Org. Setting and Reporting
The Air Navigation Bureau (ANB) in ICAO is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. The Air Navigation Bureau provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material. The Bureau also manages the Universal Safety Oversight Audit Programme (USOAP) and Continuous Monitoring Approach (CMA) that monitors all States on a continuous basis. Monitoring, Analysis and Coordination (MAC) is responsible for the evolution and execution of the USOAP CMA. This programme monitors Member States using primarily a web-based platform – the ‘online framework’ (OLF) to determine States’ effective implementation of safety oversight systems, validate their progress in addressing identified deficiencies, and assessing the maturity of their State Safety Programmes (SSP). The programme also reports on audit findings and on their impact to aviator safety arising through different means, including its triennial report. MAC is responsible for partnerships relevant to ANB, leads the analytic functions of the Bureau and information sharing with partners. MAC oversees the planning, development and coordination of implementation support activities, including regional cooperation, for safety and air navigation to better support the ICAO implementation strategies and results. Aviation Safety (SAF), working in conjunction with Regional Offices and aviation stakeholders, promotes the implementation of ICAO policies, decisions, SARPs and GASP. The Division focuses on the achievement of the key ICAO priorities for Continuous Safety Improvements and the achievement of key results such as: Improved Aviation Safety: Enhanced capabilities of States to manage risks associated with aviation activities to manage performance and Strengthened Regulatory Capacity: Enhanced capabilities of States, in particular those with low levels of effective implementation of global standards to fulfil their mandates. The Regional Safety Cooperation Unit (RSCU) located in the Office of the Deputy Director, MAC in the Air Navigation Bureau (ANB) is responsible for the RSOO, RAIO Assessment Programme (RRAP), the Regional Safety Oversight Organizations Cooperative Platform (RSOO-CP), Regional Accident and Incident Investigation Organizations Platform (RAIO-CP). All of these activities are in support of the regional safety oversight organizations (RSOOs), regional accident investigation organizations (RAIOs) and other regional based State mechanisms. The incumbent reports to the Deputy Director, Monitoring, Analysis and Coordination (MAC). S/he is in charge of planning, direction and coordination of the work associated with the RRAP Programme, RSOO-CP and RAIO-CP. S/he serves as the ICAO subject matter expert on regional cooperation and supervises all staff and is responsible for her/his actions and decisions as well as for the quality of the services delivered by all staff members of the Unit. The work is accomplished in collaboration with Section Chiefs, Unit Heads and Technical Officers in the Air Navigation Bureau as well as the Air Transport Bureau (ATB), the Capacity Development and Implementation Bureau (CDI) and Regional Offices.
Responsibilities
Function 1 (incl. Expected results) Leads and oversees the activities of specialized ICAO Study groups and other expert groups, achieving results such as: • Lead/contribute to/facilitate the harmonized and timely development of work programmes for the RSOO and RAIO Cooperative Platform. • Lead/ supervise and manage documentation, such as working papers, presentations, and briefs for the Study Group and its working groups. • Oversee the Draft expert groups meeting technical reports. • Provide guidance on actions arising from the discussion of papers and recommendations, decisions or outcomes reached during expert group meetings. • Ensure that draft proposals for the development of manuals and other guidance material for quality are consistent with ICAO policies and provisions. • Establish, and maintain current, an interface between the ANC and the expert group; report group activities to the ANC. Function 2 (incl. Expected results) Leads and manages, in coordination with ANB Sections/Units and Regional Offices, the Organization’s work programmes and activities related to regional cooperation in safety oversight, and accident and incident investigation, achieving results such as: • Ensure that ICAO’s policy in regional cooperation is appropriate for the evolving risks and trends that States face in their safety oversight obligations. • Manage the planning and delivery of the RRAP Programme to the different organizations participating in RRAP assessments. • Align projects and activities with Assembly and Council decisions, ICAO policies and strategies and available resources. • Coordinate and align as much as practical, RRAP related activities with the ICAO Universal Safety Oversight Audit Programme and Regional Offices work plans. • Liaise with Chiefs/Heads and Technical Officers of ANB Sections/Units, and expert groups in the Air Navigation and Air Transport Bureaus and Regional Offices to ensure the consistency of SARPs, PANS, and guidance material with regional cooperation activities. Function 3 (incl. Expected results) Plans, directs and manages the work of the Unit, achieving results such as: • Collect and refine clear problem statements originating from various sources. • Identify objectives to be achieved to address the problem statements and support the goals and priorities in the ICAO Global Plans. • Define work programme deliverables and activities to achieve the objectives. • Put in place key performance indicators to measure and monitor the impact of the work programme deliverables and activities. • Plan, develop and launch the Unit’s work programme deliverables and activities in a timely manner and ensure they are synchronized with ICAO’s other work. • Identify and manage relationships with all stakeholders to ensure work programme deliverables and activities are well received. • Identify, acquire and manage the resources (financial and human) required to achieve the RSCU deliverables. Function 4 (incl. Expected results) Leads and manages ICAO’s training and awareness assistance to regional organizations in support of the technical assistance on safety oversight efforts of the Organization, in accordance with the ICAO Civil Aviation Training Policy and in collaboration and coordination with the ICAO Global Aviation Training Section (GAT), achieving results such as: • Ensure that educational activities delivered to States and Regional Oversight and Accident and Incident Investigation organizations are developed in coordination with the GAT and RSCU, and take into account the needs of ICAO Member States and RSOOs and RAIOs. • Plan and deliver specific technical training sessions, internal or external as needed, to prepare RRAP Assessors in their specific field of expertise. • Build awareness and implementation support on regional cooperation through the organization, development, and management of global and regional workshops/symposia. • Represent ICAO on regional cooperation-related matters at seminars, workshops and meetings. Education
• A first-level university degree in Aeronautical/Aerospace Engineering, Human Performance, Accident Investigation, Aviation Management or Safety Management or in a related field is required. A technical qualification in aviation such as a Commercial Pilot License (CPL), or Air Traffic Controller (ATCO) complemented by continuing education in safety management may be accepted in lieu of the first-level university degree. • Successful completion of ICAO USOAP CMA and ICAO Safety Management computer-based training is desirable.

Work Experience
• A minimum of ten (10) years of experience in roles of increasing responsibility in an aviation-related capacity, in a government, international, or industry institution is required. • Experience working in senior management position in a Civil Aviation Administration is required. • Experience with the establishment of Regional Safety Oversight Organizations or Regional Accident and Incident Organizations is required. • Experience working with high-level government and diplomatic officials in a Government regulatory authority, including regional arrangement among national governments is required. • Experience in the planning, preparation and conduct of international meetings is required. • Experience in the management of projects at national, regional, or international levels is desirable. • Experience as an ICAO USOAP Auditor is desirable.
Languages
Fluent reading, writing and speaking abilities in English is required. A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish) is desirable.
