Organizational Setting

Established in 2004, the Food and Agriculture Organization of the United Nations (FAO) Emergency Centre for Transboundary Animal Diseases (ECTAD) plans and delivers animal health assistance to more than 49 countries responding to the threat of high-impact diseases. By helping to avoid national, regional and global disease spread, the work of ECTAD contributes to the protection of people and animals from disease and other health threats. This roster will service ECTAD teams globally serving global, regional, or country level teams.


Reporting Lines

Reporting lines/structures will vary depending on the duty station. At global level, under the policy and technical guidance, as well as the direct supervision of the Senior Animal Health Officer/ECTAD Global Programme Coordinator (NSAH), in line with program management guidance from the Emergency and Rehabilitation Officer/ECTAD Global Programme Grant Manager and Budget Holder (OER), selected hires will report to the ECTAD Monitoring, Evaluation, and Learning (MEL) Global Coordinator. Reporting lines at the regional level will be directed to the ECTAD regional managers, while at the country level, they will report to the ECTAD country team leaders.


Technical Focus

Support the implementation of ECTAD projects/programmes and specifically the Global Health Security Program (GHSP) at global, regional, and country level.


Tasks and responsibilities

• Lead the development/maintenance of MEL plans, performance indicators, results/logical frameworks.
• Develop MEL data gathering tools, surveys, and assessment tools.
• Lead the development of learning agendas for assigned projects and oversee their implementation.
• Conduct periodic M&E information quality assurance and analysis.
• Facilitate MEL consultations among ECTAD teams and implementing partners.
• Support identification of best practices and capturing of lessons learnt.
• Provide MEL backstopping and training to ECTAD Teams to ensure implementation of MEL in line with internal guidelines and requirements.
• Analyse results and effectively communicate them through analytical reports and presentations.
• Support preparation and review of periodic project reports in line with required reporting formats.
• Coordinate partnership with other development partners in promoting and sharing good practices in MEL (Consultants only).
• Undertake any other related duties as assigned upon request.
• Contribute to the elaboration of project proposals/workplans, with a special focus on the results framework, theory of change and MEL.

Minimum Requirements


• University degree in economics, development studies, business administration, public administration, engineering, and other related fields.
• At least 5 years (category B) of relevant experience in programme management, evaluation, or other related fields.
• Working knowledge of English (level C) and limited knowledge (level B) of any other official language of the Organization (Arabic, Chinese, French, Spanish and Russian). For PSA, working knowledge of English;
For French speaking countries working knowledge of French (level C) is required.
For Spanish speaking countries working knowledge of Spanish (level C) is required.
