The United Nations World Food Programme (WFP) is the world’s largest humanitarian organization, saving lives in emergencies and using food and cash assistance to change lives and empower people to meet their essential needs. WFP does this both through direct programming as well as by supporting governments on their national pathways toward the Sustainable Development Goals (SDGs), in partnership with multiple stakeholders. WFP is the largest cash actor in the humanitarian community: WFP transferred over US$3 billion to 54 million people across 76 countries in 2023.

Since 1969, WFP has been active in Colombia, focusing on humanitarian assistance, development, and peace. WFP works in rural areas as well as urban context assisting vulnerable communities of migrants, victims of violence and natural disasters, small holders farmers, afrodescendants and indigenous communities. Assistance is provided through in kind, vouchers, and cash. The latter was significant scaled-up in the past years becoming one of the main modalities implemented.

When WFP sends people money, we give them the flexibility to choose what they need and when they need it. People spend most of the money WFP sends them on food, but they also can use it to pay medical bills, rent or school fees. Sending people money means that they don’t need to make impossible trade-offs, like deciding to eat less so that they can keep all their children in school. 

 

 

JOB PURPOSE:

As a National Cash-Based Transfers (CBT) Officer, your role will be to contribute to saving and changing lives by leading the implementation of high-quality cash transfer programs in Colombia. You will do so using the most appropriate methods, placing people at the center, and ensuring that all phases of cash policy implementation are cost-efficient and effective, through a multifunctional approach and the active participation of all units, areas and sub offices.

The National CBT Officer will provide strategic leadership and coordinate CBT activities in the Country Office, including participation in external cash working groups and relevant meetings with donors. The expert will work under the guidance of the Head of Programme, coordinating the design, implementation, and monitoring of CBT interventions and engaging internal and external stakeholders to ensure compliance with all WFP procedures regarding CBT.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

You will be responsible for the following key duties and others as required:

  1. Lead the development, implementation, and coordination of the cash-based delivery strategy in the country, ensuring alignment with program policies and guidelines.
  2. Provide strategic leadership and technical advice on the design of innovative cash-based transfer programs that are people-centered, prioritize women, and are responsive to people's changing needs and preferences.
  3. Research and analyze policy and operational issues to support senior colleagues in the development of policies, programs, and activities.
  4. Implement the Cash Assurance Framework; strengthening controls, monitoring systems, and ensuring that risk mitigation measures are in place.
  5. Provide trainings and develop capacity strengthening activities to spread the knowledge of CBT among colleagues and partners.
  6. Prepare accurate and timely reports on programs and activities to facilitate informed decision-making.
  7. Participate in internal and external working groups related to cash-based transfers.
  8. Support the inclusion of CBT contingency plans into Country Office emergency preparedness and emergency response plans to deliver cash rapidly and effectively to meet people's essential needs.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

 

Education:

 

 

Experience:

Advanced         University         degree in         International     Affairs, Economics, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with 2 (two) years of related work experience.

  • At least three (3) years of relevant working experience in CBT operations management.
  • Coordination skills and the ability to work across different business functions in WFP.

Language:

Fluency (level C) in English and Spanish language.
