Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Kingdom of Saudi Arabia. The Consultant will report to the Project Manager at UNEP West Asia Office. Under the overall supervision of the project manager in coordination with the respective department in the National Centre for Environmental Compliance (NCEC) and the Ministry of Environment, Water and Agriculture in Saudi Arabia, the Consultant will carry-out, inter alia, the following duties and responsibilities: 1. Enhance NCEC capacity building in the field of accreditation and conformity assessment according to the international standards such as ISO/IEC 17020, ISO 31000, ISO/IEC 17025, ISO 14001 2. Assess Capacity building outcome for NCEC candidates based on quality and excellence pricing, offering recommendations on the strengths and weaknesses. 3. Provide technical support and guidance for NCEC inspection activities to ensure compliance with international accreditation standards to attain the initial accreditation under ISO/IEC 17020 for both the headquarters and branches. 4. Submit the final documentation for ISO/IEC 17020 accreditation for the national accreditation body to demonstrate NCEC competence, impartiality, and consistency.
Qualifications/special skills
Bachelor’s degree in quality management, environmental inspection, laboratory quality analysis, or related fields is required. A minimum of 10 years of experience in environmental inspection, compliance or related field is required. Qualification as a Team Leader according to ISO 9001, ISO/IEC 17020 by an accreditation body and ISO/IEC 17025 is an asset. Knowledge of the ILAC international requirements in relation to accreditation bodies is an asset. Practical experience in consulting or assessment according to ISO 9001, ISO IEC 17020, and ISO/IEC 17025 requirements for at least 5 beneficiaries is an asset. Practical experience in training and capacity building in the kingdom of Saudi Arabia is desirable.
Languages
Fluency in written and spoken English and Arabic is required.
