The Senior Business Development Manager for Budgeting and Compliance will lead revenue planning and advise on regional divisions’ revenue goals. The Senior Business Development Manager for Budgeting and Compliance will work to align division leadership’s strategy and vision with the day-to-day operations of the business development team. The Senior Business Development Manager for Budgeting and Compliance will supervise the Senior Cost Specialists and oversee the overall operations of the Cost side of the business development team.

This is a hybrid role based in Washington, DC.

Primary Functions & Responsibilities:

Business Development Team Management

  • Regularly works with division leadership as a member of the Business Development management team.
  • Leads the BD overhead and revenue planning process with BD Director by analyzing spending and money earned from previous fiscal year and projecting future rates of return.
  • Contributes to business development planning discussions with regional divisions to support revenue goals by helping divisions assess established and new priorities and how those priorities support overall new business efforts.
  • Advises on PAIRS and NED planning discussions with Front Office and BD Director to allocate funds by providing intel on current country portfolios and existing funding levels.

Cost Team Leadership and Oversight

  • Provides oversight over Cost Team personnel. Directly supervises cost team managers. Supervises Cost Team staff at the Senior Specialist level.
  • Manages the overall cost application volume for the Cost Team.
  • Works closely with the BD Technical Team counterpart to align division leadership’s strategy and vision with the day-to-day operations of the business development team.
    • Reports revenue progress and overhead spending updates to FO and members of the board.
  • Support the design and implementation, where applicable, of CoP-related programming.
  • Builds cost and budget compliance across the Institute by contributing to policy design and roll-out, internal process restructuring, staff education, and ensuring buy-in from senior leadership.
  • Anticipates and troubleshoots compliance problems, offering creative solutions and actively contributes to or leads timely resolution of issues.
  • Responsible for developing curriculum and conducting training for all matters of budgeting and cost for all IRI staff.
  • Will work with Program Services Staff to train field staff and/or subawardees on cost and business development related items, policies, and procedures, and may occasionally travel.

Cost Application Management

  • Oversees cost application process for all IRI business development opportunities, including:
    • Provides final sign-off on cost strategy approach for proposals while ensuring donor compliance.
    • Leads continuous improvement efforts such as new cost development tools, templates, and knowledge management.
    • Review funder solicitation requirements to assess IRI’s ability to take on funds and ensure compliance with those requirements.
    • Review cost applications as needed to ensure completeness against the solicitation and proposed project design.
  • Integrate cost strategy more cohesively into design approaches for proposal development. and technical team. Including working with technical specialists in designing proposals.
  • Collaborates with proposal team and business development staff, providing strategic cost and operation inputs into program design and ensuring approaches are realistic and provide value for money.
  • Ensures subaward alignment with IRI’s technical approach on proposals, including refining scopes of work and links to overall project design, mechanism choice and funding commitments.
  • Provides strategic cost advice related to operational approaches, management structures, complex and rapid startup projects, and establishment of new field offices, in consultation with Finance and Front Office Staff.
  • Leads the cost application development process for key strategic, full & open competition, and non-USG bids on an as-needed basis.
  • In support of capture efforts, establishes, maintains, and develops productive working relationships with relevant external stakeholders.
  • As necessary, travels to country offices or new priority countries to collaborate with country staff on intelligence gathering, partnership development or networking.
  • Networks with business development and cost professionals in peer organizations to enhance partnership development, expand tools and resources, and incorporate industry best practices into IRI processes.

Position Requirements:

  • Bachelor’s Degree or equivalent experience.
  • At least 6-8 years of experience contributing to the design, development, and management of USG-funded projects, international development experience preferred. Past experience leading cost application development.
  • Ability to lead, work independently, and within a team across the organization.
  • Excellent communication (written and verbal) and relationship building skills.
  • Experience working with accounting and ERP systems (including JAMIS, Vena, Cost Point, Cognos, Quicken, QuickBooks, Concur).
  • Working knowledge of applicable federal government circulars 2 CFR 200 (OMB A-110, A-122 and A-133) with at least 3 years of experience applying this knowledge
  • Innovative, creative, enthusiastic approaches to overall work.
  • Ability to be detail-orientated and highly organized.
  • Commitment to accuracy and timeliness.
  • Ability to travel internationally.
  • Prior supervisory experience preferred.

Bachelors or better in Political Science or related field.
