Overview of position |
Need Statement: Access to drinking water, sanitation and hygiene is the basic human rights. Unfortunately, Afghans still have a long way to go and get access to this right. Over 31% of the population (MICS 2023). Under 5 child mortality stands at 50/1,000 live birth (NHS 2017). Ministry of Rural Rehabilitation & Development along with its sector partner has put all its efforts to attain the SDGs for WASH by provision of WASH services, coordination, policy development and implementation of the WASH projects. UNICEF as one of the main technical and financial partners for the WASH sector has remained the core partner to MRRD, MoPH MoE and other sector stakeholders. UNICEF has been backing up the Rural Water Supply and Sanitation programme of MRRD to continue service delivery under any circumstances. UNICEF supports MRRD to implement WASH activities in rural Afghanistan. There will be around 100 extenders placed at MRRD (Kabul and provinces) to carry out key WASH interventions. Addressing needs of these staff would require lots of logistical and administrative works. The extender will be responsible to ensure staff travels are booked, transportation is arranged, DSA and other expenditures are paid and recorded properly. The extender will help the team of Ru-WatSIP to collect updated market cost for programming and budget. Also, he will be responsible for daily correspondence between Ru-WatSIP and other departments including outside of the organization. Objective: Provide Administrative and logistical support to UNICEF funded projects of MRRD. Reference to the RWP:

Role objectives |
1.. 2.The order of all documents is executed according to the TOR of duties. 3.Necessary items for the employees of the water supply Department procured. 4.Projects Document and Liquidation to Finance section prepared. 5.DSA form for UNICEF supported project staff on Mission Prepared. 6.Consumables required for office functioning is made available in timely manner with in the agreed budget with UNICEF. 7.Projects documents checked and filed for easy retrieval and reference for future 8.Projects related support provided by UNICEFare used as per the agreed guidelines 9.Prepared all projects financial documents to internal and external auditors. 10.Arranged the forms of M3, M7 government forms and other tasks assigned. 11.Performed any other assignment by the top management of Ru-Watsip and UNICEF zonal office. |

Key competencies |
Required qualifications and experience: ·A bachelor degree in admin, finance, logistics business, BBA and/or another relevant field. ·A minimum of 5 years’ experience in admin, finance, logistics, project management, planning and office management ·Computer skills including MS Office ·Good English speaking and writing skills. ·Skills in finance, admin, office management, logistics and related areas
