Program: India Partnership for Early Learning Project

Position Location: Various districts of Jharkhand state

Background:

India Partnership for Early Learning Project is designed to work very closely with state education department to work, influence and advocate on the agenda of Early Childhood and Education and Foundational Learning (grade upto 3). IPEL project adopts a system strengthening approach using technical support model to work with state government. The key technical area includes- Effective Foundational Literacy and Numeracy (FLN) content and materials for teachers and children, Robust and quality capacity building approach It will work towards addressing issues and challenges faced by marginalized boys and girls in the states to ensure every child in the state attend the school and acquire learning.

In this context, there is a requirement to have FLN academic fellows who can strengthen pre-service and in-service work with teachers at District Institute of Education and Training (DIET) and provide support to district and block level school improvement initiatives for the FLN Mission The person is required to have experience in education sector since will be working closely with officials of DIET and District Education Office in Bihar and Jharkhand.

Key Tasks and Responsibilities:

Set up and functionalise District and Block Level Resource Centre :
• Ensure setting-up and operationalization of a Foundational Literacy Numeracy (FLN) resource centre as per the guidelines of the project at district level and block level.
• Refurbish and make FLN resources centres functional in a sustained manner in coordination with DIET
• Ensure adherence to FLN standards and components in all resource centres of the respective district.
• Develop a mechanism for schools so that they start using the resource centre material in their respective schools.

Strengthen Teachers Training Program and ensure integration of FLN practices in the classrooms. :
• Prepare an engagement plan for FLN resource centres and ensure it is implemented at the district and block level. This plan should include, trainings and visits of target schools, and other stakeholders to these district and Block resource centres.
• Engage with DIET, Block Resource Person, and school functionaries to demonstrate FLN approaches is implemented at school level and target schools are developed as a model FLN school.
• Monitor and track the impact of workshops related to FLN in the target district and block. Ensure FLN quality standards are being followed in trainings as per the state protocol.
• Plan and implement district/block level actions i.e., community engagement, teacher training, gurugoshti etc in coordination with DIETs, BRP and schools

Conduct and Anchor coordination & review meeting with District and Block education Department:
• Conduct quarterly meetings with the CRC/BRC/mentors, DEO, DIET staff to review progress of FLN mission in the district.and to
• Liaison with education functionaries to inbuilt resource centres as demonstration site for FLN approaches in schools.
• Build and manage relationship with DIET, and BEOs to enhance ownership towards the program.
• Participate in District Level FLN review and provide strategic support on school level monitoring/mentor of teachers.

Undertake District Level Monitoring Visit and Case studies Collection:
• Undertake fortnightly district and school level visit to understand the progress of work and support the department.
• Identify and document case studies to share as part of the monthly reporting.
• Coordinate and align the work as per the guidance and requirement shared by District Project Management Unit.Any other activities assigned by the organization to fulfil programmatic outcomes and goals.

Workplan:
• Out of 22 working days per month, at least 4 days of travel in each of the district should be planned. This should be visualised as 1 day for meeting DEO/DRG level, 1 day for BEO meeting, 2 days to Block Resource Centres meeting with schools and demonstrating the resource materials. While being at resource centre, the engagement plan prepared must be adhered. Trainings and meetings at Resource centre with each of the stakeholder (teacher, student trainee, education functionaries should be organized in a planned manner.

Location: The person will oversee operation/work in cluster of districts in each state

Qualifications and Experience:

D.El.Ed./D.Ed./B.Ed. or any other relevant degree in social sciences with minimum 3 years’ experience of working with state education department.

Salary: 35000 per month + Travel Allowance

Skills and Competencies:

• Knowledge about school education system and processes.
• Experience in project implementation in coordination with government.
• Understanding about creation of child centric foundational learning environment in schools/classroom/libraries/communities etc.
• Good Communication skills- verbal and written (preferably in Hindi)
• Team player.
• Time management.
