General Minimum Requirements

Please note that this post is part of an OSCE extra-budgetary project which currently has an end date of 31 December 2024 and further extension is subject to the availability of funding. 

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure 

 

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are: 

  • First-level university degree in education, instructional design and delivery, performance qualification, law enforcement or other related field;
  • Proven experience in adult education or in the design, development, management and implementation of education courses for staff development;
  • Demonstrable ability to write and edit curricula and course delivery materials;
  • Excellent presentation and communications skills;
  • Sound computer skills to include Microsoft Office components.

 

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

  • First-level university degree in education, instructional design and delivery, performance qualification, law enforcement or other related field

 

Experience:

  • At least six years’ work experience with the OSCE or a similar national/ international institution on border security and management, learning management, instructional design and delivery

 

Mission Specific Requirements

Additionally, this particular post has specific requirements:



Mandatory:

  • Demonstrated strong knowledge of the OSCE Border Security and Management Concept;
  • Demonstrated track record to coordinate or prepare logical, coherent, and consistent educational programs in security related issues, including budgets and procurement plans;
  • Good knowledge of the historical, political, economic, social and cultural background of the OSCE area;
  • Capacity to work in a multi-sector team including coordinating all elements of project success;
  •  Ability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders, organisations, and technical experts from multiple sectors in order to meet the needs and desires of the pS and PfC;
  • Flexibility and ability to work under pressure and with limited time frames;
  • Professional fluency in English language, both verbal and written is required;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

 

Desirable:

  • Working experience in the OSCE regions or knowledge of the political, social and cultural trends of at least one of the regions;
  • Prior experience in security sector operations, programs, and/or educations;
  • Working knowledge of Russian language.

 

Tasks and Responsibilities

Under the direct supervision of the Head, Border Management Staff College (BMSC) and general advisory guidance of the Academic Advisory Board and the Border Security and Management Unit of the Transnational Threats Department of the OSCE Secretariat, the successful candidate will be tasked with the following duties:

1. Ensuring delivery of high-quality educational programs, as outlined in the project document and in line with current best practices for educational delivery, and through the curriculum and delivery development and practice of assigned staff and recognized temporary expertise and lecturers;

2. Serving as senior curriculum developer for all curricula development and periodic curricula review for all relevant BMSC offerings;

3. Co-ordinating, planning, designing, and facilitating all academic programs of the Border Management Staff College, including:

  • Administering the selection and admission process of students to the courses;
  • Identifying instructors and temporary consultants for the delivery of the course sessions, including communications with OSCE Secretariat, BMSC Academic Advisory Board and other partner organizations/institutions;
  • Co-ordinating the preparation of orientation packages for students;
  • Serving as Academic Adviser for course work as necessary;
  • Serving as a member of the defense panels related to the course work of the Executive Leadership course;
  • Overseeing the preparation of orientation packages for students;
  • Overseeing course evaluations, learning assessments, as well as other quality control and performance measurement activities for both students and course delivery;
  • Co-ordinating the update and delivery of e-learning modules and classroom studies;

4. Overseeing planning, organizing and conducting courses and activities;

5. Supervising the planning, organizing and conduct of webinar and other remote delivery activities;

6. Editing the BMSC catalogue of events, announcements and other promotional materials, to be published in June of each year for the next calendar year;

7. Providing all reporting necessary to the BMSC National Project Officer in order to ensure timely and accurate reporting per the rules and regulations of the OSCE and the needs and requirements of donors;

8. May be serving as Deputy of the Director, BMSC in her/his absence when/if directed;

9. Serving as an ex-officio member of the BMSC Academic Advisory Board;

10. Attending international conferences and programmes to represent the Border Management Staff College of the OSCE, to present papers on areas of expertise fostered by the programmes of the College, and to generally represent the OSCE and the College as a part of the international networks of education on border security and management;

11. Directly supervising the National Project Officer in the performance of their duties and serving as a second level supervisor for three additional staff;

12. Performing other duties as assigned by the Head, BMSC;
