Following approval of its Strategic Framework 2030 in 2019, the OPEC Fund for International Development has embarked on a journey to become a premier Multilateral Development Bank (MDB) that is larger, financially sustainable for the long term, responsive and relevant to the needs of partner countries, an excellent steward of resources, and a strong contributor to the achievement of the Sustainable Development Goals. From an HR point of view, it also is crucial for the OPEC Fund to remain an employer of choice. In this respect, the OPEC Fund recognizes the important, if not central, role that Diversity, Equity and Inclusion plays in achieving the objectives set by the Strategic Framework 2030.

This also represents an opportunity for the OPEC Fund to boost its corporate social responsibility as an employer of choice in a view of supporting our target to improve our financial rating.

Scope of services

In our ongoing efforts to further the embedding of DEI in the Organization a consultant is sought to evaluate the current DEI landscape in Human Resources Management and review the DEI Strategy, Implementation Plan and to suggest an external communication plan that shows the OPEC Fund’s commitment to achieve these objectives.

The scope of the requested services is as follows:  

  1.  Conduct a thorough assessment of the existing HR policies, practices, measures and culture with regards to DEI
  2. Review relevant data, including relevant demographics, survey results and feedback 
  3. Engage with stakeholders through interviews, focus groups or surveys to gather necessary insights and perspectives
  4. Develop a comprehensive DEI strategy that includes specific goals, objectives and most relevant, impactful, and actionable initiatives and help the OPEC Fund to get recognized externally for these actions
  5. Create a detailed budget and implementation plan outlining timelines, responsibilities, risks, mitigation measures and KPIs, including recommendations for monitoring and evaluating the progress of DEI initiatives.

In delivering on the aforementioned objectives, the consultant will consider:

  1. The unique mandate of the OPEC Fund, having thorough consideration for the Mission, Values and long-term goals to ensure the DEI strategy aligns with the organization’s overall objectives, as guided by the Strategic Framework 2030
  2. The diverse and multicultural composition of the employees, and cultural nuances and sensitivities
  3. Communication and engagement strategies to ensure that diverse perspectives are gathered from across the OPEC Fund’s Employees
  4.  The Regulatory Framework of the OPEC Fund and its special status as an international organization in Vienna
  5. Tailoring the strategy and implementation plan to ensure that it is fit for purpose and meets OPEC Fund’s individual needs
  6. Best practices of peer MDBs (AAA/AA+ and/or similar sized, such as ADB, IADB, WBG,IFC, AfDB, EBRD, IsDB, CAF, CABEI, NDB, NIB, BSTDB, IFAD, AIIB, and CDB).
  7.  The OPEC Fund’s status as financially rated MDB

Deliverables 

The vendor will develop a DEI strategy and implementation plan in line with the scope and objectives described in Section 2. In presenting the deliverables, the Vendor shall include:

  1. A benchmarking report of the DEI strategies, policies and resources of peer MDBs (AAA/AA+ and/or  similar sized, such as ADB, IADB, WBG,IFC, AfDB, EBRD, IsDB, CAF, CABEI, NDB, NIB, BSTDB, IFAD, AIIB, CDB.
  2. An analysis report of the current status of DEI in the OPEC Fund
  3. A comprehensive DEI strategy paper with detailed implications on existing HR policies and procedures
  4. A detailed implementation plan with clear, certifiable milestones and budget.
  5. Engagement with the management on the findings and proposals.

Qualifications and Experience

  • Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences, or a related field, from an accredited academic institution, with at least 7 years of relevant professional experience.
  • Previous work experience with international organizations in a DEI advisory role, preferably in multi-lateral development banks/international financial institutions (MDBs/IFIs), such as ADB, IADB, WBG, IFC, AfDB, EBRD, IsDB, CAF, CABEI, NDB, NIB, BSTDB, IFAD, AIIB, and CDB.
  • Demonstrated professional experience of having undertaken substantive DEI work (people management/organizational culture) such as the development and implementation of DEI initiatives, programmes, and tools. Strong coordination experience and drafting skills in the in the development of HR business reports, policy and proposals.

 

The Proposal, as well as all related correspondence exchanged by the Consultants and OPEC Fund, shall be written in English.

 

The estimated duration of the project is three (3) months. However, the estimated workdays to conclude the deliverables are approximately 40 days
