Functional Responsibilities

*** As this is a Local Position, in order to be eligible, the incumbent should be a national of Tanzania or have a valid residence permit in the Country. 


The Strategic facilitator will provide high-level technical support to the Vice President’s Office on climate change matters, coordinate NDC Implementation Plan operationalisation with other sectors and ministries, strengthen partnerships with implementing partners and collaborate with the Climate Finance Advisor of the Ministry of Finance. The core role is to facilitate the government’s efforts to address climate change impacts through the implementation of Tanzania's NDC implementation plan to achieve the NDC targets commitments to the Parish Agreement.

The Facilitator will report to the NDC Partnership Country Engagement Specialist and Regional Manager and will work closely with the Vice President’s Office (VPO) as NDC Partnership Focal Point and collaborate with the Ministry of Finance. 

The facilitator will serve as the NDC Partnership’s interface in the country and operate as a liaison between the country and other NDC Partnership members, ensuring the smooth implementation of the Country Engagement Process, working closely with the Support Unit of the NDC Partnership. 


He/she will need to use his/her own laptop. This is a retainer national vacancy / position for twelve 12 months, maximum of 220 working days with possibility of extension depending on performance and on availability of funds.

Key responsibilities and expected deliverables are: 

National NDC implementation impact assessment report produced:

  • Manage and coordinate with national stakeholders and ensure the experts conducting national impact assessment of the status of Tanzania NDC receive full participation and feedback required timely. The facilitator will lead the mobilization of the relevant government and non-governmental representatives from Tanzania Mainland and Zanzibar throughout  the process;

Online NDC Implementation Plan is finalised and operationalised for both Tanzania Mainland and Zanzibar:

  • Coordinate and provide technical expertise to the consultants in the finalisation of the NDC Implementation Plan and development of the narrative summary of the NDC Implementation;

  • Responsible for uploading the plan on the Online Plan Partnership Tool (OPPT) and conduct training sessions of sector representatives.;

A high level national launch of the NDC Implementation is conducted: 

  • With guidance from the Vice President’s Office, organise and facilitate the high-level launch of the NDC Implementation Plan. Both the Tanzania Mainland and Zanzibar Vice President offices and Ministry of finance will preside over the high level launch. 

  • The facilitator will  be responsible to organise both the pre launch sessions and the launch event including producing high level presentations, and policy briefs );


Strengthened coordination mechanisms for NDC implementation and financing in Tanzania mainland and Zanzibar:

  • Support coordination convenings of the Climate Change Technical Group 

  • Support coordination convenings with Development Partners Group for Environment (and climate change)

  • Support VPO and Ministry of Finance to raise  awareness and present on NDCs update, NDC impact assessment, NDC Implementation Plan finalisation and tracking implementation progress

  • Provide guidance to International and Development Partners to align climate projects and programmatic objectives with the NDC Implementation  Plan to mobilize climate finance

  • Work closely with the climate finance advisor to ensure the national NDC priorities are informing national investment flagships and pipelines  within the Ministry of finance and other stakeholders 

  • Support Focal Points to actively participate in NDC processes and reporting and other climate change processes such as UNFCCC.

  • Support UNFCCC Process (Subsidiary Body and Conference of Parties (CoP) Meetings) government preparations including drafting of text on Tanzania position


Updated and aligned online NDC Implementation Plan with the National Monitoring and Evaluation  and MRV systems:

  • Coordinate with key sectors and implementing and development partners to update the NDC Implementation Plan regularly

  • Monitor, assess and report on the status of NDC implementation Plan,  extraction of data from OPPT to inform quarterly reporting and identification of funding gaps for resource mobilisation

  • Contribute to the development of the NDC MRV registry with the relevant agency, ensure the KPIs of the NDC Implementation Plan are aligned with MRV system KPIs,  and work closely  with various ministries and development partners .

  • Produce monthly and quarterly progress reports of the NDC Implementation Plan. Ensure the quarterly reports are approved by the government and shared with stakeholders.

Communication and knowledge products produced:

  • In close collaboration with VPO, First Vice President’s Office (FVPO) and MoFP and the NDC Partnership Knowledge and Learning unit, develop Information, Education, and Communication (IEC) materials such as blogs, news articles, success stories, peer exchanges . 

  • The communications and knowledge products will be on a quarterly and annual basis.



Education/Experience/Language requirements

Education

  • A master’s degree in climate change, natural resource management, environmental policy, international development, public policy, or other relevant field of study.

  • Bachelor degree in related discipline in combination with additional  2 years of relevant work experience may be accepted in lieu of an advanced university degree.

  • Possession of a PhD would be an advantage.


Experience

Required
  • 5 years’ experience and above working in the public sector e.g. with the government of the United Republic of Tanzania as well as other relevant implementing and development partners, private sector and research institutions on climate change.
  • Good understanding of United Republic of Tanzania climate change challenges, environment, policies and strategies and development issues as well as national obligations towards the UNFCCC.
  • Demonstrated ability to liaise and foster cooperation between agencies, including Government, private sector participants, NGOs and other stakeholders. 
Desirable
  • Familiarity with UNFCCC processes including Subsidiary Body and Conference of Parties (CoP) and NDC is an advantage. 
  • Proven experience with program and partner management, negotiations, coordination and ability to foster and grow multi-stakeholder partnerships.
  • Demonstrated successful leadership in the design and execution of projects related to the field of climate change.
  • Excellent communication (Written and Oral) Skills and knowledge of Microsoft suite in particular work, PowerPoint and excel.
  • Strong interpersonal skills and ability to work with minimal supervision.
Language

Proficiency in English and Swahili is required.
