Context

On February 1, 2021, International IDEA's Latin America and the Caribbean Regional Office was established in the Republic of Panama. The Regional Office works with democratic institutions throughout the Latin American and Caribbean region to increase the effectiveness and legitimacy of democracy and its institutions. Based on a geographic approach, our Latin America and Caribbean (LAC) programme responds to requests from regional, sub-regional, and national actors, builds capacity through technical assistance, comparative applied knowledge resources, and provides spaces for dialogue. The LAC Programme is an important partner and agenda setter in many countries where it provides technical assistance. Currently, there are four national programs in LAC (Panama, Peru, Chile and Uruguay), and six restricted fund projects.

The Planning and Programme Coordination Officer will coordinate planning, programme design, implementation, reporting and monitoring and evaluation across the Latin American and the Caribbean Region. The incumbent will support the Director LAC with resource mobilization efforts and partnership building, lead the development of project proposals, and strengthen monitoring and evaluation systems of the national and regional programmes, in line with International IDEA’s strategic priorities.

Duties and Responsibilities

  1. Supports the identification of resource mobilization opportunities, mapping the activities, priorities, and policies of donors at the country, subregional and regional levels.
  2. Translates concepts and ideas into clear and concise concept notes and project proposals, coordinating closely with internal stakeholders to ensure conformity with International IDEA policies and procedures, donor priorities and application requirements.
  3. Supports the Director, Latin America and the Caribbean in building and maintaining networks and partnerships with key stakeholders in the region, in line with International IDEA’s defined strategy and priorities.
  4. Coordinates with all internal stakeholders to ensure quality assurance of project development and implementation.
  5. Coordinates monitoring and evaluation of all the regional and country projects, in collaboration with the Budget and Programme Performance Team.
  6. Contributes to organizational data collection systems.
  7. Ensures quality assurance of project reports and results frameworks/logframes before submission to donors.
  8. Provides advice to Programme Managers on improving project performance using M&E findings.
  9. Contributes to the annual planning process for the region.
  10. Supports the semi-annual activity reporting process.
  11. Provides advice on interpretation and application of relevant policies and procedures.

General Profile

  • In-depth knowledge, understanding and experience of monitoring, evaluation and learning systems and approaches, including outcome mapping tools and processes;
  • Leads strategic planning, results-based management and reporting; guides the formulation and monitoring projects;
  • Knowledgeable of international cooperation landscape in the LAC region, including experience in resource mobilization strategies and practices.
  • Builds strong relationships with project partners, focuses on impact and results;
  • Promotes a knowledge management and a learning environment;
  • Can work with minimal guidance and supervision;
  • Adds value to other team members; collaborates with other entities of the Institute;
  • Acts as a model or mentor for less experienced colleagues;
  • Expected to travel globally to any geographical area involved in his/her duties;
  • Follows internal procedures to ensure high standards of performance and compliance with Institutional and donor guidelines;

Education and Experience

  • University degree in development studies, social sciences, business administration; public policy, international development or other relevant discipline.
  • A minimum of five (5) years professional experience in planning, monitoring and evaluation, preferably with a focus on support to democratic institutions and civil society organizations.
  • Experience working on democracy and governance projects in Latin America.
  • Demonstrated experience in resource mobilization and conceptualization of projects including drafting of concept notes and project proposals.
  • Knowledge and experience of evaluation approaches and methodologies;
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, and developing monitoring and evaluation plans is essential; Experience in providing guidance is essential.
  • Fluency in written and oral English and Spanish is required.

Terms of Contract:

  • International Post
  • Two (2) year fixed term appointment
  • Remuneration - EUR 4 728 NET per month + benefits
