Overview of Role:

CHAI is seeking to hire a new Case Management Associate, Malaria & NTDs. Your responsibilities will involve scaling up interventions to effectively reduce the disease burden in Angola. The successful candidate will be responsible for a wide variety of tasks, from performing quantitative and qualitative analyses, designing evidence-based strategic plans, and providing dedicated day-to-day operational support to ensure execution of effective, high-impact programs. The Associate will be expected to develop and maintain strong relationships with CHAI teams supporting the malaria program as well as relevant government, technical, and implementing partners. They will also be expected to identify areas of engagement relating to improvements in different malaria control interventions, and be able to initiate work plans to address issues rapidly and with limited guidance.

Within the context described above, the Associate will give specific focus to the technical assistance CHAI is providing to the NMCP’s case management interventions. This ranges from developing and reviewing case management guidelines and SOPs, to supporting malaria case management trainings and developing national strategies for mitigating antimalarial resistance.

The candidate must have excellent analytical, problem-solving, organizational, communication, and project management skills as well as adept cultural sensitivity and emotional intelligence. The position will be based in Luanda with frequent travel to provinces in Angola and occasional international travel.

• Provide technical assistance to the national malaria program to refine technical support in all malaria control interventions, with a specific focus on case management.
• Work with CHAI colleagues and governments to evaluate strategies, identify and prioritize resource gaps, and develop new funding proposals for the country.
• Support case management/commodity access goals’ implementation directed at central and subnational capacity for the implementation of high-quality malaria case management strategies, built on data-driven decision-making, standardized processes and effective tools.
• Support expansion of access and effectiveness of community case management networks through targeted and context specific strategies.
• Execute strategies, plans and tools for the integration of case management and supply chain information into malaria surveillance systems.
• Support antimalarial resistance mitigation workstream, by assessing the status of artemisinin resistance in Angola, compiling and analysing in country potential drivers of resistance (based on WHO guidance) identifying and evaluating gaps that may be drivers of resistance, and drafting a strategy to mitigate antimalarial resistance.
• Assess strengths and weaknesses of national institutions and mechanism that regulate and distribute antimalarial drugs, monitor and promote compliance to treatment guidelines, and implement.
• Monitor program activities against project objectives and donor commitments, identify bottlenecks or operational weaknesses, and work collaboratively with country and global CHAI teams to achieve exceptional results within tight timeframes.
• Identify new opportunities within and outside of the initial project scope, anticipate risks and be proactive in responding to them.
• Support the development of programmatic reports for government and donor reporting, as well as concept notes or other external communication products.
• Perform any other duties as requested by management.

• Professional-level Portuguese and English fluency with excellent written and oral communication skills in both languages
• Bachelor’s degree, preferably in medical science or public health and a minimum of 2 years of relevant work experience
• High levels of proficiency in MS Office suite, particularly Excel and PowerPoint
• Ability to work independently and to manage own portfolio, balancing multiple tasks simultaneously
• Exceptional problem-solving, analytical, and quantitative skills
• Skills in making persuasive presentations and written reports
• Possess the ability to think strategically while maintaining strong organizational skills and a detail-oriented approach
• Possess the ability to handle multiple tasks simultaneously, set priorities, and work independently

• Willingness to travel frequently (30-50% of time), including potential trips to rural areas

Advantages:

• Advanced degree in related field
• Prior working knowledge of malaria / infectious disease control, specifically malaria case management and antimalarial resistance
• Experience working in resource-limited settings, particularly in Angola
• Fluency in at least one relevant local language
