The insurgency driven conflict in the Lake Chad Basin, including Northeast of Nigeria has been longstanding and has caused undesirable consequences in terms of loss of lives, created multi-tiered intergenerational grievances, destroyed socio-cultural and socio-economic systems, and remains a threat to immediate, medium, and long-term transformation of the affected territories in Nigeria, including Borno, Adamawa and Yobe States. Borno has seen a significantly higher impact and the insurgency there has gone through a variety of phases and is marked by cycles that are connected with several factors.

By September 2021, the insurgency in Northeast of Nigeria had taken an unprecedented turn leading to large number of individuals exiting the conflict and presenting themselves to security authorities, largely in Borno State, but also in neighboring countries. Moreover, sustaining this momentum of exits presents challenges to effective process of handling and treatment of the individuals led by government authorities and ensuring their reintegration into communities amidst an ongoing conflict, an internal displacement situation and significant intergenerational grievances stemming from the longstanding conflict.

As a response to the mass exits, in November 2021, the State Government of Borno, passed a “Policy on Community-Based Reconciliation and Reintegration” premised on the Vision for long term transformation of the State to contribute to peace and stability. This is a multi-pronged process, featuring State and Federal Government cooperation’s (Including with Military and Security Institutions) in receiving, processing, managing the caseload of those in the hands of authorities. The policy presents several mutually reinforcing directions for a State-driven process namely: a) a locally driven political process; b) screening, profiling deradicalization and rehabilitation; c) a community-oriented reintegration process and d) reconciliation, healing and the long-term transformation plan and regional priorities under the Regional Stabilization Strategy for the Lake Chad Basin.

UNDP is supporting the Federal and State Government to make operational these approaches through various channels aligned with implementation of the Regional Stabilization Facility – Nigeria window, which is operating in some of the locations that have been identified for reintegration. Thus, at the same time supporting alignment with the national/international principles and UNDP policy orientations for effective implementation of community-based reconciliation and reintegration. 

From experience to date in the North-East, it is clear that community-based reconciliation and transitional justice processes are important but not sufficient for achieving peace. Besides establishing a minimum level of safety and security in the community, action is required to strengthen individual livelihoods, community social and productive infrastructure and public services before the actual process of reintegration of former NSAG associates can take place. Community consultations across the Northeast of Nigeria conducted by the project partners in 2017 to 2023 confirmed the need for a comprehensive approach that lays the foundations for successful reintegration through a community-driven and state-owned “Disengagement, Disassociation, Reintegration and Reconciliation (DDRR)” process. The Government of Nigeria also recognizes that reintegration must include non-state security providers, such as the Civilian Joint Task Force (CJTF) and other vigilante groups.

To this background, the UNDP seeks to recruit a Community Security & Vigilante Analyst in the Reconciliation and social cohesion unit in the NE Sub-office. Under the overall guidance and supervision of the Program Specialist, the Community Security & Vigilante Analyst works to lead and implement all of UNDP-specific activities relating to community security/vigilante project activities. 

Scope of Work 

Under the direct supervision of the Programme Specialist, the Community Security & Vigilante Analyst carries out all functions and responsibilities related to effective coordination, design and management of all activities relating to community vigilante security in the project. 

S/he liaises with other UN and consortium partners, Reconciliation and social cohesion staff, and relevant government authorities, commanders of CJTF / vigilantes and other community stakeholders to design and implement agreed activities in line with the objectives and intended outputs of the project.


 
Duties and Responsibilities

The Community Security & Vigilante Analyst will perform the following tasks:
  • Responsible for the overall delivery of community security/vigilante activities in an effective and efficient manner, working closely with partners, UNDP CO, Maiduguri Sub-Office, the military, police, other security providers, civilian government institutions, CSOs, academic institutions, and entities, and donors/development partners;
  • Ensure that all activities related to community security/vigilante are prepared in a timely manner and implemented in accordance with stated outcomes and performance indicators including participating in recruitment processes and providing technical support. In addition, prepare annual work plans, and procurement plans in line with the Programme outputs and objectives;
  • Provide guidance and tender technical support to authorities to develop an efficient disarmament and demobilization process and weapons collection/management system for selected CJTF and vigilante groups, in conjunction with wider community safety and security planning and ensure the participation of former CJTF and vigilante group members in community-level restorative justice processes and support their access to reintegration assistance;
  • Conduct and coordinate training on stockpile management and armory security for security agencies and vigilante groups within selected communities including human Rights and SGBV training to non-state security providers (vigilantes) members;
  • Enhance the existing community security/vigilante coordination mechanisms and support the establishment of a UNDP-supported coordination working group including organizing meetings, conferences, etc., and proposing agenda topics, identifying participants, preparation of documents and presentations;
  • Conduct research, synthesize best practices and codify project experiences on the ground in comprehensive knowledge products with lessons learned and step-by-step guidance for replication in addition to preparing reports (including progress reports), thematic papers, concept notes as well as project proposals as part of UNDP CO fundraising activities.

Required Skills and Experience

 
Education:
  • Advanced University Degree (Master’s degree or equivalent) in Law and Development related disciplines, Human Rights, Political Science, Behavioral Science, or other relevant Social Science fields is required. OR 
  • A first level university degree (Bachelor’s Degree) in the related fields with additional 2 years of relevant experience will be given due consideration in lieu of advanced university degree.
Experience:
  • Up to 2 years (with Master’s degree) or minimum 2 years (with Bachelor’s degree) of relevant professional experience in Rule of Law, Access to Justice and Community Security Reform or relevant related field is required;
  • Experience of sector wide approaches to Justice and Rule of Law in crisis contexts including experience working with the main actors is required;
  • Strong experience in conflict sensitive programming;
  • Experience in an international development organization is desired;
  • Previous experience with UNDP or another UN entity engaged in Rule of Law, Security Sector Reform, DDR, etc. is desired;
  • Experience in special development situations in Africa would be an asset, as well as previous experience working in the Lake Chad region;
  • Previous experience in conflict/post conflict contexts preferably with the UN / UNDP would be an advantage;
  • Practical experience in capacity-building, negotiation, facilitation and training skills, leadership development, and strategy development would be an asset;
  • Experience in working in reconciliation and reintegration of voluntary security organizations is desired; 
  • Demonstrated experience and good knowledge of community-based Reintegration VSOs in Northeast Nigeria is desired;
  • Experience in security sector in Northeast Nigeria is desired.

Required Language(s):

  • Fluency in written and spoken English is required. 
  • The ability to communicate effectively in Kanuri, Hausa, or any other local language spoken in the NE region is required.
