What we are looking for

NRC is looking for a Risk and Compliance Manager to join the Afghanistan mission. The role holder will be responsible for leading NRC Afghanistan’s efforts to effectively manage risks, promote a risk management culture, and ensure compliance within high-risk areas and with regulations.

At the Afghanistan Country Office, the Risk and Compliance Function has been tasked with supporting efforts to manage risks, providing assurance on compliance within high-risk areas/issues, promoting a risk management culture, ensuring compliance with standards and regulations, and ensuring that complaints are properly handled and responded to.

If you are an action-oriented, execution-driven, and hands-on executive; who is analytical, methodological, organised, and procedure-driven; and who holds a track record of fostering a collaborative environment and building and leading engaging and effective teams, then this is the role for you!

What you will do

  • Identification, assessment, and control of risks.
  • Risk Compliance through regular checks, regular reporting on compliance issues, and compliance improvement measures.
  • Register compliance.
  • Policy and regulation alignment.
  • Complaints mechanisms.
  • Advice, training, and support provision to staff on Risk Management, Compliance, Anti-Corruption, Data Protection, Code of Conduct, Legal and Complaints Management, etc.
  • Lessons learned and best practices documentation, contributing to the development of NRC’s Risk Management framework.
  • Strategy development, Balanced Score Card review, and T-reporting.

What you will bring

  • Compliance, audit, or risk management experience in a humanitarian/recovery context.
  • International regulatory context for INGOs expertise.
  • Safeguarding, accountability to affected populations, and/or Code of Conduct expertise.
  • Afghanistan regulatory context knowledge.
  • English fluency, both written and verbal.

What makes this position attractive?

  • The humanitarian situation in Afghanistan is complex, protracted, and worsening. The country recently underwent a regime change in a short space of time. The current regime has limited resources and/or systems in place to provide basic services. In addition to this, internal displacement has taken place due to conflict, climate change, and the economic crisis currently experienced in the country. Afghanistan is facing an unprecedented humanitarian crisis with a risk of systemic collapse and human catastrophe.
  • This is an opportunity to contribute to the protection and assistance of vulnerable and crisis-affected women, girls, boys, and men. NRC Afghanistan is one of the leading humanitarian response agencies (particularly for Afghans forced to flee), maintaining a presence of 12 offices and over 1,000 staff in 14 provinces across the country.
  • Aiming at strengthening the organisation's risk management capacity, NRC decided to establish a Risk Management and Compliance Function across the organisation in 2019. This function is responsible for enabling NRC to manage risks by supporting organisational efforts to identify, assess, prepare for, and respond to risks; fostering a risk management culture by institutionalising processes and systems that embed risk management into operations and build capacity and awareness on risk throughout NRC; and improving organisational effectiveness by streamlining compliance practices and enabling better prioritisation of support resources to highest-risk issues.
  • Meaningful work that responds to the diverse needs, priorities, and concerns raised by beneficiary communities. NRC Afghanistan meets immediate humanitarian needs, prevents further displacement, and contributes to durable solutions.
  • Female candidates, and Afghan Nationals, are strongly encouraged to join our work culture that empowers every employee to share ideas and take responsibility.
