OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

ORGANIZATIONAL CONTEXT

Under the direct supervision of the Health Cluster Coordinator, under the overall guidance of WHE leadership and the Head of WHO Country Office the staff will be working closely with Health Cluster partners. S/he identifies and engages with other staff involved in the cluster approach, to engage on strategy development and implementation pertaining to the WHE program and the health cluster throughout the full cycle of prevention, preparedness, recovery and response. This will involve ongoing contacts with national health authorities, other UN agencies, national and international organizations, civil society and all other stakeholders as well as building relations and cooperation with all relevant non-health actors as identify by the cluster coordinator. Work is regularly discussed with the supervisor, in briefings and de-briefings to ensure alignment with the priorities. Guiding documents for the work include WHO’s Emergency Response Framework; the Sendai Framework for Disaster Risk Reduction 2015-2030; Sustainable Development Goals (SDGs); the International Health Regulations (IHR 2005); Public Health Information Services (PHIS); WHO's e-Manual including Standard Operating Procedures (SOPs)for WHO' work in emergencies; WHO's Staff Rules and Regulations.

DESCRIPTION OF DUTIES

In the context of the WHO Health Emergencies Incident Management System (IMS) and the Cluster Approach, at the country level, the incumbent will support the coordination of the Heath Cluster team during all phases of emergencies in the affected areas, by developing rosters and of participating response agencies in association with the health cluster IMO team and other health partners.
Under the direct supervision of the Health Cluster Coordinator, the incumbent shall perform the following tasks: (1) Liaise with the Health Cluster Coordinator the initiatives to build the Health coordination and response capacity of the national and local government, partners and civil society, including contact lists, Activity Info reporting and monitoring, Governments' contacts etc. (2) Represent the cluster in meetings organized by OCHA, both at national and sub national level, including inter cluster coordination, general coordination meeting and other ad hoc meeting. (3) Support the coordination of and supervision of partners involved in the Health Cluster led projects, (4) Contribute to the drafting and development of all relevant documents including Cluster Bulletins, project proposals, reports, dashboards etc. (5) Support in organizing regularly partner coordination meetings both at national and sub national level and ensure action points are followed up (6) Interact with WHO field officers and support the preparation of situation updates in areas involved with the Emergency Response, (7) Support capacity building activities on strategic and operational planning, monitoring and assessment to ensure effective and efficient program management according to Key Performance Indicators (8) Support monthly review and monitor of the humanitarian health situation, analyze response gaps and make appropriate recommendations to fill the gaps and improve coordination both at national and sub- national levels. (9) Support the design, planning, implementation and reporting of joint health cluster initial and ongoing needs assessments and surveys, as well as follow-on more in-depth health sector assessments, as needed. (10) Assist the Health Cluster Coordinator in the development of the health response strategy in line with the results of the needs assessment exercise. (11) Liaise with national counterparts and the IMO to regularly collect, analyze and document health cluster information from the conflict affected areas. (12) Provide regular updates and briefings to the Health Cluster and partners and WHO team, on the Health status of the affected people, the joint response activities, achievements, challenges and recommendations. (13) Assist in the documentation of best practices, key lessons learned and recommendations for improvement in the response, (14) Perform any other duties as assigned by the supervisor within established cluster guidelines.

REQUIRED QUALIFICATIONS

Education Qualifications

Essential: University degree (Bachelor) in public health, medicine or international relations, social sciences or management or related field, from an accredited/recognized institute.
Desirable: Postgraduate studies (Master and higher) or specialized training in emergency management, international aid or humanitarian principles.

Experience

Essential: At least two years of relevant experience, at national level, in developing and promoting collaborative partnerships in emergency and humanitarian relief operations, including experience in coordinating health programmes in chronic and acute, sudden-onset emergencies.
Desirable: Relevant work experience in WHO, other UN agencies, relevant nongovernmental, health cluster partners or humanitarian organizations.

Skills

Understanding of the overall inter-cluster/sectoral health emergencies response and related national priorities. Demonstrated knowledge of the rapid response operations and their implementation in emergencies as related to public health, complemented by demonstrated ability to identify and manage difficult situations. Knowledge of emergency relief policies and practices within the UN, other UN specialized agencies, donor agencies, national and international NGOs. Knowledge and experience of disaster prevention and preparedness programmes, the health cluster approach and the incident management system.
