EU for Youth 2024-2026 (EU4Youth) is an EU funded project implemented by UNDP and UNICEF in Albania and aims to provide technical assistance to support the pilot implementation of the Youth Guarantee Scheme in Albania. It is a strategic response to the pressing challenges faced by the country's youth, particularly those aged 15-29, in accessing sustainable employment opportunities. EU for Youth aims to harmonize Albania's youth employment policies with European Council recommendations on Youth Guarantee, ensuring universal accessibility for young individuals not in education, employment, or training (NEETs) under 30, policy coherence and coordination – built on diverse partnerships - to “guarantee” a quality offer within four months, on-going monitoring, and effective utilization of both domestic and other financial resources.

The EU for Youth strategically aligns with national strategies, including the National Strategy for Development and European Integration 2022-2030, the National Employment and Skills Strategy 2030, the National Youth Strategy 2022-2029, and others, creating synergies for effective implementation.

“EU for Youth” project (2024-2026) expected impact is to improve the employability of young boys and girls not in employment, education, or training through the implementation of YG scheme in Albania. The three outcomes and eight outputs are cross-communicating, i.e., are designed to ensure internal coherence and maximize collaboration and learning between the measures, that in the end they add value and contribute to the achievement of the expected impact. The project will contribute to the following outcomes:

Outcome 1: Enhanced inter-institutional capacities to effectively implement and govern the Youth Guarantee in Albania. 

Outcome 2: Strengthened local engagement and partnerships that effectively support the integration and retention of vulnerable NEET youth in the labor market through well-monitored and adaptive Youth Guarantee programmes.

Outcome 3: Enhanced capacity and effectiveness of VET systems in producing a skilled workforce prepared to contribute to the green economy, with reduced student drop-out rates and increased engagement with the private sector.
 

Duties and Responsibilities

Under the overall guidance and supervision of the EU4Youth project manager, in close cooperation with the implementing partner UNICEF, national authorities, and the respective institutions, the Local Coordinator in Tirana will facilitate coordination and provide support to local institutions for the establishment and operationalization of Local Partners Networks. The coordinator will also bolster the pilot implementations of the Youth Guarantee programmes. Positioned within the Regional Directorate of the National Agency for Employment and Skills in Tirana municipality, he/she will serve as key communication links between employment offices and other local stakeholders, while also disseminating information about the Youth Guarantee scheme. More specifically:

  • Coordinate the implementation of project activities and partners ensuring the achievement of project milestones as per the workplan and in the quality expected.
  • Develop strong relationships with the implementing partners, liaising with relevant stakeholders to promote linkages between UNDP and UNICEF activities, employment offices, local authorities and relevant institutions to maximize impact and synergy.
  • In consultation with the perspective EU4Youth team, provide technical support to project partners in areas concerning planning, management, and implementation.
  • Prepare substantive briefs on possible areas of cooperation, identifying opportunities for joint initiatives, and recommending approaches to EU4Youth team in terms of joint activities with potential for scale-up and replicability.
  • Facilitate the development of local partner networks and collaboration with representatives from employment offices, education, social protection, local government, and youth representatives including youth council, youth and other NGOs who work with social services etc. 
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Required Skills and Experience
 
Education:
  • Master’s degree in political or social science, development, law, economics, or a closely related field is required.
  • Bachelor’s degree in related field in combination with additional 2 years of qualifying experience will be given due consideration in lieu of the Master`s degree.
Experience:
  • Up to 2 years (with Master’s degree) or 2 years (with Bachelor’s degree) of progressively responsible experience in the development, coordination and management of projects or programmes.

Languages:

  • Fluency in English and Albanian is required.

Required Skills:

  • Experience in working with central and local governments.
  • Experience in working with active labour market programs and policies.

Desired Skills:

  • Previous experience/familiarity with UNDP is desirable.
  • Experience in designing and implementing collaborative and creative partnerships with youth-led and youth-focused programs is an asset.
  • Experience in the facilitation or implementation of knowledge building or knowledge sharing is desired.
