interventions.

Objective 2: Protection – To enhance the protection and resilience of vulnerable refugees, including LGBTQI+ persons, through community-based comprehensive assistance and the strengthening of existing protection system

OBJECTIVES & DELIVERABLES:

The baseline survey is expected to:

    1. To set benchmarks for major project indicators which can be used as a point of reference for project performance evaluation.
    2. Assess the socio-economic situation of refugees who will benefit from PRM livelihoods programming. The baseline survey should identify Refugees and Asylum seekers’:
  • Strengths including education skills, knowledge, and work experience
  • Wealth (income, savings, expenditures basket)
  • Source of incomes (employment, auto-employment, remittances)
  • Type of employment (formal / informal markets)
  • Access to services (finance, health, education)
  • Household coping strategies
    1. To assess the capacity of Community-Based Organizations (CBOs) refuge-led organizations (RLOs), women-led organizations (WLOs), charitable children's institutions (CCIs), faith-based organizations (FBOs), community justice centers, and the Nyumba Kumi Initiative (community policing structure) to provide services geared towards enhancing protection and inclusion for vulnerable refugees, including LGBTQI+ persons.
    2. Assess community perceptions and experiences among women and girls in relation to GBV, including their feelings of whether risks of GBV are decreasing, whether they feel safe and levels of confidence in reporting cases and demanding rights
    3. Capture attitudes and behaviors among women, girls, men, and boys in the community on the underlying gender norms that perpetuate GBV.
    4. Determine the current GBV response practice and awareness of power holders and decision makers (men and boys, religious leaders, community leaders in the community.
    5. To establish the most suitable mechanisms for Accountability to Affected Populations including Feedback, Complaints and Response Mechanisms for vulnerable refugees, including LGBTQI+ persons, and the host community in Nairobi’

The survey is expected to collect information to serve the following key indicators:

  • # & % of individuals participating in livelihood and economic empowerment activities
  • % of program participants who joined group savings and loans associations who self-report increased household savings by end of program period as compared to the preprogram baseline assessment. (Capture Household savings at baseline)
  • Percentage of individuals (working age) who are employed
  • Percentage of Court Users Committees members who refer clients with protection violations to receive appropriate assistance
  • Percentage of community members who know where to access available gender-based violence services
  • . Percentage of individuals who experience an increase in well-being after participating in MHPSS interventions (Impact)
  • Number of children at heightened risk who are supported by a Best Interests Procedure (Output)
  • Percentage of individuals who report an improved sense of safety and well-being at the end of the program (Outcome)
  • Number of men who report increased knowledge on gender transformative practices

SCOPE OF BASELINE STUDY

The geographical scope of the study will be within Nairobi City County; Kayole, Kasarani Kawangware, Ongata Rongai Kitengela and Eastleigh, and surrounding areas. The design and implementation of the baseline survey will ensure ethical considerations are put in place, e.g., principles of gender equality, inclusion and non-discrimination are considered and acted upon throughout, and that the meaningful participation of the most vulnerable groups and other key stakeholders is promoted in the design and implementation of the baseline.

METHODOLOGY OF THE STUDY

The baseline study methodologies will include:

  1. Secondary documentation: Desk review of project documents, and other studies.
  2. Quantitative approaches to collecting data, including survey data collection as required to provide information on the baseline status of selected indicators.
  3. Qualitative approaches, such as focus group discussions, and key informant interviews, observation as needed.

The baseline data collection is to be consistent with SPHERE[1] standards through its emphasis on a rights-based and participatory approach in conducting monitoring and evaluation; the baseline survey will be organized in a participatory way, including HIAS staff, refugee community leaders, and project beneficiaries.

EXPECTED OUTPUTS AND DELIVERABLES

The expected key outputs and deliverables are:

  1. Inception Report: This report will present the detailed methodology, literature review, data collection tools/instruments, and a data analysis plan. The inception report will be discussed with the HIAS baseline study team for any input.
  2. Draft report for stakeholder review—clearly identifying information relevant to the two objectives of the project framework; as well as data gaps and areas that may require further assessment.
  3. Raw and cleaned final dataset(s) containing all data collected for the baseline, including survey responses and KII/FGD transcriptions.
  4. Final Report (incorporating inputs from the review): The main body of the report should be a maximum of 40 pages in length, excluding the Table of Content, tables, and annexes).
  5. The findings will be presented in a validation meeting with key HIAS staff and stakeholders.

MANAGEMENT OF THE EVALUATION

HIAS MEAL team will be responsible for the overall coordination of all the evaluation tasks with the consultant to ensure timely and quality outputs. In addition, the Program Managers, Program Director, Regional technical advisors, and Country Director will provide all the necessary technical and operational support required throughout the evaluation process.

HIAS will provide:

  • Relevant documentation and background information.
  • Contacts of relevant stakeholders.
  • Consolidated feedback/guidance on draft reports.
  • Access to HIAS KOBO for the consultant to code the tools

QUALIFICATIONS & REQUIREMENTS:

HIAS is looking for a consultant/team with the following skills and qualifications.

  • The team leader should possess a postgraduate degree in research-oriented social science or a related discipline.
  • Demonstrable expertise and a good understanding of refugee operations especially in Kenya, refugee protection risks, and relevant international /regional refugee frameworks
  • Experience in qualitative & quantitative research methods including participatory approaches data analysis, and reporting with a focus on social research and evaluation, preferably in the region.
  • Experience in designing and managing baseline surveys, delivering agreed outputs on time and

on budget.

  • Excellent and demonstrated understanding of ethical issues in research
  • Experience in developing data collection tools using KOBO
  • Excellent verbal and written communication in English is required.

    • Demonstrated previous experience in similar assignments and qualifications outlined in this ToR (with submission of the most recent report of a similar assignment)
    • Proposed data management plan (collection, processing, and analysis).
  • Team composition and level of effort of each proposed team member (include CVs of each team member).
  • A financial proposal with a detailed breakdown of costs for the study quoted in Kenya
