Org. Setting and Reporting
The Regional Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate organizations, regional civil aviation bodies, UN Agencies and programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies, decisions, Standards and Recommended Practices (SARPs) and air navigation plans. The Regional Office also provides technical guidance and assists States in their implementation activities and is also the Portfolio Holder of SAM States for the Universal Safety Oversight Audit Program (USOAP) of ICAO. SAM Regional Office acts as Coordinator of the Regional Safety Oversight System for Latin America, Within this context, the Regional Officer, Aerodromes and Ground Aids (RO/AGA), provides sound advice to States on various matters pertaining to Air Navigation Services and related AGA matters; S/He participates as USOAP Auditor on USOAP CMA activities, and also identifies deficiencies in the field of AGA which adversely affect the aerodromes operations and suggests appropriate remedial measures. The Regional Officer, AGA is the coordinator for the activities of the Regional System on Safety Oversight for Latin American (SRVSOP) on the AGA field as part of the support provided by ICAO to SRVSOP. Interpretation or deviation from the existing guidelines will be carried out only after internal consultations with colleagues and superiors. The RO, AGA is responsible for the work provided by her/him, and reports directly to the Deputy Regional Director with whom s/he consults on complex technical issues. The RO, AGA also and supervises and delegates tasks to GS staff, as necessary, as it relates to the work of AGA. The end product is reviewed by the Deputy Director to ensure that it is in conformity with ICAO policies. S/He also reports to the ICAO Regional Director, as the second supervisor.
Responsibilities
Function 1 (incl. Expected results) Monitors developments of concern to ICAO in the States to which the office is accredited, in the field of aerodromes. Assists the States in the implementation of the provisions related to the design and operation of aerodromes and heliports included in Annex 14, Volumes I and II, and Air Navigation Plan (ANP) requirements, achieving results such as: • Initiate, follow up and foster actions at achieving efficient and effective implementation by States of the ICAO SARPs with particular emphasis on AGA. • Assist States with implementation programming of the AGA Facilities and Services in the approved ICAO ANP for which they are responsible, • Support SRVSOP on the LAR AGA (Latin American Regulations) aiming at supporting States on their obligation on Airport Certification and surveillance. • Initiate action aimed at achieving efficient and effective implementation of the ANP requirements for which the office has follow-up responsibility. • Monitor developments in the region to ensure that the ANP requirements meet current aircraft operations in the region and States and, where necessary, assist with the processing of amendment proposals. • On the basis of data and information collected, assist States to ensure that implemented facilities and services meet ICAO criteria. • Organize and conduct meetings, seminars and workshops aimed at promoting implementation of the ANP. • Serve as secretary and/or technical adviser at ICAO meetings, seminars and workshops. • Coordinate the work of ICAO and that of other organizations to ensure harmony and attend meetings of such organizations as required. • Prepare regional guidance material to support the implementation of ICAO SARPs and procedures, with the support of Member States and other Stakeholders. • Keep abreast of current civil aviation developments, including relevant activities of ACI, IATA, IFALPA, FAA, EASA and other international and regional organizations and individual States. • Coordinate regional programmes and planning documents with Headquarters activities. Function 2 (incl. Expected results) Analyses and proactively assesses a State’s Universal Safety Oversight Audit Programme (USOAP) results related to Aerodromes and Grounds Aids on a regular basis with emphasis on any issues raised by the Pan-American Regional Aviation Safety Group, International and Regional Organizations and other appropriate stakeholders and provides technical advice and recommends solutions on such issues, achieving results such as: • Assist States with appropriate application of ICAO SARPs and Procedures to the air navigation facilities and services for which they are responsible. • Assist States with appropriate application of ICAO SARPs and Procedures to their safety oversight regulatory provisions, analysing national laws and regulations to identify differences from ICAO SARPs and follow up with States to ensure compliance or notification of differences. • Monitor developments related to the USOAP and provide assistance to improve implementation of State corrective action plans. • Follow up on outstanding ICAO correspondence on SARPs during missions. • Support the implementation of new ICAO provisions (SARPs and Procedures) by implementing support and follow up projects with States in order to ensure a harmonized implementation in the Region. • Support the Regional Office programme for the implementation of goals of the SAM Regional Safety Plan (SAMSP). • Implement the Regional workplans associated with the Global Plans through various contributions and support, as required, to ensure the efficient and effective implementation of the ICAO Global Air Navigation Plan, the Global Aviation Safety Plan and the relevant CAR/SAM Regional Air Navigation Plan requirements. • Support and participate in the USOAP Continuous Monitoring Approach (CMA) activities when directed by the Deputy Regional Director. • Monitor and analyse global, inter-regional and regional developments in air navigation services, related aviation safety fields and also on environmental issues related to AGA, and provide advice to States and ICAO on their impact on ICAO´s overall planning and implementation. • Maintain liaison with and provide support to States, industry, and other stakeholders in regional/sub-regional Aviation System Block Upgrades (ASBU) selection and prioritization through the PIRGs (Planning and Implementation Regional Groups). Function 3 (incl. Expected results) Supports the ICAO Capacity and Development Implementation (CDI) programme, achieving results such as: • Identify areas of deficiency needing technical assistance in terms of equipment, experts and training. • Monitor the effectiveness of the ICAO Capacity and Development Implementation programme in States and, where necessary, propose changes. • Provide input in the development and delivery (as instructor) of training courses at ICAO sponsored institutions and monitor the quality of output through analysis of training reports. Function 4 (incl. Expected results) Ensures the maintenance of technical competence in States, achieving results such as: • Monitor and ensure States keep abreast of latest technological developments and provide advice to States as necessary. • Undertake familiarization visits to places of high technology. • Conduct workshops and seminars for States on new technology. • Develop and implement a communication plan to share with Member States and other Stakeholders new developments in the AGA area. Function 5 (incl. Expected results) Provides advice and support to States, achieving results as: • Attend missions as required and respond to day-to-day inquiries/requests of States to which the Regional Office is accredited. • Guide and assist States in the implementation of its Contingency Plans and implementation of plans to lead with Disaster events. • Facilitate appropriate coordination with other States and Headquarters. • Monitor and follow up on the development of all AGA Regional Projects under her/his responsibility, including projects on Aerodrome Certification, Runway Safety, Airport CDM and Airport Planning. • Serve as technical adviser of AGA mattters to ICAO meetings, in particular meetings of Directors General of Civil Aviation (RAAC Meetings), the SAM Planning and Implementation Group (SAMIG), the Regional System on Safety Oversight for Latin American (SRVSOP), Caribbean and South American Regional Planning and Implementation Group (GREPECAS), ICAO Regional Aviation Safety Group - Pan America (RASG-PA), including seminars and workshops supported by regional Projects, Headquarters and the Regional Office. • Participate, as required, in AGA meetings, including those of other organizations. Education
Essential A first-level university degree in civil engineering, airports engineering or in a related field. A technical qualification in aviation such as an Airline Transport Pilot Licence, Air Traffic Control Licence, or Airframe and Power Plant Technician Certification may be accepted in lieu of the first-level university degree. Desirable An advanced-level university degree (Master’s degree or academic equivalent) in civil engineering, airports engineering, or in a related field.

Work Experience
• A minimum of ten (10) years’ experience in a civil aviation environment, including a minimum of three years of experience as a government inspector, an ICAO auditor, airport operations, or aerodrome engineer in the areas of planning, design, construction and maintenance of aerodromes and visual ground aids is required. • A minimum of five (5) years’ experience related to aerodromes is required. • Experience in airport certification and surveillance activities of a Civil Aviation Authority is required. • Experience working at management level or in an advisory capacity in the areas of aerodromes and grounds aids, including involvement in project management and planning concepts is required. • Experience in providing training and/or conducting seminars and workshops in an aviation-related discipline, preferably related to international obligations and government regulation of air transport and specifically relating to aerodromes certification and supervision is required. • Experience in planning and organization of AGA services is desirable. • Experience in Project Management and knowledge of international organizations dealing with aviation-related matters is desirable. • Experience in other aviation disciplines, such as aeronautical information services, meteorology or flight operations is desirable.
Languages
Essential Fluent reading, writing and speaking abilities in Spanish and English. Desirable A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian). Knowledge of the local language of the Region (Portuguese).
