Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 700 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for an Emergency Programme Manager to join the team in Dnipro.  

About the job

The Emergency Manager will be in charge of managing various cash and voucher assistance, shelter, and WASH activities in Dnipropetrovsk and Zaporizhzhia oblasts in eastern Ukraine, with other oblasts covered as needed. Program and team management skills are critical. The position will include the management of about nine national staff.

Your main responsibilities will be:

  • Coordinate, plan, and monitor emergency team activities related to project implementation, including multi-purpose cash assistance, non-food item distribution, and rental assistance.
  • Liaise and coordinate with authorities, national and international organizations to facilitate effective project execution.
  • Ensure the highest quality of sectoral interventions and project coherence in alignment with our overall strategy.
  • Provide leadership in program delivery, reporting, financial oversight, and donor collaboration.
  • Develop project-related operational tools and training modules.
  • Contribute to monthly, quarterly, and annual donor reports.
  • Oversee budget monitoring, financial management, and expenses control in compliance with DRC and donor requirements.
  • Represent DRC and actively participate in sectoral and relevant working groups.
  • Facilitate knowledge sharing across teams and utilize monitoring and evaluation results for program enhancement.
  • Drive the development and growth of relevant programs aligned with DRC objectives and contribute to country-wide strategy development.
  • Monitor and develop accountability initiatives within projects, ensuring the impact of activities is documented.
  • Ensure compliance with internal and external reporting requirements, including procurement processes.
  • Develop tools for capturing lessons learned and best practices to enhance program quality.
  • Recruit and manage project staff, providing regular constructive feedback and support in performance management.
  • Facilitate coordination with relevant actors in the intervention area.

About you

To be successful in this role we expect you to have at least 3 years of experience in a project/ program management role and at least 3 years in people management.

Moreover, we also expect the following:

  • Skills and experience in project/program planning, delivery, monitoring, reporting, review and evaluation
  • Skills in fundraising, budget management and donor reporting/ accountability/ compliance
  • Experience in working in complex emergencies or challenging security settings and within security management frameworks. Calm and diplomatic in nature.
  • Experience in capacity building of staff and local partners
  • Ability to produce timely project proposals and high-quality reports
  • Full professional proficiency in English
  • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems
