The Danish Refugee Council (DRC) is looking to appoint an experienced, enthusiastic, and confident Emergency Coordinator for Diaspora Emergency Action and Coordination (DEMAC) for 12 months (with the possibility to extend)

DEMAC is a global initiative hosted by Danish Refugee Council, which aims to enhance coordination among diaspora organisations involved in humanitarian assistance, and across diaspora organisations, local actors, and institutional humanitarian actors. Further, DEMAC seeks to increase engagement and visibility for diaspora organisations in the humanitarian system. Throughout the past decades of shocks and crises, diaspora have been key actors in responding to emergency and long-term needs in crisis-affected countries, often scaling up their support significantly during times of crisis. Based on past research and engagement with diaspora across several contexts, it has been shown that diaspora are dedicated and agile responders who engage consistently and innovatively in humanitarian responses, often with access to hard-to-reach populations and as facilitators of the localization agenda. Despite the strengths of diaspora as humanitarian responders, they often work in parallel to the formal humanitarian system and there is a lack of coordination mechanisms linking diaspora, local actors, and institutional humanitarian actors.

ABOUT THE JOB

The Emergency Coordinator will manage the daily implementation of DEMAC’s operational response activities, which will include the overall programmatic and administrative coordination of several projects across diverse contexts. Her/his task will include, but will not be limited to:

 

Coordination

  • Responsible for DEMAC`s operational response activities, with a view to further develop and increase DEMAC`s capacity to support diaspora humanitarian responders in emergencies globally.
  • Strengthen the visibility and awareness of diaspora humanitarian responders in their countries of residence and response via facilitating presentations and sharing regular updates towards Clusters, NGO Forums, HCTs and other relevant fora.

 

Project Management and Quality Assurance

  • Coordinate, supervise and evaluate the implementation of DEMAC`s operational responses in different contexts in accordance with agreed strategies, implementation plans and donor requirements.
  • Ensure the project progress is effectively monitored through regular data collection, analysis of indicators and activities and documented with proper sources of verification.

 

Representation

  • Represent DEMAC and its vision, mission and interests towards external stakeholders in context where DEMAC is involved and in relevant humanitarian coordination bodies (HCT, ICWG, Clusters, Cluster working groups, NGO Forum etc.. ) and in other relevant forums (HNPW, WHS etc..)
  • With the Head of DEMAC, represent DEMAC towards its Advisory Board, partners and donors.

 

Programme Development and Grants/Contracts Management

  • Together with relevant DEMAC staff and within the area of DEMAC`s operational response ensure that:
  • Activities are implemented in accordance with the approved donor and partnership agreement.
  • Budget is monitored, and any deviances are followed up
  • High quality and standards of communication and reporting to relevant donors and partners (e.g. reports, grants management issues)

 

Strategy, Innovation and fundraising

  • Further develop and ensure the successful implementation of DEMAC`s methodology for operational response with a view to ensure agile and high quality support to diaspora humanitarian responders globally
  • Engaging closely with diaspora and local actors in DEMAC`s focus countries and in new crises to understand the needs and gaps in the diaspora`s response and coordination with institutional humanitarian actors

 

About you

 

To be successful in this role we expect you to excel in mobilizing and collaborating with various actors and partners, taking the lead with autonomy in your work, able to work simultaneously on multiple priorities and projects while collaborating with colleagues in DEMAC team and the Diaspora Programme. All employees should master DRC's core competencies: Communicating, Taking the lead, Collaborating, Striving for excellence and Demonstrating integrity.

 

  • University degree or higher education preferably in social sciences, humanitarian action, international development, project management or protection information
  • Minimum 6 years’ experience working and engaging with Civil Society Organisations/diaspora organisations or of project management/coordination experience in diverse humanitarian contexts
  • Solid experience from all steps in the project management cycle, including M&E, report-writing, etc.
  • Excellent communication and report writing skills in English.
  • Experience with a range of donors, with specific experience and knowledge of USAID.
  • Experience working with CSOs and/or diaspora organisations
  • Ability to act as dialogue partner and facilitator for a diverse group of people.
  • Excellent inter-personal and communication skills.
  • Open to an innovative and agile managerial approach: shared leadership
  • Fluency in written and spoken English
  • Languages such as Arabic, Somali, Urdu, Farsi, Russian, Ukrainian and others is an advantage

 We offer:

  • Start date: as soon as possible.
  • Duration of contract: until May 2025. (with a possible extension depending on funding)
  • Location: Copenhagen or a relevant DRC office with frequent travels
  • Salary and conditions: Salary and conditions for the position will be on DRC terms.
