OBJECTIVES OF THE PROGRAMME

To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State's health and development agendas and harmonized with the United Nations country teams. DESCRIPTION OF DUTIES

1- Support the development of a country specific communication plan including corporate communications materials which will support projects implementation and ensure that project communication objectives (e.g., awareness raising) are reflected in all interventions.

2- Draft content (e.g. media releases, web stories, social media posts) for, and regularly update/monitor the WCO's Communications Channels and Platforms (i.e. media, web, social media, etc.) in accordance with WHO global and regional corporate guidelines and standards.

3- Contribute to the production of advocacy materials and communications products including but not limited to audio-visual and printed materials, multimedia presentations, media releases, etc. for the implementation of awareness campaigns and events on specific topics.

4- Draft regular newsletter, internal talking points, web and feature stories/messages, and updates where appropriate to support the WHO Country Office's projects, showing human face of WHO, including profiles of WHO staff and health care professionals.

5- Review and evaluate the technical qualifications of external service providers (such as designers, photo/videographers, media/creative agencies, etc.) for outsourcing communications projects, and establish a roster of relevant individuals/agencies in the fields of multimedia production, graphic design, event management, etc.

6- Maintain and update a database of photos and multimedia content for WCO, in various health fields including but not limited to health subjects covering affected populations, health situation, and WHO health response on the ground.

7- Support capacity building approaches and activities for improved communications skills, content planning, design and production at the country level, including coaching and assisting staff on design and branding best practices for their dissemination of public health information.

8- Collaborate with all relevant counterparts within the health cluster, regional and field offices, other WHO departments, UN agencies, and other partners to identify and create communication opportunities and prepare communication campaigns on specific topics in Health.

9- Prepare communication and advocacy products and statements to be used in identifying opportunities and risks for resource mobilization in Tunisia.

10- Ensure effective utilization of communication products to inform donors and other partners about both Health Sector and WHO's strategies and work in Tunisa.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in communication, journalism, social sciences, international relations from an accredited/recognized institute
Desirable: Master's degree in a related subject. Courses in communication techniques such as graphic design, visual language and the use of social media.

Experience

Essential: At least two years' relevant experience in communication and/or advocacy. Proven experience in writing advocacy documents and in the production of communication materials and products.
Desirable: Experience supporting humanitarian emergency or health outbreak response and recovery activities. Prior working experience with WHO/UN or with an international nongovernmental organization. Experience in organizing advocacy campaigns.

Skills

Ability to write well in English. Arabic and French and produce engaging communication materials. Proven skills in the development and implementation of communication/media products and tactics. Excellent interpersonal skills complemented by the ability to conceptualize ideas and advocate consensus. Excellent presentation skills Demonstrated ability to work under pressure to achieve multiple deadlines. Ability to "think out of the box" and to make innovative proposals to extend communication reach. Knowledge or understanding of WHO mandate and goals in the emergency incident management context. Knowledge of public health sector and issues. Demonstrated ability to work within an emergency context at the country level.

REMUNERATION

Remuneration comprises an annual base salary starting at TND 84,265 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
