Background/IRC Summary:

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Today, 13.4 million people in Syria - more than half of the country's population - need humanitarian assistance with needs increasingly being exacerbated by economic decline. Of these, 6.8 million are refugees and asylum-seekers who have fled the country. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis a rapidly expanding portfolio, supported by more than 1000+ staff in Syria Country Program. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, early childhood development, education, women’s protection and empowerment, non-food items and food distribution, cash assistance, water and sanitation, protection and rule of law, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

On 29 June 2019 the Syrian Democratic Forces (SDF) signed an Action Plan with the United Nations (UN) to end and prevent the recruitment and use of children under the age of 18. According to global practice, the UN will, together with the humanitarian community, support the Action Plan implementation. Since its signature, progress has been made in terms of coordination, partnership, fundraising and awareness raising. IRC hosts the Children and Armed Conflict (CAAC) coordination function.

Job Overview/Summary:

Under the supervision of the Human Resources Business Partner The HR Manager plays a strategic role in the provision of human resources operations and implementation of IRC's HR policies and procedures and best practices required for the effective implementation of Syria country programs. This includes central initiatives, IRC ways, services, policies, and systems required for human resource operation's management including compensation & benefits, staff onboarding. Contracts management, payroll and HR reporting.

Responsibilities:

  • Work with the HR Business Partner on driving the development, implementation, and adherence to HR policies and procedures, ensuring compliance with HR policies and SOPs.
  • Work on the implementation of the HRIS by covering data validation, system configuration, and facilitating inclusive training sessions for staff.
  • Work on the implementation of HR SOPs aligning with our handbook and policies, ensuring standardization in unit processes.
  • Collaborate closely with the Compensation and Benefits team to guarantee accurate payroll processing for staff across various offices. Additionally, oversee the timely completion of exit processes, final settlements, acting allowances, and overtime payments.
  • Formulate and execute a strategic onboarding process aimed at optimizing employee integration, while also enhancing the offboarding experience for departing staff, ensuring a smooth exit transition.
  • Manage the contract renewal process, ensuring timely and effective communication with relevant stakeholders, and facilitating the necessary steps for the renewal of employment contracts in compliance with our policies and procedures.
  • Ensure that all processes and day to day are carried out promptly, efficiently, and with a focus on meeting our needs.

Qualifications

  • 5 years of experience working in human resources in a humanitarian/recovery context.
  • University studies/ Higher education in Human Resources, Business administration or related field. Adult Learning certification is desired
  • Previous experience working in complex and volatile contexts.
  • Documented results related to the position's responsibilities.
  • Proven knowledge and experience in leadership positions and team management.
  • Previous experience in payroll calculations and administration.
