Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

The Digital Transformation Department (DTD) has the dual role of providing cost-effective data and digital solutions (“digital solutions") to enable the Secretariat and its geographically distributed staff and offices to function effectively and efficiently, as well as supporting the Digital Transformation of the National Societies to use data and digital solutions for their own work.

The Digital Transformation Department is led by the Digital Transformation Director. Based on a recent organisational change process, four Unit Managers serve as key members of the global DTD management team, along with the CISO and Regional IT managers, under the leadership of the DT department’s Director.   Together, they implement the IFRC Digital Transformation Strategy that serves the IFRC’s business needs, and lead the process on further strategy development. Subject to final implementation planning of this change process, the four Units will consist of a Digital product development and management unit, an Enterprise Architecture, Strategy & Planning Unit, Data management Unit and Service Delivery and Support Unit.

The Geneva based DIT department is led by the Director, DIT. The Service Delivery and Support Unit Manager (in Budapest) is key member of the global IT department management team, contributing to the development and implementation of an IT strategy that best serves the IFRC’s business needs. The Data Analyst (Power BI Expert) is based in Budapest specialized in Microsoft Power BI focused data reporting solutions. The position holder reports to the Team Lead & Middleware Architect, Business & IT Applications Support Team in Budapest.

Job Purpose

The Data Analyst (Power BI Expert) is expected to be an advocate of innovative reporting services and within that concept also provided technical knowledge sharing to the business users regarding new solutions provided by the Business & IT Application Support Team. Take part in specifications, planning, development, and testing in new report / dashboard / information creation processes. Periodically review license and resource usages.

Job Duties and Responsibilities

General duties

  • Create Data Warehouse / Data Lake / Synapse based reports for projects and business users based on request
  • Design and implement advanced visualization applications and automated dashboards in Power BI that provide actionable information for the business users
  • Define, maintain, and enforce the latest visualization best practices regarding report development at global IFRC
  • Participate in projects and transformation programs and provide high quality deliverables
  • Review usage of Power BI Pro user licenses and Premium capacities periodically and recommend steps to be taken when necessary
  • Follow IFRC’s data protection policies in all cases
  • Document releases and changes with relevant information to allow continuous improvement within the support team and the end user satisfaction level.

Operations support:

  • Ensure the smooth operations (administration, patching, monitoring and optimization) of the ITD Power BI reporting solution within primary responsibility and IFRC quality standards.
  • Be proactive on problem management by proposing long term resolutions to significantly reduce reoccurring incidents.
  • Support the Power BI reporting environments within the ITIL framework during incidents, configuration, problems, troubleshooting and resolution phases.
  • Report on changes and events within the scope of support activities which could have and operational impact on the service availability.
  • Provide valuable recommendations to the application support team leader to allow fast incident resolution.
  • Guarantee production systems availability while ensuring resolution time commitment (OLA/SLA) and high-quality support services to the end users’ community.
  • Install, implement, manage, and maintain the ITD Power BI reporting environments availability across the IFRC Federation systems distributed across 5 regions.
  • Make proposal for new tools or methods to improve solutions, applications and tasks undertaken by the application support team.
  • Manage technologies to support information privacy, confidentiality, security, integrity, and availability requirements.
  • Follow and apply industry standards and best practices; implement external compliance requirements to ensure proper operations and standardization of operational environment.
  • Act as knowledge backup to other areas of expertise within the applications support team
  • Ensure a good collaboration with all the IT support team involved in operational support activities and more generally within the ITD.
  • Provide technical expertise across reporting, data management and all reporting related to ERP and connected application portfolio
  • Ensure all changes are planned, tested, and follow the IT department change management procedures.
  • Report on changes and events within the scope of support activities which could have and operational impact on the service availability.
  • Review and ensure privileged access only granted to those with an approved role. Work closely with the security officer to ensure policies and compliance standards are followed as well as respond to internal/external audits.
  • Analyse assigned specifications; code, test and implement solutions for the application integration.
  • Create, maintain, and improve the knowledge base and knowledge documentation managed through the Service Management Tool.

User Support and Documentation

  • Identify and update documentation to maintain efficient operational level, anticipate documents needs and regularly update operational documentation.
  • Document incidents, problems, changes with relevant information to allow continuous improvement within the support team and the end user satisfaction level.
  • Provide periodic reports upon request on Power BI performances, capacity, and availability to the direct level of reporting or the IT Service Manager on charge of the support units in Budapest.
  • Record and Treat operational information (general and specific) accurately and confidentially.

External Relation

  • Maintain regular contact with service providers as required ensuring high level quality work service delivery and proper documentation
  • Maintain contacts within IFRC and other external support teams involved during the request resolution process.

 Project contribution

  • Work closely with the ERP Global Excellence Project Team and Enterprise Architect to deliver successful projects by implementing the ERP-Power BI platforms.
  • Support business initiatives where Power BI as standard platform is the appropriate tool to deliver the project
  • Suggest and contribute to all projects, where reporting is a key deliverable, to optimize the data location and structure in line with Power BI requirements

Duties applicable to all staff

Education

Required:

  • Bachelor’s degree in a quantitative discipline (Economic Informatics, Statistics, Computer Science) or equivalent proven experience.
  • ITIL certification or proven track record of ITIL usage in enterprise environment.

Preferred:

  • Microsoft certification of MCSA: BI Reporting or similar.

Experience

Required:

  • Minimum 3 years of experience in Data Analyst/Reporting/Visualization/BI area.
  • Hands on experience in leading Data Visualization tools (Power BI advanced level is preferred, Tableau is nice to have).
  • Experience with Microsoft SQL Server 2012+ (T-SQL, creating custom queries, views, etc.).

Preferred:

  • Experience with Azure technologies (Data Lake, Synapse focused).
