OBJECTIVES OF THE PROGRAMME

The mission of WHO's Emergency Preparedness and Response (EPR) Cluster is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The EPR Cluster is responsible for ensuring that emergency-affected populations have access to timely and effective health services. This includes ensuring a strong emergency management system (based on incident management), effective and inclusive coordination mechanisms, joint assessments and planning by partners, implementation of operations and services according to agreed standards, and strong logistics and operational support. The expansion and strengthening of operational partnerships is a key priority.

DESCRIPTION OF DUTIES

Under the direct supervision of the Regional Emergency Director in AFRO, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:1. Coordinate the technical work of the EPR Cluster in AFRO in close collaboration with WHO Headquarters, taking into account the available regional priorities and global technical standards (e.g. Sphere), best practices, protocols and guidelines (e.g. IASC).2. Coordinate development of regional health emergencies policy documents, strategies, frameworks and guidelines; participate in forums to adopt/adapt and disseminate the key regional technical documents. 3. Contribute to strategic planning, capacity-building, training and exercises to strengthen operational capacities of Member States, WHO and partners, and ensuring adherence to interagency policies.4. Maintain strong technical collaboration with global partners and Regional Economic Communities, the African Union Commission and Africa CDC for joint synergistic activities in supporting Member States; develop communication channels with key partners including donors, for regular information sharing.5. Contribute to monitoring progress and effectiveness of EPR technical activities in close collaboration with relevant clusters; undertake the necessary emergency hub and country-level support missions; contribute to briefings for senior staff and to the development of communications products; and capture lessons learned and promote their integration into broader WHO policy and practice.6. Contribute to resource mobilization efforts to support emergency preparedness and response through various mechanisms including interactions with donors; preparing and submitting proposals for funding; promoting the African Public Health Emergency Fund; etc.7. Act for the RED on policy, strategic and technical matters related to strengthening the capacities of countries to prepare for health emergencies, to rapidly detect and respond to health emergencies and to prevent epidemics and pandemics, while ensuring they are operationally ready to assess and manage all-hazards risks and vulnerabilities to ensure health security and to contribute to attaining UHC and SDGs in the African Region8. Act for the RED on potential collaboration and integrated programmes with other clusters, HQ and partners in order to expand and scale-up delivery of EPR programmes at national and regional levels.9. Act for the RED on development and implementation of the EPR cluster workplan and ensure delivery of its major outputs.10. Contribute to the conceptionalization and implementation of EPR integrated approaches in countries, ensuring sound technical support for planning, programming, implementation, and monitoring & evaluation. 11. Periodically monitor the trends in emergency preparedness, health emergency information and risk assessment, and emergency response and publish findings in peer-reviewed journals.12. May act as Regional Emergency Director in absence of the incumbent. 13. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: --> Advanced degree in medicine with postgraduate degree in public health or epidemiology or in a related field from a recognized institution.
Desirable: --> Postgraduate training in disaster risk management or field epidemiology or specialized training related to infectious or tropical diseases. --> Training or degree on global health diplomacy.--> Specialized training in emergency/humanitarian response. --> Training in leadership or management.

Experience

Essential: A minimum of 15 years' experience at national and international levels in public health in the field of emergency operations in response to epidemic events, outbreaks and other public health emergencies combined with leadership and managerial experience, with at least five years' experience in coordinating large-scale public health projects in developing countries, with knowledge of inter-agency mechanisms in the area of international preparedness for and response to health emergencies.
Desirable: --> Experience in WHO and/or the UN System in the areas of outbreak response and/or humanitarian interventions; field experience in public health programmes or emergency response programmes in developing countries. --> Relevant work experiences in WHO or UN agencies or International NGOs or a Health Cluster member organization including the development of global strategies, guidelines and tools for emergency actions.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 106,023 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4577 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
