Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with national and international commitments, UN Women works on the levels of policies and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.

As a part of its Governance & Participation in Public Life (G&PPL) portfolio, UN Women Georgia Country Office is implementing a second phase of the “Good Governance for Gender Equality in Georgia” (GG4GEG II) project. The GG4GEG II builds on the lessons learned and results achieved within the framework of its 1st phase of implementation in 2019-2023 and aims to ensure that governance systems are gender-sensitive and enable gender equality in Georgia. In order to contribute to this transformative change, inter alia, UN Women supports the Government of Georgia in ensuring that public service and its human resource management policies and practices integrate gender equality and promote women’s meaningful participation in decision-making and leadership at national and local levels. In line with these efforts, UN Women plans to support the Civil Service Bureau (CSB) – the primary government agency responsible for coordinating public employment policies in developing Guidelines on Gender Responsive Employment Policies in Public Service.  This initiative aligns with the 2023–2024 Public Administration Reform (PAR) Action Plan adopted by the Government of Georgia in 2023 and CSB’s internal 2022–2024 Gender Equality Action Plan, adopted with the support of UN Women in 2022.

In line with these efforts, UN Women recruited two (2) National Consultant/s with the two-fold goal – a) to develop Guidelines on Gender Responsive Employment Policies in Public Service and b) to conduct capacity development trainings for human resources professionals in public service on gender-responsive employment policies. The Guidelines shall be developed in line with the internationally established standards and best practices and shall be heavily informed by the Diversity, Equity, and Inclusion Manual developed with the support of UN Women for signatory companies of the Women's Empowerment Principles in the private sector in partnership with Association of HR Professionals in Georgia (HRPA). The Guidelines shall be further informed by the Gender Impact Assessment of the Law of Georgia on Public Service conducted by UN Women and CSB in partnership with ISET-PI earlier in 2023.

To ensure the delivery of a high-quality product that adheres to international standards and best practices, UN Women intends to hire an international consultant possessing robust expertise in gender-responsive employment policies and practices. The consultant will conduct a peer review of the developed guidelines and provide capacity development training for CSB staff, focusing on gender-responsive employment policies, as well as on mentorship programs and practices for women.

The consultant will be reporting UN Women Governance & Participation in Public Life (G&PPL) Project Analyst and will be supported by the Governance & Participation in Public Life (G&PPL) Program Associate, who will be the point of contact on the contract and payment issues.

Required Skills and Experience

Education and Certification:

• Master’s degree or equivalent in Human Resources, Gender Studies, Law, Public Policy or a related field is required in combination with seven additional years of qualifying experience.

• A first-level university degree in combination with nine additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 7 years of experience in working in the field of human resources and on employment policies
  • At least 7 year of experience in the area of gender equality and women’s empowerment
  • At least 7 year of experience in delivering capacity development trainings
  • Previous experience of working with different stakeholders on policy planning will be a strong asset
  • Excellent analytical skills with a strong drive for results and capacity to work independently.

Languages:

  • Fluency in English is required.
