BACKGROUND

This is a local recruitment. Only Cambodian nationals, individuals with resident status in Cambodia, are eligible to apply. The remuneration and benefits package for this position is established with reference to the local labour market and in line with the IUCN conditions of service for Cambodia.
JOB DESCRIPTION
Under the guidance of the Head of Office, the Water and Wetlands Coordinator will manage project activities of the EU-funded project, CEPF small grant portfolio, and BRIDGE-5 activities in Cambodia.

EU-Strengthening CSO Capacity to Scale Up Sustainable Freshwater Fisheries in Cambodia:
It is a consortium project consisting of IUCN, FACT, and CEPA implemented in Tonle Sap Lake and Upper Mekong in Stung Treng province. The project aims to enhance sustainable fisheries management through; 1) Strengthen the capacity of five CSOs by providing technical training, operational assistance, and financial support. This will enhance their ability to effectively support community fisheries (CFi). Implement improved fisheries management measures in 20 community fisheries, including implementation of a CFi management plan, demarcation, and sustainable financing, and monitor the impact through participatory monitoring. 2) Foster collaboration and knowledge sharing on CFi management by organizing regular CFi network meetings. Engage multiple stakeholders in these meetings to facilitate learning, exchange of best practices, and joint decision-making. 3) Conduct research to identify critical policy issues affecting sustainability, and organize dialogues with the government to present and discuss policy findings and recommendations.

CEPF Small Grant:
The Critical Ecosystem Partnership Fund (CEPF) is supporting a second phase of investment in the Indo-Burma region (Vietnam, Lao PDR, Cambodia, Thailand, Myanmar, and parts of southern China). IUCN is playing the role of the Regional Implementation Team - acting as the local representative of CEPF for stakeholders in the region, organizing the grant-making process (soliciting Letters of Inquiry (LoIs), arranging the LoI review process, making funding decisions, and directly managing a portfolio of small grants, monitoring work implemented by grantees, facilitating information exchange and learning between grantees, and organizing training events to build the capacity of grantees in topics such as organizational development, financial management, the role of civil society networks, sustainable natural resources management, and project design/proposal writing.

BRIDGE Project in Cambodia:
The Building River Dialogue and Governance program (BRIDGE) facilitated by IUCN has facilitated information sharing on Integrated Water Resources Management (IWRM) and produced crucial knowledge and case studies to support technical discussions at the regional/basin scale for the cooperative governance of Transboundary Rivers to promote transboundary water governance with special reference to the 3S Rivers Basine (Sekong, Sesan, and Srepok). BRIDGE 5 has consolidated the knowledge and expertise gained in previous phases to mobilize key ongoing negotiation processes where IUCN acts as a dialogue broker to foster multi-scale transboundary agreements and strengthen institutions.

The Cambodia National Coordinator and RPMU will operate under the guidance of the Regional Project Steering Committee (RPSC), with members appointed by the two governments, and with the support of dedicated Finance and Admin Officers.

SPECIFIC DUTIES

• Under the supervision of the HoO, lead the in-country implementation of project activities in close collaboration with the relevant IUCN Asia regional team.
• Manage activity implementation of EU-CSO concerning planning, implementation, monitoring, and reporting. Specific duties are;
o Collaborate with EU-CSO consortium partners including FACT and CEPA to ensure the EU-CSO activities are implemented as planned and comply with IUCN and EU’s requirement
o Monitor, and regularly report on the progress of the project against the annual budget and work plan.
o Provide backstopping to implementing partners on project management and implementation
o Coordinate with the ARO communication team on documentation of the project, including developing case studies or success stories, and other communication materials
o Liaise with donor
• Under the guidance of the CEFP RIT Manager, WWC manages CEPF small grant administration and implementation in Cambodia: Reviewing small grant concept notes and proposals, administering the small grant agreement with NGO partners, providing backstopping to implementing partners, conducting regular field-based monitoring and reporting of the small grant. Specific duties are;
o Maintain ongoing communication and coordination with existing small grantees to ensure the submission of all technical and financial reports and other pending required documents;
o Assist NRG to track grantee technical and financial performance
o Provide technical advice and assistance to grantees about the development of technical reports, including the on-going mentoring of organizations most in need of one-to-one support;
o Guide grantees on the effective implementation of safeguard policies.
o Provide support to CEPF Final Evaluation Mission to Cambodia.
o Conduct regular field visits to the project site, and meet with grantees to monitor grantees’ activities and provide backstopping
• Coordinate Water and Wetlands activities in Cambodia, and assist HoO in partnership development, project development, and fundraising concerning water and wetlands in Cambodia.
• Support the implementation of BRIDGE-V activities in Cambodia by coordinating with relevant partners and actors.
• Liaise with relevant project stakeholders, including central and provincial government departments, research institutes/organizations, local NGOs, and civil society.
• Maintain linkages with other projects and studies relevant to the project and identify opportunities for partnership, technical collaboration, and knowledge exchange with other agencies, organizations, and donors.
• Perform other relevant tasks assigned by HoO
