Background

SoCha intends to submit a proposal for the USAID/Vietnam follow-on to the Learning and Knowledge Management (Learns) activity in the Republic of Vietnam. The purpose of the activity is to enable data-driven decision-making and evidence-based collaborating, learning, and adapting within and amongst USAID/Vietnam and its partners to improve program management and development impact in Vietnam. As development programs continue to adapt to the rapidly changing and dynamic operating environment in Vietnam, USAID/Vietnam requires access to up-to-date and on-demand contextual information, systems, and processes to coordinate timely programmatic responses, and qualitative and quantitative context data to advance the goal and development objectives of its 2020-2025 Country Development Cooperation Strategy. As information sources and data points continue to grow, the Mission also requires comprehensive knowledge capture, retention, transfer, and management practices to support evidence-based decision-making and efficiently and effectively facilitate M&E and CLA approaches within USAID/Vietnam and amongst implementing partners. Additionally, the Mission requires performance improvement services for its strategic partners and an approach that fundamentally ensures responsiveness to program participant feedback regarding USAID’s assistance.

SoCha is seeking a full-time, qualified individual to fill the role of Human Resources (HR) Manager. The HR Manager will be full-time and based in Hanoi. This role is for a proposal position and is contingent on award and funding.

Scope of Work

This position is responsible for all Human Resources matters in the project office as well as assisting by providing administration and operations support. They will report to the Finance and Administration Manager (FAM) and interface regularly with SoCha’s home office. Responsibilities will include:

  • Manage all aspects of national staff recruitment—advertising, reviewing and short-listing applications, scheduling and participating in interviews, checking references, gathering all necessary documents, and ensuring they are accurate and complete, and preparing and presenting offers.
  • Responsible for all administrative matters in the project office.
  • Ensure that all recruitment documentation is complete and saved in the appropriate system folders.
  • Prepare independent consultant/employment agreements and amendments, collect complete and accurate supporting documentation, monitor level of effort, and maintain and distribute monthly STTA tracker.
  • Manage staff on-boarding to ensure set-up of necessary equipment, systems, and other needs are in place upon LTTA and STTA start dates and oversee the orientation of newly hired LTTA staff.
  • Ensure that all staff adhere to SoCha timekeeping and leave policies, and monitor staff leave balances.
  • In consultation with the Global HR Manager, update the project Personnel Manual as required, ensuring it is in accordance with SoCha and USAID policies and regulations, and Vietnamese labor law.
  • Oversee all aspects of national and regional personnel performance and professional development tasks—goal setting, regular evaluation, and end-of-year assessments.
  • Contribute to procurement of health insurance, ensure that all staff are enrolled in project insurance policies and serve as point of contact for any ongoing communication with providers.
  • Manage all immigration needs of expat LTTA and STTA staff.
  • Communicate and enforce procedures for the operation and maintenance of the office, where required.
  • Manage the office petty cash for all ongoing services and costs (e.g. rent, utilities, supplies, maintenance, telephone). Ensure the record system is adhered to in order to track usage and meet accounting requirements.

Minimum Qualifications and Experience

  • Bachelor’s degree in human resource management, business administration, management or other relevant field. Master’s degree preferred.
  • A minimum of five (5) years relevant working experience managing human resources on donor-funded projects.
  • A minimum of three (3) years relevant working experience managing administrative, operational, and/or procurement tasks on donor-funded projects.
  • Demonstrated in-depth knowledge of relevant local labor laws and HR policies.
  • Proven ability to work closely with a variety of project stakeholders including local senior and support staff, USAID personnel, home office staff, consultants, vendors, and subcontractors to support administrative and operational needs.
  • USAID experience and basic knowledge of FAR and AIDAR is highly desirable.
  • Excellent computer (MS Office Suite of products) and organizational skills
  • Proven ability to independently plan and execute complex tasks while addressing daily management demands.
  • Proficient in both English and Vietnamese.
