Purpose of the role

The Finance Coordinator budget and reporting is responsible for ensuring technical financial support on operational and reporting processes while ensuring adherence to NRC’s policies, legal and donor requirements. 

What you will do

  • Implement NRC’s financial systems and procedures at national level and oversee their implementation at field office level.
  • Ensure adherence to Financial Handbook, other NRC policies and donor requirements.
  • Ensure that the accounting, monitoring and reporting are according to procedures.
  • Provide Technical Capacity building for finance team in Beirut and Area offices. 
  • Ensure proper filing of all financial documents as per NRC filing tree key procedures.
  • Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and reports any breaches/concerns to the line manager and/or focal point for proper action.

Specifically you will;

  • Lead on budget proposals, revisions and coordinate actively with grants and Area Offices (AOs) teams on the completion and costing as per the budgeting instructions and donor rules. 
  • Prepare donor financial reports and submit to FM and regional office, along with summary of explanations on key items, for review and approval within the deadlines.
  • Actively participate in grants opening and closing meetings and closely monitor the progress on compliance and action points.
  • Create quarterly financial management reports and reconcile with the NRC financial tools with innovative drive for comprehensive but simple analysis. 
  • Coordinate and act as focal point for capacity building and financial reports review with implementing partners under consortium and sub granting.
  • Act as focal point for the organization of master budget update on regular basis with direct supervision of Finance Manager.
  • Ensure that project’s budgets are uploaded into Agresso system and reconciled with donor budget template at all times.
  • Assist accounting team in salary allocations and monthly accounts closure. Be well conversant with financial operations (cash, banks, payroll) and balance sheet reconciliation procedures. 
  • Proactively communicate with budget holders on the financial related matters e.g. BVAs, forecasts, budgeting instructions, budget notes.
  • Prepare and upload the monthly BVAs with close review of exchange rates, actuals, GL coding, spending plans and advise on any exceptions. Also attend the BVA review meetings with AOs and country teams and follow up on action points.
  • Visit AOs regularly and perform compliance spot checking on financial transactions to ensure adherence to policies and procedures. 
  • Maintain financial archives in accordance with the donor requirements.
  • Monitor and control funds and expenditures related to local donors if any.

Professional competencies

  • Bachelor’s degree in finance or a related major
  • Minimum of 3-5 years’ relevant experience, with at least 2 years in grants and reporting in the humanitarian context
  • Proficient in Microsoft Excel and preferably worked on Agresso financial system 
  • Proficient in English and Arabic, both written and spoken
