ABOUT THE JOB

Responsible for the management, implementation, and representation of DRC programming in Ghazni and Paktika provinces.  S/he will actively normalize administration (HR/Finance), logistics (Procurement, Supply) and program implementation, ensure field teams are prepared to respond to emergencies and concurrently ensure the safety and security of DRC staff and assets. The field manager will assist the area manager in the program coordination and management follow-up of relevant managers in area office, promoting program integration while acting as a conduit and focal point for coordination in Ghazni and Paktika.

Responsibilities:

Program Management and Development

  • Oversee the implementation of DRC programming in Ghazni and Paktika provinces, ensuring that activities are aligned with organizational goals and objectives.
  • Monitor program progress, identify challenges, and develop strategies to address them. Coordinate with relevant managers in the area office to ensure effective program coordination and management follow-up.  
  • Analyses the specific local humanitarian context, needs, gaps and constraints and anticipate forthcoming movements and displacement-related trends, recommending appropriate adjustments to programme activities
  • Encourage a positive, innovative, and mutually supportive team spirit amongst the team
  • Lead the process of adapting DRC national strategy to the local context and circumstances, including the engagement strategy to gradually increase humanitarian access for DRC in the province.
  • Monitor staff performance and conduct to ensure compliance with job requirements and DRC policies and values
  • Be a driving force in terms of implementation, coordination and representing of DRC in the province, in close coordination & direction of area manager.
  • Draft and present to the DRC area office regular analysis on the context and humanitarian situation in area of responsibility to inform future proposal development processes in the provice and wider area.

Support Services

  • Normalize administration processes, including human resources (HR) and finance, to ensure compliance with organizational policies and procedures.
  • Manage HR functions such as recruitment, staff performance evaluation, and capacity building to ensure adherence to DRC guidlines and SOPs.
  • Oversee financial management, including budgeting, financial reporting, and internal controls.
  • Ensure necessary systems in procurement are followed according to DRC Operations Handbook.
  • Ensure HR processes are completed in line with DRC guidlines and SOPs
  • Monitor inventory levels and manage logistics-related risks.

Coordination/Representation

  • Act as the main DRC representative in the area and attend all relevant forums/meetings including active participation in the Humanitarian Regional Team (HRT) with the objective to strengthen DRC’s position in the area;
  • In close coordiantion & guidence of area manager implement and regularly revise a DRC engagement strategy and acceptance in the province;
  • Liaise with government authorities, local communities, and other stakeholders to build and maintain positive relationships.
  • Promote program integration and collaboration with other organizations working in the area.

Accountability

  • Guided by the DRC Programme and operations Handbooks, continuously monitor and suggest relevant accountability initiatives in the field as well as strengthen the effort to document the impact of DRC activities in the province and wider area.

Safety and Security

  • Act as security manager in the area ensuring adherence to security procedures and monitoring developments in the security situation;
  • Actively support the country safety department to develop and regularly update the local security plan for area of responsibility.
  • Be a member of and/or actively support the Crisis Management Team as and if requested.
  • Develop and maintain a security focal persons' network in his/her area of responsibility.

Monitoring and Evaluation

  • Ensure implemented projects are in compliance with DRC monitoring, evaluation and learning minimum operating procedures (MELMOP) and country M&E framework

Team Management and Capacity Building

  • Provide leadership and guidance to field staff, promoting a positive and productive work environment.
  • Support staff development through mentoring, coaching, and training.
  • Foster a culture of teamwork, learning and knowledge sharing within the team.

Reporting and Documentation

  • Ensure accurate and timely reporting on program activities, achievements, and challenges.
  • Compile and submit regular reports to the area manager and other relevant stakeholders.
  • Maintain proper documentation of program-related information, including financial and programmatic records.

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies: 

  • Minimum 5 years relevant professional work experience.
  • At least two years’ experience in at least one sector, Emergency, protection, or economic recovery.
  • At least 3 years in project management in both development and crisis areas.
  • At least 3 years in representation and networking
  • Demonstrable experience in managing staff safety and programme security in insecure environments.
  • Strong proven experience in managing logistics, procurement, administrative and financial functions.

Education/qualifications:

  • Degree in management or related field
  • Program management and implementation related courses.

Languages:

  • Excellent spoken and written English
  • Fluency in in both Dari and Pashto

Key Deliverables:

  • Timely program deliverance in accordance with approved provincial plans and budgets.
  • Complete finance, HR and administration authorized documents in accordance with program and operations handbooks.
  • Continued acceptance and reputation of DRC programming in the area by communities, government and other stakeholders.
  • Ensuring compliance in MOSS, MELMOP and OH self-compliance check.

  • Government: DORR, DoEc, DoJ, DANDMA, DAIL, PG
  • Agencies: OCHA, UNHCR, UNICEF, IOM, NGOs,
  • Area manager, Area Program Manager, Support Services team leader, Safety team leader.

  • Contract length: to 31st of December 2024 with the possibility of Extension.
